Keep calm but vigilant, Palace tells public amid alleged China threat

Malacañang on Tuesday urged Filipinos to remaim calm but vigilant amid unverified reports that China is planning to seize Pag-asa Island from the Philippines.

Quoting experts, a report on the China Daily Mail said China has “drawn a detailed combat plan to seize the island and the battle will be restricted within the South China Sea.”

And while the report has yet to be confirmed by Philippine authorities, Coloma said the government remains alert and vigilant.

Coloma said the Philippine military and Coast Guard are ready to defend the country's territories. - Kimberly Jane Tan/KBK, GMA News

PHL says it’s ‘business as usual’ for Pinoy fishermen in West PHL Sea

Defying China’s new fishing restriction over the disputed South China Sea, the Philippines on Monday said it will not prevent Filipino fishermen from fishing in areas within the country’s territorial jurisdiction situated in the resource-rich waters.

China, in a latest bid to fortify its claim over the waters, recently imposed a new regulation that requires foreign fishing vessels to obtain approval from Chinese regional authorities before fishing or surveying in a large portion of the South China Sea.

But at a press briefing Monday, Foreign Affairs spokesperson Raul Hernandez said it was "business as usual" for Filipino fishermen and that the government will not discourage fishing activiites in the West Philippine Sea.

“We are not preventing them (from fishing),” Hernandez said, but advised local fishermen to always coordinate with authorities before venturing out in the sea.

Fishermen, he said, should contact Bureau of Fisheries and Aquatic Resources officials “so they would know where they are and if they would need help we could always immediately come to their aid.”

The Philippines does not recognize the amended regulation, calling it “a gross violation of international law" and a threat to the peace and stability of the region.

China Begins Naval Drills in South China Sea
BEIJING January 20, 2014 (AP)


Chinese naval vessels including an island landing ship began drills Monday in the South China Sea, where China and several other nations are locked in territorial disputes.

Two destroyers and China's largest amphibious landing craft started the exercises after sailing from the naval base on the southern island province of Hainan, the official Xinhua News Agency said. The ships also boast three helicopters and a company of marines.

Xinhua quoted Commander Jiang Weilie as saying the drills would focus on integrated combat missions involving ships, submarines and aircraft, suggesting other units may also be involved.

China has moved sharply to assert its claim to nearly the entire South China Sea and its island groups, frequently dispatching patrol vessels to challenge foreign ships and demanding that other nations obtain its permission to fish in the area. The Philippines, Taiwan, Vietnam, Malaysia and Brunei also claim the entire sea or parts of it.

Late last year, China dispatched its first aircraft carrier and accompanying ships to the South China Sea for sea trials. One of the ships turned to block a U.S. ship shadowing the flotilla, forcing it to take action to avoid a collision.

Gov’t troops ready to escort Pinoy fishermen at sea

The government is ready to provide security escorts to Filipino fishermen who will operate in the West Philippine Sea as the government continues to ignore China new fishing policy in the disputed area.

Defense Secretary Voltaire Gazmin stressed that the Philippines would not comply with the rules set by China, which has been shoring up its presence in the region.

We have the capability to secure them (fishermen). As said before, we would not follow their rules in our own territory, Gazmin told reporters yesterday on the sidelines of the anniversary of the Special Operations Command.

Navy launches strategy in the south amid China's aggressiveness

ZAMBOANGA CITY, Philippines - The Philippine Navy has launched its "active archipelagic strategy" to defend and secure the country's territory in the face of China's aggressiveness over the disputed West Philippine Sea, said Naval Chief Vice Admiral Jose Luis Alano.

However, Alano refused to elaborate about the naval effort in asserting its mission following Beijing's fishing rule in the disputed waters it claimed to be as part of its territory.

According to Alano, their security effort has been there and was not in response to the posturing of the Chinese over the resource-rich disputed territory.

“This (active archipelagic strategy security plan) is something that has already been there. As we do that, we are creating more prosperity. And with prosperity more things needs to be secure for our people,” Alano said when asked by newsmen if the naval operational plan was in response to the Chinese domination and control of the disputed territory.

Alano said the Navy is developing its capability.

Defense Secretary Voltaire Gazmin earlier said the military is willing to escort and secure Filipino fishermen following China's fishing rules.

China to start regular patrols from island in South China Sea

(Reuters) - China will base a 5,000-tonne civilian patrol ship on one of the main islands it controls in the disputed South China Sea and begin regular patrols, an official newspaper said on Tuesday, a move likely to add fuel to territorial disputes with neighbors.

The China Ocean News, published by the State Oceanic Administration, said the ship would be based on Woody Island, which China calls Sansha city, on the Paracel Islands.

Separately, the Beijing Times newspaper said that China would build the world's largest maritime surveillance vessel, a 10,000-tonne ship that it said would be larger than an equivalent Japanese ship, currently the world's largest surveillance vessel.

The report did not say when the ship would enter service.

China formally approved the establishment of a military garrison in Sansha two years ago. Sansha administers the mostly uninhabited islands in the South China Sea which China claims.

Considering the present Vietnamese and Malaysian naval force strength along with planned near future ship and submarine acquisitions, China’s recent regional voyage has in practice exploited a window of vulnerability in Vietnam’s and Malaysia’s maritime national security. Whether or not Beijing is wilfully making the proverbial hay while sun shines is irrelevant. China has anywhere between two and four years before Vietnamese and Malaysian naval capabilities are ramped up and present a workable challenge to Chinese nautical expansionism. During this interim period, it is possible that the PLAN could erect more structures on unoccupied islands in the Spratly’s group, increase their troop presence in the disputed zone and plant more sovereignty markers near submerged Spratly features like reefs and shoals. Accordingly, de facto Chinese hegemony in the Spratly’s would erode Hanoi’s and Kuala Lumpur’s maritime security as Beijing would treat the 200 nautical mile “EEZ” around its claimed islands as its territorial waters, thereby depriving Vietnam and Malaysia of much of their rightful EEZs.

Beijing’s provocative behaviour seems to be part of its larger strategy in the South China Sea, where it does not use any kind of force which would have serious consequences but enough to bully the smaller disputing nations into submission. The strategy of ‘salami slicing’ as used by Robert Haddick, means “the slow accumulation of small actions, none of which is a casus belli, but which add up over time to a major strategic change” – which Beijing seems to be doing.

China is slowly taking control of the smaller reefs and islands within the South China Sea, increasing its presence and consolidating its claims. Beijing has refused to adhere to the UNCLOS and brushed away Manila’s attempt to solve the matter at an international tribunal. Even though Washington is increasingly voicing its concerns in the region it really cannot do much about Beijing’s refusal to abide by international law given that the US itself is not a signatory to UNCLOS and is often seen breaking international rules and norms when it comes to its national interest.
