HANOI — Vietnam has denounced China's opening of offshore oil blocks to foreign companies in contested areas of the South China Sea as "illegal", as territorial tensions grow between the communist neighbours.

On Saturday, the China National Offshore Oil Corporation announced that nine offshore blocks were available for exploration, and said it was seeking bids from foreign companies.

Vietnam's foreign ministry said in a statement late Tuesday that the blocks "lie entirely within Vietnam's 200-mile exclusive economic zone."

It added: "This is absolutely not a disputed area. (CNOOC's move) is illegal and of no value, seriously violating Vietnam's sovereignty."


It said the bid invitation was "causing tension" in the South China Sea.

The blocks, which cover an area of more than 160,000 square kilometres (64,000 square miles), "are available for international exploration and development cooperation between CNOOC and foreign companies," CNOOC said in a statement.

China and Vietnam Continue with Fresh Disputes Over South China Sea

Jun. 28 – China and Vietnam are once again feuding over the South China Sea as Beijing fails to make progress with its neighbors on issues of territorial sovereignty in the region.

Vietnam recently passed a new law that claims indisputable sovereignty over the Paracel and Spratly islands, to which China quickly expressed outrage.

“Vietnam’s Maritime Law, declaring sovereignty and jurisdiction over the Paracel and Spratly islands, is a serious violation of China’s territorial sovereignty,” the Chinese Foreign Ministry said.

China further reinforced its claims by increasing the level of governance on the disputed islands.

The situation has now escalated further with China’s state-ran oil firm, China National Offshore Oil Corporation (CNOOC), offering nine new oil-exploration blocs within Vietnam’s 200-mile economic exclusive zone (EEZ). The nine areas collectively total more than 160,000 square kilometers in size. With oil reserves in the area estimated at 160-210 billion barrels, and gas reserves at 16 trillion cubic meters, energy exploration has proven to be a geopolitical fraught venture.

Vietnam has radically decried CNOOC’s oil bid, and requests that China cease the invitation of international bids for the energy blocs. Vietnamese Foreign Ministry Spokesperson Luong Thanh Nghi stated that CNOOC’s activity within their EEZ is a serious violation of Vietnam’s sovereignty and jurisdiction. PetroVietnam, Vietnam’s state-ran oil explorer, further announced that it will “unwaveringly oppose” any foreign companies that seek to sign contracts with China, noting that the Vietnamese government “will not allow any implementation of these exploration activities.”

In reaction to this outcry, China emphasized that Vietnam should respect the bilateral agreements regarding maritime disputes.

About 200 people waved flags and chanted in the rain as they walked through the centre of the capital toward the Chinese embassy. Police stopped traffic and did not attempt to quash the demonstration, but the area near the embassy was cordoned off.

While China and Vietnam are busy dealing with their territorial conflict we should start formulating a plan on how to handle this scenario. It wont be too long before China starts opening bids inside our Exclusive Economic Zone. :nono:

Australia, Russia, US, Japan and others will be very angry if China did.
Modernization should prioritize:

Patrol Ships with air/sub/ship detection, fast & lightly armed for Navy.
Surface Attack Aircraft with anti ship/sub attack capability for Airforce.
SAM with Radars, Close AA battery capable of shooting ground targets too for Army.
This triangle defense will work together and protect us from external threats.

US senator slams China for undermining Vietnamese sovereignty
US Senator Joe Lieberman has criticized China for offering nine offshore blocks, located in Vietnam’s territory, to international gas and oil companies for bidding, the Vietnam News Agency reported Friday.

At the Maritime Security in the South China Sea Conference organized by US-based Center for Strategic and International Studies in Washington on Wednesday, Lieberman said that the action taken by China's state owned National Offshore Oil Corporation (CNOOC) was “unfounded” and “unprecedented.”

Vietnam steps up sea patrols as tensions with China climb

HANOI/NEW DELHI (Reuters) - Vietnam is setting up patrols to protect its fisheries in the South China Sea after a state company accused Chinese boats of sabotage and India declared itself ready to deploy naval vessels to safeguard its interests in the disputed waters.

Vietnam's civilian-led patrols, backed by marine police and a border force, will be deployed from January 25 to stop foreign vessels that violate fishing laws within Vietnam's waters, Vietnam's government and state media said.

The patrols illustrate mounting tension in the South China Sea where claims by an increasingly powerful China have set it directly against U.S. allies Vietnam and the Philippines, while Brunei, Taiwan and Malaysia also claim parts of the mineral-rich waters.

A decree forming the Vietnamese patrols was signed on November 29, the day Chinese media announced new rules authorising police in the southern Chinese province of Hainan to board and seize foreign ships in the South China Sea.

"It's going to lead to friction," Carl Thayer, a Southeast Asia security expert at the University of New South Wales in Australia, said of China's new rules that take effect from January 1 on boarding ships which "illegally enter" waters it claims.

"If it begins to assert these rights and isn't challenged over time it becomes customary, it becomes practice."

Vietnam's announcement on the patrols, published in Tuesday's Dan Viet newspaper, comes a day after its state oil and gas company, Petrovietnam, accused Chinese boats of sabotaging an exploration operation by cutting a seismic cable being towed behind a Vietnamese boat.
