Satellite images show China may be building powerful radar on disputed islands

By Simon Denyer February 22 at 11:59 AM

Satellite images show China may be building a powerful new radar system on a disputed island in the South China Sea, which could have worrisome military uses in monitoring -- and potentially trying to control -- a strategically vital waterway, according to the Center for Strategic and International Studies (CSIS).

Gregory Poling, head of the Asian Maritime Transparency Initiative at CSIS, said the images appear to show a high-frequency radar installation being built on Cuarteron Reef, one of seven islands China has recently expanded through a massive land reclamation program in the Spratly chain.

China Deploys Fighter Jets To Contested Island in South China Sea
Agence France-Presse 7:57 p.m. EST February 23, 2016

WASHINGTON — China has deployed fighter jets to the same contested island in the South China Sea to which it also has sent surface-to-air missiles, US officials said Tuesday.

Citing two unnamed US officials, Fox News said US intelligence services had spotted Chinese Shenyang J-11 and Xian JH-7 warplanes on Woody Island in the disputed Paracel Islands chain over the past few days.

Document: DNI Clapper Assessment of Chinese Militarization, Reclamation in South China Sea

March 8, 2016 1:44 PM

The following is an unclassified Feb. 23, 2016 letter from Director of National Intelligence James Clapper to Sen. John McCain answering questions on Chinese reclamation and militarization of its disputed holdings in the South China Sea.

U.S. Intelligence Assessment Disputes Chinese Claims of Limited Militarization, Ceased Land Reclamation in South China Sea

By: Sam LaGrone
March 8, 2016

A recently revealed U.S. assessment of Chinese military capability on holdings in the South China Sea runs counter to a narrative from Beijing that weapons on the artificial islands are merely for self defense, according to the late February assessment outlined in a letter by Director of National Intelligence James Clapper and obtained by USNI News.

According to the unclassified assessment, "China will have significant capacity to quickly project substantial offensive military power to the region," by next year which conflicts with claims made last year by China's president and foreign minister.

Senior officials in Beijing have asserted over the last several months that China has stopped land reclamation in the Spratly Island chain in the South China Sea and would only equip the islands with only enough military firepower to defend installations on the reclaimed land and nothing more.

The current ambiguity in Beijing's nine-dash line is probably intentional, so they can later adapt its placement to a definite set of coordinates that would be most advantageous for their later designs on the region.

Analysts: China's nine-dash line confuses oil industry
By Patricia Lourdes Viray (philstar.com) | Updated March 18, 2016 - 11:39am
South China Sea areas claimed by the Philippines such as the Scarborough Shoal and Spratly Islands are also being claimed by China through the nine-dash line shown in red marks. Council on Foreign Relations

MANILA, Philippines — Analysts expressed concern over the ambiguity of China's nine-dash line claim in the South China Sea as it confuses the oil industry in the region.

Lucio Pitlo III, lecturer of international relations at the De La Salle University and of Chinese studies in Ateneo de Manila University, said that China's claim in the disputed sea causes confusion for the energy development players in the region.

Pitlo said during a roundtable discussion on oil and gas in Pasig City that the nine-dash line remains without coordinates and remains to be seen as uncontested in the eyes of Beijing.

Chinese vessels ram PH fishers’ boat at Panatag

By: Allan Macatuno

02:17 AM March 20th, 2016

SUBIC, Zambales—Chinese Coast Guard rubber boats rammed and damaged a boat carrying 11 Filipino fishermen at Panatag Shoal (international name: Scarborough Shoal) in early March, in a move likely to heighten tensions between the Philippines and China in the hotly disputed South China Sea.

The fishermen, who arrived here early Saturday after a 16-day fishing trip to Panatag Shoal, said they were driven away by the Chinese Coast Guard twice, on March 5 and 6.

China seized the shoal from the Philippines after a two-month standoff between Chinese and Philippine vessels in 2012.

China flexes muscle in disputed waters
By Pia Lee Brago, Cesar Ramirez (The Philippine Star) | Updated March 22, 2016 - 12:00am

Indonesia also mulling arbitration

MANILA, Philippines - Beijing is flexing its military muscle in the South China Sea, driving away Filipino fishermen from Panatag Shoal and preventing the Indonesian coast guard from detaining a Chinese vessel caught poaching in Indonesia’s waters.

The development prompted Jakarta to summon the Chinese ambassador and sparked new concerns over China’s growing assertiveness in staking its claims in disputed waters.

Indonesian fisheries minister Susi Pudjiastuti said his country has for years been pursuing and promoting peace in the South China Sea.

China’s airfields on Spratlys meant for fighter jets – US
By Jaime Laude (The Philippine Star) | Updated March 30, 2016 - 12:00am

MANILA, Philippines – A senior US State Department official yesterday disputed China’s claims that the airstrips built on its artificial islands in the South China Sea were meant for flights for humanitarian assistance and disaster relief.

Colin Willet, US deputy assistant secretary, Bureau of East Asian and Pacific Affairs, said what China has been doing in the region was to outstrip all other claimants.

“The runways they’ve built are designed to accommodate strategic bombers, not cargo planes for humanitarian assistance and disaster relief,” Willet told a group of journalists in a teleconference from the US embassy in Manila.

China Defends Deployment of Anti-Ship Missiles to South China Sea Island
By: Sam LaGrone
March 30, 2016 6:37 PM • Updated: March 31, 2016 7:08 AM

Beijing is defending the deployment of anti-ship cruise missiles to Woody Island in the South China Sea, according to a Wednesday statement from the Chinese foreign ministry.

“China’s deployment of national defense facilities on its own territory is reasonable and justified,” ministry spokesman Hong Lei said on Wednesday.
“It has nothing to do with the so-called militarization.”

“While the HQ-9 deployment was a big deal because it was the first observation of a major weapon system on Woody Island, the YJ-62 is really the second act that provides an anti-surface capability to complement the HQ-9’s anti-air,” Chris Carlson, a retired U.S. Navy captain and naval analyst told USNI News on Thursday.
“In my view, China is making it clear that any attempted intrusion, be it by air or on the ocean surface, will be met by their defenses.”
