Only force would make China leave. For the meantime, the ph is implementing strategic ambiguity of its own....or maybe strategic patience.
By the looks of it, the administration is seemingly playing some sort of "statescraft" in which their close relations with China actually keeps them at bay especially in terms of building facilities on the Chinese de-facto controlled Panatag Shoal.

If I were these people whom I think is buying time against the Chinese, perhaps they shall grab such opportunity to buy more assets in a way that military leverage is made, aside from legalistic ones such as the Arbitral Tribunal Decision favoring the Philippines.
The pres is using 3 different strategies:
1. Don't act but blame. We will not do anything but we will put a blame to a country that will/did not help.
2. Wait and Saw. We wait until something bad happens and it's too late to react.
3. Buy and Sell. Buy China products, then Sell PH for free.

Ja kamerad Pitz! What the Ph needs is a situation that would enable her to buy more time to build up not just military capability but more importantly to reform and strengthen the economy. Preferably a balance wherein a strong military that is not dependent on the US and a progressive economy that is not dependent on China.

The decision favoring the Ph is already part of international law. It only needs an opportune time to implement it.

Cross-posting this bit of news here for people who haven't seen this update from the China military board in the World Military News and Issues section:

China to place coast guard under military control

While the development above was reported to be about posturing against Japan, this means the CMS vessels in the West Philippine Sea might coordinate more with PLA-N vessels in those waters.

This had been part of China's plan 5yrs ago. And PDU30 just ignored it, using a blind-eye, his alibi is that "USCG is under USN leadership so why bother". Unfortunately, PH WPS is just being sold/given by a lawyer who does not understand law.

China air force drills again in South China Sea, Western Pacific
Reuters

Posted at Mar 25 2018 12:08 PM

BEIJING - China's air force has held another round of drills in the disputed South China Sea and the Western Pacific after passing though Japan's southern islands, the air force said on Sunday, calling such exercises the best preparation for war.

China is in the midst of an ambitious military modernization program overseen by President Xi Jinping with a heavy focus on its air force and navy, from building stealth fighters to adding aircraft carriers.

China insists it has no hostile intent, but its sabre-rattling in the busy South China Sea waterway, and around Taiwan, has touched a nerve in the region and in Washington.

By: Mike Yeo   5 hours ago

MELBOURNE, Australia ― China’s air force announced Tuesday that it had conducted a large-scale exercise involving 12 of its long-range bombers.

According to a news release issued by the Ministry of National Defense, 12 Xian H-6K bombers belonging to the Shenwei Unit took part in the exercise, which involved missions into the South China Sea as well as the Tibetan Plateau.

Video and photos of the event showed bombers belonging to the 36th Bomber Division of the People’s Liberation Army Air Force, or PLAAF, were involved in the exercise. They operated from an unknown base in Shaanxi province under the People’s Liberation Army’s Central Theater Command.

In a move surely intended to put Washington on notice China's military has put on a show of force in the South China Sea, new satellite images show, with drills at sea and in the air to reinforce its claims in the contested region.

Analysts said the images, provided by Planet Labs Inc and date-stamped March 26,showed China's only operational aircraft carrier, the Liaoning, accompanied by dozens of other vessels in the South China Sea, just south of the Chinese island province of Hainan.
