The ph military long term plan should also be to establish fighter bases in Palawan. Special forces should also plan how to neutralize the PLA airbases similar to what the Israeli commandos did to the Ugandan air base in Entebbe.

The next thing to do is to wait for the right opportunity to strike.

And start a war that the Philippines cannot win? The US mutual defense treaty doesn't apply if the Philippines is the aggressor.

The Philippines should have used its recent win from UN Tribunal at the Hague over the sea dispute but Duterte hasn't followed that up for fear of upsetting his new "besties" in Beijing.

Nope. The opportune time would be if war breaks out between US and China and when China is already losing. The ph would be helping the US at the same time.

China building test site for unmanned ships in disputed sea
ABS-CBN News

Posted at Feb 14 2018 02:21 AM

China has started building the world's largest test site for unmanned ships -- a technology with both civilian and military applications -- off a port in the disputed South China Sea, state media said Tuesday.

The test area is being constructed off the southern port city of Zhuhai bordering Macau, the state Xinhua news agency said.

China asserts sovereignty over almost all the South China Sea despite competing partial claims from the Philippines, Vietnam, Malaysia and Brunei, and has reclaimed several islands which it controls to bolster its claims.

The commander of the U.S. Pacific Command has warned of China's growing military might, saying Beijing has unilaterally built "seven new military bases" in the South China Sea.

"China is attempting to assert de facto sovereignty over disputed maritime features by further militarizing its man-made bases," Adm. Harry Harris said in a congressional hearing on Wednesday.

This is similar to the listening post the Chinese have on Myanmar's portion of the Andaman Islands to keep track of India's naval movements in the Bay of Bengal:

Kagitingan Reef may be China’s ‘intelligence hub’ in Spratlys — US think tank
By: Frances Mangosing - Reporter / @FMangosingINQ
INQUIRER.net / 10:54 AM February 18, 2018

The Kagitingan Reef (Fiery Cross Reef), the smallest of the “Big 3” artificial islands of China in the Spratlys, is likely the “intelligence/communications hub” of the regional superpower on its man-made islands, a US-based think tank said.

A large communications/sensor array was completed on Kagitingan Reef in 2017, according to the Center for Strategic and International Studies of the Asia Maritime Transparency Initiative (AMTI).

Only force would make China leave. For the meantime, the ph is implementing strategic ambiguity of its own....or maybe strategic patience.

By the looks of it, the administration is seemingly playing some sort of "statescraft" in which their close relations with China actually keeps them at bay especially in terms of building facilities on the Chinese de-facto controlled Panatag Shoal.

If I were these people whom I think is buying time against the Chinese, perhaps they shall grab such opportunity to buy more assets in a way that military leverage is made, aside from legalistic ones such as the Arbitral Tribunal Decision favoring the Philippines.
Never assume unless it is highly stated.
