the only scenario that makes sense on why the govt is not in a big rush with purchasing lethal weaponry is that once ITLOS release the ruling, and the philippine govt physically enforces the ruling by ramming or even raids on the artificial islands. Obviously, the bully will react so , perhaps, this scenario has already been rehearsed and what happens next is we invoke the mutual defense treaty then uncle sam will intervene to meet the bully.
Remember, when that AFP officer said that we are on out own ? he said , we are on our own until the ITLOS release the ruling then that is the time uncle sam knows in which parts of the west philippine sea it can legally intervene when the mutual defense treaty is invoked. So between now and the ITLOS ruling, we have to grit our teeth and put up with these incursions.

if these scenario is not in the works at all, then the leisurely pace of the modernization is definitely criminal to our constitution and people.

Yes, massive China construction in the South China Sea is cause for concern.

In an April 11 article in The Diplomat, University of Macau Assistant Professor Dingding Chen asserts five main reasons why the rest of the world should “relax” about China reclaiming land in the South China Sea. Each of his arguments, which I summarize and critique below, is questionable, and he fails to prove his case that observers are wrong to worry.

1. The other claimants have also carried out land reclamation. True, but as Prof. Chen acknowledges, China’s activities are “different in terms of speed and scope.” China is undertaking massive and extremely rapid land reclamation, while the construction work by the other claimants has been modest and gradual, mere tinkering by comparison. This is not surprising, since China is a large country with massive resources. But it reinforces the general observation that while all the claimants have to some degree attempted to unilaterally strengthen their claims, China has done so more forcefully than all of the other claimants combined.

Peter Paul Galvez, Department of National Defense (DND) spokesman, said China has resorted to concocting lies to defend its illegal and destructive reclamation activities in the region.

Chinese building and land-filling efforts have accelerated this year, with the total acreage added to the outposts in the South China Sea growing from 500 in December to about 2,000 today, a U.S. defense official said, speaking on condition of anonymity.

MANILA - The lack of political will and long-term security neglect have allowed China’s continuing presence and massive expansion activities in the West Philippine Sea, a senior security official said yesterday.

Had the previous administrations after that of the late President Ferdinand Marcos only allowed the military to fortify its presence in the Kalayaan Island Group (KIG) aside from other priorities, the current security landscape in the entire area could have been different, the security official, who requested anonymity, said.

Over at Breaking Defense, Sydney J. Freedberg Jr. interviewed Paul Scharre, an expert on emerging weapon technologies, and Kelley Sayler, a research associate at the Center for a New American Security (CNAS) to shed some more light on the Pentagon’s assessment of China’s burgeoning fleet of UAVs.

Relentless Chinese pressure on the ASEAN claimants would draw in not only the US, but also Japan, which has its own concerns about Chinese intentions in the East China Sea, and specifically around the Senkaku/Diaoyu Islands. (Japan has also been seeking to strengthen the maritime capabilities of both Vietnam and the Philippines.) As external powers increasingly become involved, there’s the potential for ASEAN—which has been divided on the South China Sea dispute as non-claimant like Cambodia and Thailand prioritise relations with China—to fragment. ASEAN would continue with business as usual, but its lack of power would become more apparent.

A second result could be the polarisation of the region between China and its few allies, and the US–Japan relationship, to which disaffected states, fearful of Chinese rise and ambitions, would gravitate.

This situation could be averted if external powers voiced their concern about the South China Sea, and pressed China to cease its provocative actions and negotiate a code of conduct with ASEAN. In the past, China has responded to external pressure; a fear of external involvement has moderated its behaviour. China withdrew the oil rig from Vietnam’s EEZ in July 2014 after Vietnam launched an international shaming campaign to expose China’s actions. Indeed, Australia should contribute its voice to this cause in recognition of the fact that a united ASEAN is in its interests.

^Some are already happening as a result..

If they (China) persists, continues on their illegal activities in WPS, most likely, this will become like what is happening to Russia right now, (isolated).

The big difference comes where China unlike Russia, would be facing a maybe a weaker opponent like the Philippines, BUT backed with MDT superpower big brother the US and tagging along allies Japan, SK in an instance.

An ala Eastern Ukraine scenario Russian invasion, by China in WPS, most especially if a single Filipino AFP Men's blood or more are spilled, would end up an all out war on China, by the Philippines regardless of it's weak Military in any which way. IMO
