PH Coast Guard to ‘test the waters’ in Panatag Shoal | Inquirer.net - November 03, 2016
Quote:

In an interview in Malacañang, Transportation Secretary Arthur Tugade said PCG will return to the disputed sea despite the continued presence of the Chinese Coast Guard.

< snipped >

Asked whether the PCG expects a clash with their Chinese counterparts, Tugade said: “That is farthest from our mind right now.”

He said the return of the PCG to the disputed sea was part of “roving, inspection and testing the waters.”

Fishermen return to Scarborough in test of Duterte's diplomacy
By: Karen Lema, Reuters
November 3, 2016 1:14 PM

SUBIC, Philippines -- On his first voyage as captain, Joel Banila was more worried about being battered by Chinese coastguard ships than he was about the impending storm on the horizon in the South China Sea.

His was one of the first boats to gamble on the big catches on offer in and around the disputed Scarborough Shoal since President Rodrigo Duterte made surprise overtures towards China, which sees the area as its sovereign territory.

For four years, Chinese ships have blockaded the tranquil lagoon rich in fish stocks and forced fishermen from the Philippines to travel further for smaller catches, reflecting tensions in the South China Sea where several countries have overlapping claims.

South Korea - No talk, but shows action.
Indonesia - Talks and backs it up with action.
Philippines under The Dunce - Talks against allies, much like a barking dog but eagerly bends over for the intruder.

Philippine vessels access fishing grounds around Scarborough Shoal - Lawfare

"There are no longer Chinese ships, Coastguard or navy, in the Scarborough area"
- Delfin Lorenzana, Phil. Defense Secretary -

Satellite imagery from the Asia Maritime Transparency Initiative, for example, shows numerous Chinese Coast Guard vessels around the shoal, at least one of which is blocking entry to the lagoon inside Scarborough Shoal. Filipino fishermen have also reported that though "there's no more harassment, they can't go inside the shoal."

"President Duterte's new engagement with China led to the resumption of our fishermen's livelihood."
- Harry Roque, Representative -

"Manila and Beijing have a 'friendly' understanding and that the situation was a 'win-win' for both countries."
- Hermogenes Esperson, Phil. National Security Adviser -

"Increased fisheries access is due to 'mutual trust' between the two countries."
- Perfecto Yasay, Philippine Foreign Minister -

"There is an all around improvement of China-Philippines relations, but the Chinese side has always been exercising
normal jurisdiction over Scarborough Shoal. The situation there is and will remain unchanged."

- Hua Chunying, Chinese Foreign Ministry Spokesperson -

"The Philippines has effectively accepted that China has legitimate rights over Scarborough Shoal."
- Jay Batongbacal, UP Associate Professor of Law -

"The Philippines has 'blown' its win at the arbitral tribunal."
- Xuan Loc Doan, Asia Times -

Tiwala or "trust" is to be earned.

Its a different bred of people who would trust someone who say you are cray for believing him ("Mga buang, naniwala din.") :lollol:

Its a different bred of people who would believe that the US-PH is a failed relation than China-PH is. Because in reality what that man said was a lie.

Its a different bred of people who would be swayed with every words, and when (its when not if) the guy retracts the blind followers are forced to imagine a psychedelic reality where logic just bends to accommodate that twisted mind.

Etc. etc.

If "tiwala" is your cause, then effect should be what the man calls those people that believes in him, "mga buang". :drunk:

Scarborough lagoon to become a no-fish zone | ABS-CBN news - Nov 21 2016
Quote:

LIMA, Peru (1st UPDATE) – President Rodrigo Duterte will declare the lagoon portion of Scarborough Shoal as a “marine sanctuary and no-fish zone,” according to Cabinet secretaries accompanying the him to the Asia Pacific Economic Cooperation (APEC) Leaders' Meeting here.

Duterte relayed this “unilateral decision” to Chinese President Xi Jinping, during their bilateral talks Saturday at the sidelines of the economic gathering. Xi’s reaction was not immediately known.

National Security Adviser Hermogenes Esperon Jr. said this means fishermen – both Filipino and Chinese – will not be allowed to fish in the lagoon part, which is now being guarded by Chinese Coast Guard ships.
