State-owned China COSCO Shipping Corp plans to launch cruise trips in the South China Sea next month, with the first route to travel from Sanya city in the country's southeast to the disputed Paracel Islands, state media reported on Tuesday.

The Paracels, known as the Xisha Islands in Chinese, are also claimed by Vietnam and Taiwan.

"It is practical to stimulate the local economy through development of tourism, logistics and infrastructure facilities," the China Daily newspaper quoted the company's chairman Xu Lirong as saying at a conference over the weekend.

China is, by far, the world’s largest “producer” of fish. The term “producer” reflects the reported number of tonnes of marine fish captured. In the Food and Agriculture Organization of the United Nations’ 2014 “World Review of Fisheries and Aquaculture,” China recorded 13.9 million tonnes of marine fish; its closest competitor was Indonesia at 5.4 million tonnes. It is unclear if illegal hauls are included in these figures. Globally, illegal fishing costs the global industry around $23 billion each year.

In his 2005 book China and International Fisheries Law and Policy, Xue Guifang said three factors contribute to low compliance with international fishing agreements by Chinese fishermen. Many do not comprehend the changes to fishing waters stipulated in these agreements, meaning fishermen are now restricted from areas where they were previously able to fish without hassle. Another factor might be the poor technology many of the fishing boats carry, which do not properly identify their exact coordinates. However, the vast majority of infractions are driven by the economic incentives for illegally entering extraterritorial seas. Lastly, Xue says Chinese fisheries officials fall far short in the experience, capability, and determination needed to police foreign EEZ regimes.

Chinese HQ-9 battery being removed from Woody Island

Imagery taken on 8 July shows most of the dispersed HQ-9 battery components concealed under camouflage netting. Three transporter-erector-launcher (TEL) vehicles and the battery's Type 305A target acquisition radar (TAR) remained uncovered.

Imagery captured a day later shows HQ-9 battery components uncovered and garrisoned together near the radar position. On 10 July, subsequent imagery showed a column of vehicles, including probably HQ-9 TELs, parked on a road adjacent to the island's southern harbour.

At present, Woody Island lacks garrison facilities sufficient to house the HQ-9 battery. Continued construction on the island may result in a garrison and a prepared SAM site appearing in the near future.

MASINLOC, Zambales - Elements of China's Coastguard buzzed off Filipino fishermen after they approached Panatag (Scarborough) Shoal, also known as Bajo de Masinloc, going to the extent of deploying a siren to drive them away.

The incident happened about a week after the United Nations Permanent Court of Arbitration in The Hague ruled in favor of the Philippines, which brought up the case for arbitration regarding China's aggressive moves to claim much of the South China Sea as embodied in a controversial "nine-dash line" that dates from 1940s maps and stretches close to other countries' coasts.

Its extensive decision also said that China's construction on Mischief Reef had "violated the Philippines' sovereign rights with respect to its exclusive economic zone and continental shelf."
