THIS IS THE PROBLEM WITH PH OFFICIALS: Amti said the Chinese vessels appeared in the area after the Philippine government announced plans to spend at least $32 million to upgrade facilities in Pag-asa

Why do they need to announce everything and just go work on it like what the Chinese have been doing?

Filipino officials: Chinese navy stalked Philippine area
Associated Press / 08:04 PM August 22, 2017

MANILA, Philippines- China recently deployed navy and coast guard ships in a cluster of uninhabited sandbars in the disputed South China Sea amid concerns that the Philippines may build structures on them, two Filipino security officials said Tuesday. The government, however, said the issue was quickly resolved amid the Asian neighbors’ friendlier ties.

Two senior Philippine security officials told The Associated Press that three Chinese navy ships, a coast guard vessel and 10 fishing boats began keeping watch on Sandy Cay on Aug. 12 after a group of Filipino fishermen were spotted on the sandbars. The Filipinos eventually left but the Chinese stayed on.

The two spoke on condition of anonymity, saying only the Department of Foreign Affairs in Manila has been authorized to publicly discuss issues related to the country’s territorial disputes with China. The foreign affairs department, however, has in recent days refused to divulge details of the situation at Sandy Cay, a cluster of three sandbars.

Alejano: Chinese flag planted near Philippines-controlled island
By Patricia Lourdes Viray (philstar.com) | Updated August 22, 2017 - 5:10pm

MANILA, Philippines — A Chinese flag has been planted on a sandbar near Philippines-controlled Kota Island in the West Philippine Sea, according to Magdalo party-list Rep. Gary Alejano.

The Chinese flag mounted on a steel pipe was discovered around the third week of July, according to information that Alejano received.

"A Chinese vessel allegedly erected the said three-meter high Chinese flag on a sand cay which is known to be within a Philippine-controlled area," Alejano said in a media release.

Chinese ships spotted anew near Pag-asa island, lawmaker says
RG Cruz, ABS-CBN News

Posted at Oct 03 2017 09:55 PM

MANILA- Magdalo Rep. Gary Alejano on Tuesday said tension between Philippine and Chinese forces continues in the disputed West Philippine Sea.

Alejano said he received information that Chinese ships were seen again in waters near the Philippines' Pag-asa island and 3 nearby sandbars.

"The concern and tensions in Pag-asa island and its three sandbars are continuing up to now. In fact, there are three vessels of Chinese maritime militia and a ship of the People's Liberation Army Navy spotted 1-5 nautical miles from the sandbars. This is understandable because the Subi Reef is also near the sandbars," Alejano told reporters.

I wonder if those Chinese-flags were removed away from Sandcay? And to Alejano, pls do not defend the Chinese for being there just because it is near Subi reef. In the 1st place, they shouldn't be there. You should criticize them, not justify them.

China is boosting its naval presence in the South China Sea
South China Morning Post

Teddy Ng, South China Morning Post

The Chinese South Sea Fleet has set up a new marine rescue squadron as part of moves by the People’s Liberation Army to step up its battle readiness and deploy more submarines to the region.

The new unit will enhance the navy’s capacity to conduct missions further afield, military observers said.

The unit was set up during the “latest round of military reform,” which was announced by the unit political commissar during a session devoted to studying the political report delivered by President Xi Jinping at the Communist Party congress on Wednesday.

Beijing might use this as a way to power their SCS outposts, helping to strengthen their position in the area.

China close to completing first offshore nuclear reactor
David Stanway, Reuters

SHANGHAI - China's first offshore nuclear reactor is set to be completed soon, engineers involved in the project said, bolstering Beijing's maritime ambitions and stoking concerns about the potential use of atomic power in disputed island territories.

Beijing hopes offshore reactors will not only help win new markets, but also support state ambitions to become a "strong maritime power" by providing reliable electricity to oil and gas rigs as well as remote South China Sea islands.

Zhang Nailiang, engineer with the China Shipbuilding Industry Corporation (CSIC), said the technology was "mature" and the first demonstration project would be deployed soon at drilling platforms in northern China's Bohai Sea.

"We are confident we should be able to get it finished very soon," he told Reuters at an industry meeting this month. He declined to give an exact date, saying only that it would be ready well before 2020.

HONG KONG/BEIJING—China has quietly undertaken more construction and reclamation in the South China Sea, recent satellite images show, and is likely to more powerfully reassert its claims over the waterway soon, regional diplomats and military officers say.

With global attention focused on North Korea and Beijing engrossed in its Party Congress, tensions in the South China Sea have slipped from the headlines in recent months.
