![]() PHILIPPINE officials have opened a small kindergarten on Kalayaan in the South China Sea that is also claimed by five other governments. Mayor Eugenio Bito-onon said Sunday that the school was opened June 15 without fanfare to help a poor Filipino community on the island in the Spratly archipelago and not to antagonize rival claimants. Five students were welcomed by their teacher in a classroom filled with crayons, pencils, coloring books and a blackboard, Bito-onon said. Foreign Ministry spokesman Hong Lei, in a press briefing, said the Philippines should "refrain from taking any measures that will complicate and exacerbate the current situation and affect peace and stability in the South China Sea." He insisted that Beijing has "indisputable sovereignty" over Spratly Islands and its waters, according to state news agency Xinhua. "China opposes any illegal activity that may infringe on China's sovereignty," Hong said. Pag-asa, the biggest of the 7 Kalayaan islands that are under the province of Palawan, is home to around 200 Filipinos. A small kindergarten school was inaugurated on the 37-hectare island on June 15, Kalayaan town Mayor Eugenio Bito-onon said Sunday. The school will help Pag-asa's civilian community, Bito-onon added. China, however, thinks otherwise. "We hope relevant countries will abide by the spirit of the Declaration on the Conduct of Parties in the South China Sea," Hong said. Pag-asa has been under the Philippines' full control since the 1970s. Philippine troops protect the island, which has an airstrip and a naval station. Aside from the new kindergarten school, Pag-asa now also has a town hall, multi-purpose hall, health center, school, a water-filtration plant, a marina, a communications tower, a power generator, and solar power panels that provide electricity. The Chinese Foreign Ministry spokesman, meanwhile, did not directly answer if Chinese ships have left Scarborough shoal. He also did not mention the ramming of a Philippine fishing boat by an alleged Hong Kong-registered bulk vessel that killed a Filipino fisherman and left 4 others missing. According to Xinhua, Hong said tensions around the island are easing, and Chinese government ships maintain jurisdiction and vigilance over the areas around the shoal. MERCENE June 28, 2012, 5:46pm MAYOR Eugenio Bito-on of Pagasa Island, a municipality of Palawan since the 1970S, wanted to construct a public kindergarten school for some of its 200 residents. Barangay Pagasa is the largest of the seven islands comprising Kalayaan, a 6th class municipality under the province of Palawan. To strengthen its claim, Kalayaan is undertaking new projects to promote tourism for the island, aside from convincing many Filipino businessmen to invest in Kalayaan. It has a town hall, a health center, an airstrip, and a naval station, among other facilities. Last week, the Kalayaan municipal government inaugurated the Pagasa Elementary School, a school house, reportedly built from salvaged construction materials. The school held its first class on June 15, with only five kindergarten students. A Philippine flag fluttered in the breeze in the schoolyard. The school hired one teacher from the mainland, getting her to agree to move her family to the island, which is about 285 nautical miles west of Palawan, or a full day by boat, depending on the sea condition. Interviewed by a daily newspaper, Bito-on had earlier said he could open classes from Grade 1 to 3 in two months, if the teacher could be convinced to return in time before the first grading period. Bito-on is requesting funding from the provincial government and the Department of Education to sustain the school’s operation and build more classrooms in the future. Party-list solon to pitch in funds for school on Pagasa Island 14-Jul-12, 9:34 PM | Jaime Sinapit, InterAksyon.com MANILA, Philippines - A party-list lawmaker on Saturday said he was looking to allot enough funds to start the construction of a multimillion-peso elementary school on Pagasa Island in Kalayaan Island Group (KIG) in Palawan amid China’s aggressiveness in pushing its claims over the Spratly Islands in the South China Sea. “As China reportedly set up a radar near the Municipality of Kalayaan,a two-storey, six-classroom building on Pag-asa Island in the said municipality in the disputed Spratlys will be constructed with the help of ACT Teachers,” Rep. Antonio Tinio of the Alliance of Concerned Teachers (ACT), said. Earlier, China had warned the Philippine government against its plan to construct a school on the island. The Chinese government claims the whole Spratlys, invoking what it calls historic rights. Tinio said he has set a portion of the second tranche of his 2012 Priority Development Assistance Fund for the project. KIG Mayor Eugenio Bito-onon, Jr. had proposed the school project after learning of Tinio’s vow to send assistance to the newly-opened elementary school. Initial estimates by the municipal engineer set Phase 1 of the school project to cost P4.3 million. In his proposal, Bito-onon said that it is high time for Pag-asa children’s right to education to be addressed after 34 years. “A school standing at Pag-asa Island is an earnest affirmation of Philippine sovereignty in the Spratly group of islands—the provision for education, a basic social service. At the same time, Aquino reiterated that the Philippines would settle the West Philippine Sea (South China Sea) dispute diplomatically or through international forums like the International Tribunal for the Law of the Sea. "If they try to take something that's ours and we don't voice our opposition to it, then that's practically giving away that which is ours, which I am not empowered to do under our Constitution. Therefore, Pag-asa is a territory of the Republic of the Philippines," Catapang said in a statement obviously meant for China, which claims almost the entire South China Sea.Pag-asa is the second biggest naturally occurring island in the West Philippines. It is home to a small community of about a hundred Filipinos who depend largely on government subsidy. A military C-130 plane brought Catapang to the island and allowed him to go around the West Philippine Sea to check the status of Philippine-occupied features in the area and nearby reclamation activities of China. "Before we landed we saw the reclamation in the Subi (Zamora) reef and it's really enormous," Catapang said.He earlier expressed concern that China's reclamation activities will result in the militarization of the area and cut the country's access to the West Philippine Sea.The C130 flight was not challenged by the Chinese when it flew over Chinese-occupied areas.
