Until early 2014 the only manmade feature at the reef was a small concrete platform that housed a communications facility, garrison building, and pier. This platform has now been surrounded by an island that is approximately 400 m across at its widest points and has an area of about 100,000 m 2 .

Workers have built a reinforced seawall around the whole island. There are also two roll-on/roll-off (ro-ro) docks and a pier on the northwest side. Foundations for what could be a large building can be seen on the southwestern side, while other elements include desalination pumps, a concrete plant, and a fuel dump.

Johnson South Reef is not the only Chinese construction site in the Spratly Islands. Images dated 13 September and released by Chinese state media show similar construction on Huayang Reef, known internationally as Cuateron Reef. The images of Cuateron Reef, which is part of the London Reefs group and on the southwest side of the Spratlys, show desalination plants, cranes, and drills, along with piles of construction materials.

On the afternoon of September 17, 2014 the 1750-ton maritime law enforcement cutter CMS 7008 officially entered service with the Zhejiang province China Marine Surveillance (CMS) contingent.

Aside from listing the ship's length, beam, displacement, range, speed, cost and other basic facts, the article cites the comments of two CMS officers regarding the advanced features of the new ship. CMS 7008 is equipped with a pair of special water cannons - purchased abroad for the extravagant sum of 1.3 million RMB ($210,000) - capable of sending a jet of saltwater out to 200 meters and a noisemaking device that induces nausea in those within 100 meters of its sound path, giving it a "certain deterrent effect." To anybody reading the article, it is clear that this ship was designed to put to sea to confront foreigners.

CMS 7008 is just the latest vessel to join what may usefully be called China's rights protection fleet. This fleet includes all of the large displacement ships, owned and operated by China's local and national maritime law enforcement agencies and deployed to uphold China's maritime claims. Rights protection cutters often operate under the protective umbrella of the PLA Navy.

In fall 2010 China announced plans to build 36 new large-displacement CMS cutters, to be owned and operated by China's coastal provinces and provincial-level cities. The first of these ships, the 1,600 ton CMS 8002, reached the fleet in February 2013. By the end of 2014, most will have been delivered to their owners.

In late 2012, desperately needing ships to reinforce new footholds in the East and South China Seas, Chinese policymakers decided to transfer 11 large-displacement PLA Navy ships to CMS units.

Also in 2012, CMS signed the first of a series of contracts to build very large displacement ships (3,000-5,000 tons), ships capable of remaining at sea for long periods of time, ships comfortable in all kinds of weather, ships especially suited for intimidating foreign mariners. The first of these began reaching the fleet in early 2014. By the end of this year, six of these giants will have entered service, with many others waiting to be launched.

The addition of oceangoing ships, some new, some PLA Navy transfers, to the local and national units of China's Fisheries Law Enforcement Commission (FLEC) also helped fill out the fleet, including, most recently, FLEC 45005 and FLEC 45013, 1,764-ton sister ships owned and operated by Guangxi Province.

The reason why these facts are important is because there is a direct relationship between rights protection ship numbers and China’s capacity to pursue expansionary policies in maritime East Asia. And the latter is very much on people's minds.

But perhaps the most vivid example of the relationship between new ships and unfolding events at sea took place early this year. CCG 3401 joined the China Coast Guard's South China Sea Contingent on January 10, 2014. At 4,000 tons, it was the first of the new very big ships delivered after the creation of the China Coast Guard in July 2013. Within weeks of entering service, CCG 3401 appeared off the Second Thomas Shoal, on a mission to obstruct Philippine access to its small garrison stationed on the rotting hulk of the BRP Sierra Madre.

Its vigorous pursuit of a Philippine replenishment ship, the minatory grandeur of its hull in profile, made it the villain in the now iconic image of Chinese gunboat diplomacy in the South China Sea.

IHS Jane's has obtained satellite imagery that further illustrates the extent of China's building of new islands in the Spratly Islands.The latest image shows a new island on Gaven Reefs, known in the Philippines as the Burgos Reef, in Vietnam as Dá Ga Ven and Dá Lc and in China as Nanxun Jiao and Xinan Jiao.China previously built a concrete platform that sat above the reef on its western side. This structure was fortified and housed anti-air and naval gun systems, along with communications equipment.However, Airbus Defence and Space satellite imagery dated 31 March and 7 August 2014 shows that between these two dates a channel was cut out of the centre of Gaven Reefs and the resultant rubble deposited to create a rectangular island that is about 300 m by 250 m. Along with a spit that leads to the channel, about 114,000 m 2 of new land has been created.As with Johnson South and Cuateron reefs - other sites of recent Chinese reclamation in the Spratlys - workers have enclosed the island with a concrete sea wall.

DFA chief to Asean: Take a stand on China's massive reclamation work in West PH Sea

MANILA, Philippines -- Philippine Department of Foreign Affairs Secretary Albert del Rosario urged the Association of South East Asian Nations (ASEAN) to take a stand on China’s massive reclamation works on disputed areas in the South China Sea, warning that such activities could eventually threaten all 10 members of the regional bloc.

It was the first major call of the Philippines on the ASEAN, which is currently chaired by Malaysia, to take a definitive and stronger stand on the issue since the scale of China’s ongoing construction was revealed last year. Four ASEAN members - Brunei, Malaysia, the Philippines and Vietnam –have been locked in long-simmering territorial rifts in the West Philippine Sea, also known as South China Sea. China and Taiwan are also involved in the disputes, which have long been feared as Asia’s next potential flashpoint for a major armed conflict.

Foreign Affairs Department spokesman Charles Jose said Tuesday a diplomatic protest was handed to a Chinese Embassy representative on Feb. 4 urging Beijing to stop the land reclamation at Panganiban Reef, also called Mischief Reef.

China occupied the reef in 1995, and later expanded stilt structures into a concrete building several stories high. The Philippines protested both moves at the time.

Japanese defence minister says South China Sea ops a possibility

Japanese defence minister Gen Nakatani said on 3 February that Tokyo could conduct patrols in the South China Sea.

Nakatani's comments follow those on 29 January by Vice-Admiral Robert Thomas, commander of the US Navy 7th Fleet, which is based at Yokosuka, Japan.

SM MOA-sized structure rising in West PH Sea - DND | ANC - Yahoo! News

The Department of National Defense (DND) confirmed that the structures are identical to what they have on record.

DND spokesperson Peter Paul Galvez describes the multi-story structure as the "Mall of KIG," comparing it in size to the large SM Mall of Asia (MOA) in Manila.

The DND also confirmed that similar structures and construction activities can now be found in Chigua Reef, Cuarteron Reef, Fiery Cross Reef, Mabini Reef, and Subi Reef.

Galvez says this puts the Philippines in a complicated situation because China continues to fortify its islands while the Philippines remains hopeful that the arbitration case will compel China to stand down.

Galvez worries that the garrisons, airstrips, and military structures now found in the South China Sea could, in the near future, give China control of both the air and sea in the Spratly Islands, making it possible for them to monitor and drive away any vessel they do not see fit to pass.
