I am beginning to sound like a broken record.

For whatever reason why your government has held back on "renovating" your current possessions in the disputed Spratly Island chain - with special emphasis to the BRP Sierra Madre at the Second Thomas Shoal - be it your compliance to the DOC (which China has so blatantly violated), all reasons for inaction has just been thrown out of the window.

It doesn't really matter now, as it seems being the only one who "plays by the rules" in a game where nobody follows it, is simply too idealistic. It's not an idealistic world and predators are aplenty.

You have the advantage of distance over your rivals. Make it happen.

Build a permanent structure on BRP Sierra Madre and buy anti-access weapons with a focus on radar networks, SAMs and anti-ship missiles. We have to do it now (within the next year). Not much window if you ask me but if we don't act swiftly then we will lose these islands permanently. China's recent actions will tell you that they are on a tight schedule to bring these islands permanently within their effective control (maybe only 1-2 years time table?).

The best frigates (warship) we have right now are the islands close to the disputed territories. We can turn these into sophisticated unsinkable warships with the sole aim at denying China free access to the contested areas.

Taiwan Will Not Cooperate With China in South China Sea

Taiwan's Mainland Affairs Council said Taipei will not cooperate Beijing to advance maritime territorial claims.

The PRC has suggested that both sides of the Taiwan Strait should cooperate to push forward their claims. "Safeguarding the country's sovereignty and territorial integrity as well as the overall interests of the Chinese nation should be a common obligation of compatriots of the two sides," Xinhua quoted TAO spokesman Ma Xiaoguang as saying.

Both MAC spokeswoman Wu Mei-hung and Foreign Minister David Lin said that Taiwan would not cooperate with the PRC on territorial issues. Wu said Taiwan saw no possibility of cooperating with China on the South China Sea, and emphasized that this has long been Taiwan's official government stance.

Taiwan's preferred method for handling the disputes, according to Wu, would be similar to President Ma Ying-jeou's East China Sea Peace Initiative. Under this plan, all claimants to the disputed Senkaku/Diaoyu Islands (Taiwan, China, and Japan) would agree to work together on joint exploration and development while each reserving their separate territorial claims. Using this framework as a guide, in 2013 Taiwan and Japan signed a landmark fishing agreement that would allow Taiwanese vessels to access the disputed (but Japanese administered) waters around the Senkaku/Diaoyu Islands.

While Taiwan and the mainland's claims are largely the same, Taiwan could show itself willing to pursue resource-sharing agreements like the one signed with Japan. Taipei could also differentiate itself from Beijing by being open to international arbitration and by defining the extent of its claims more clearly, with an eye towards international law.

China expands installation in disputed waters

Latest intelligence shows that China is beefing up its presence at a China-controlled reef in the South China Sea to boost its sovereignty claims over the disputed waters, the Ministry of National Defense (MND) said yesterday.

Asked by a lawmaker to comment on recent media reports that China may have been building an airstrip at the Chinese-held Johnson South Reef since January, Major General Lo Hsiao-tung of the MND yesterday said that its intelligence shows that Chinese forces have been engaged in earthmoving activities on the reef for some time.

However, Lo said there are currently no signs that China is going to build an airstrip at the reef known to Chinese as Chigua Reef and which the Philippines calls Mabini Reef.

The MND suspects that the latest round of construction is intended to enable the wharf to dock bigger vessels. The new project could also mean that China is planning to build a helicopter landing pad or other surveillance facilities at the reef, he added.

According to Lin, the Chinese military has been engaged in large-scale reclamation and earthmoving activities at the reef since September 2013.

The KMT legislator warned that the ongoing construction at the reef could pose a threat to Taiwan-controlled Taiping Island in the South China Sea, which is located approximately 70 kilometres away from the Chigua Reef.

He reiterated his stance that the MND should consider deploying missiles on the island to beef up defensive capabilities.

Several lawmakers from across party lines yesterday also questioned the military's capability in defending Taiping Island, which is currently guarded by Coast Guard Administration (CGA) personnel instead of by military personnel.

In response, Deputy Defense Minister Andrew Hsia, who fielded questions during the same meeting, stressed that the MND and CGA regularly hold drills to simulate their responsive measures in case of escalating tension in the region.

Once a military conflict occurs at Taiping, Hsia said that the R.O.C. Air Force could reach the island in four hours by military aircraft and the Navy's vessels could arrive there in 36 hours.

"China plans to build a $5-billion artificial island envisioned to be a “super aircraft carrier” in the Spratlys within the Philippines’ 200-mile exclusive economic zone (EEZ).

The online news site Qianzhan.com reported that the No. 9 Design and Research Institute of China State Shipbuilding Corp. has come up with a proposed design of the artificial island being reclaimed from the sea in the Chinese-occupied Fiery Cross Reef, south of Mabini Reef (South Johnson Reef).

China is building a five-square-kilometer military base three meters above sea level near Fiery Cross Reef.

Estimated construction cost is $5 billion to take 10 years to complete, similar to the construction of a 100,000-ton nuclear-powered aircraft carrier."

It's about 94 (151km) miles down South of Pag-Asa and about 127 miles (204km) southwest of Lawak island near Reed Bank. We'll have no choice but to beef up our outposts especially surrounding Reed Bank. They may start entertaining of occupying all of the Spratly's because everything is within range once South Johnson Reef becomes a full blown Air and Naval base. Once the 9 dash line is debunked by the arbitration court, it will give us legitimacy to refurbish our bases/outposts and a reason to call theirs illegal.

“The artificial island at Fiery Cross Reef will be an unreplaceable military base with great strategic significance due to its location and size. Such a base will realize the value of the South China Sea for China and ensure China’s status in South East Asia.

“If this plan is adopted by the government instead of the plan to seize the Zhongye Island (Pag-Asa Island) back from the Philippines, there will be no war at the South China Sea to affect China’s relations with the US and ASEAN.”

This statement was released to bring your guard down. As greedy as they are do you really believe this?

"The report said Panganiban Reef will be transformed into a fishery center in the South China Sea, apart from its use for military purposes".

Wasn't this the same reason when they seized Mischief Reef in the '90's? They said they needed a shelter for their fishermen and now its a heavily fortified garrison? A couple decades later they are using the same excuse to deceive us.

Since you are slowly getting "chummy" with Vietnam. You can "whisper to their ears" and suggest they install howitzers, SAM and short range SSM systems, and even an MRLS system in Sin Cowe Island, Collins Reef, and Lensdowne Reef which they control and already have facilities on them. Those are just a stones throw away from Johnson South Reef. That would give them Chinese and their "super aircraft carrier" some headaches.

All the while upgrading your installations in the Spratlys.

The enemy of your enemy is your friend.

The No. 9 Design & Research Institute of China State Shipbuilding Corporation recently displayed on its official website its proposed design of an artificial island to be built on a reef in the South China Sea. It aims at providing a reserve of designs for an artificial island China may build there.
