Vietnamese Fisherman Vows to Return to South China Sea

The captain of a Vietnamese fishing boat that sank Monday after allegedly being rammed by Chinese vessels vowed to resume fishing in the South China Sea.

Dang Van Nhan wants "to set examples for future generations" of fishermen, he told VOA's Vietnamese Service shortly after being brought to shore.

"China is very aggressive," the captain said, adding that three boats "attacked us with the support of others. They are steel vessels. Our wooden boat is small. How could we ram into them? It is our territory, but Chinese boats came attacking us, trying to kill us."

Nhan said he was not afraid of China and planned to return to sea as soon as possible.

HANOI - Vietnamese television released footage they say shows a Chinese coast guard ship ramming a Vietnamese coast guard vessel on Sunday (June 1), highlighting the continuing tensions over a disputed area of the South China Sea claimed by the two countries.

The footage shows a Chinese coast guard vessel pursuing the Vietnamese ship, firing a water canon at the vessel before plowing into it, leaving a gouge in the side of the boat.

No Vietnamese sailors were reported injured and the ship did not sink.

Here is the video from Vietnamese sources. The Chinese boat virtually ran over it. Didn't have a chance at all.

The games were hosted by Vietnam on one of the islands it controls in the Spratlys archipelago, a powder keg area of competing regional claims, Philippine Navy spokesman Lieutenant Commander Gregory Fabic said.

"It is an activity we would like to (set as an) example to other (claimants)," in the area, Fabic said.

"These kind of activities will ease up tensions," he said.

Rock, Paper, Scissors in the South China Sea

In responding to Beijing's latest challenge over the South China Seas, Hanoi has few options available. Hanoi's official protests to Beijing have so far had little effect, and recent meetings with member nations of the Association of Southeast Asian Nations (ASEAN) in Myanmar resulted in little progress.

Most likely, Vietnam will have to pursue international arbitration - much like the Philippines has taken its territorial dispute with China to the Permanent Court of Arbitration in The Hague. Indeed, Hanoi is now preparing extensive documentation to prove its claim (or covering the rock with legal paper, if you will).

Yet for each of these possible actions, there will likely be a strong reaction from Beijing, perhaps another aggressive action. Hanoi finds itself not only fighting to secure its rights on the water but also fighting in the court of international opinion. And in this fight, Hanoi would do well to borrow a technique from the Philippine government, and document China's aggression using international media. In late March, when the Philippine government knew the Chinese would attempt to thwart their efforts to resupply its military outpost on the disputed Second Thomas Shoal, Philippine government officials invited members of the international media aboard their resupply ships. Attempts by Chinese vessels to prevent the resupply were clearly documented, and the Philippines were able to successfully portray China as the aggressor and cultivate international opinion in its favor.

Given Beijing's latest action using an aggressive "scissors" strategy, now is the time for Vietnam to use "paper", involving the international media to document what is going on its disputed waters, win in the court of international opinion, and avoid using escalating the conflict into one where "rock smashes scissors".

BEIJING - China denounced Vietnam and the Philippines on Monday for getting together on a disputed island in the South China Sea to play soccer and volleyball, calling it "a clumsy farce" and demanded both countries stop causing trouble.

The comments by a foreign ministry spokeswoman were China's first response to the gathering on the Vietnamese-held island of Southwest Cay on Sunday.

Philippine naval officials described the meeting of soldiers from the two sides as a chance to show there can be harmony despite a web of overlapping claims to the potentially energy-rich waters.

"Don't you think this small move together by Vietnam and the Philippines is at most a clumsy farce?" China's Foreign Ministry spokesperson Hua Chunying said at a daily briefing.

Why China Is Angry About a Game of Beach Volleyball
Vietnam and the Philippines put their differences aside to present a united front against China.

China has been angry before, but never about volleyball.

Vietnamese and Philippine troops gathered on a disputed island in the South China Sea on Sunday to drink beer and play beach volleyball in a show of unity that has enraged Beijing. The gathering took place on Southwest Cay in the Spratly Islands, disputed between Vietnam, the Philippines and China. This show of unity between Vietnam and the Philippines in the face of growing Chinese aggression produced a quick reaction from Beijing.


"Don't you think this small move together by Vietnam and the Philippines is at most a clumsy farce? China has irrefutable sovereignty over the Spratly Islands and the seas nearby. We demand that Vietnam and the Philippines stop any behavior that picks quarrels and causes trouble and not do anything to complicate or magnify the dispute."

- Hua Chunying, Chinese Foreign Ministry spokeswoman

Despite their own competing claims on Southwest Cay and other islands, Vietnam and the Philippines put aside their differences in the face of what the two Southeast Asian nations increasingly see as a far greater threat from China. This fits a general pattern of Asia-Pacific nations pulling closer together and into closer cooperation with the United States for fear of Chinese aggression.

To China, however, it is its Asia-Pacific neighbors and the United States that are guilty of "picking quarrels and causing trouble." Poor China is only an innocent victim of others' troublemaking.

Now China is angry about a game of beach volleyball. This will not make it any easier for the rest of us to take China seriously as a world power.
