THE Armed Forces on Friday reactivated Naval Forces Northern Luzon (NavForNL) that will focus on the Scarborough Shoal that has been effectively occupied by China.Naval Forces Northern Luzon was returned to its former status as another naval unit more than two years after it was merged with the Naval Forces West (NavForWest) based in Palawan.NavForNL will be under the Armed Forces Northern Luzon Command that is based in President Aquino’s home province of Tarlac.“With the demands of our present maritime situation and the need to have focus on naval operations in these areas of responsibility, the Navy leadership deemed to reconstitute these two organizations [NavForNL and NavForWest],” Navy Acting Spokesman LCdr. Marineth Domingo said.Vice Adm. Caesar Taccad, Navy flag officer in command, presided over on Friday the reactivation of the two naval forces as separate units, installing Commo. Danilo Rodelas as commander of the NavForWest and Capt. Albert Mogol as acting commander of NavForNL.

Domingo said the two units were reconstituted to their former status so that they could take on their original maritime security concerns, other than having “distinct naval components.“Kasi dati when it was merged into one, parang naguguluhan iyong Northern Luzon. Ngayon naging distinct na siya, may kanya-kanya na sila ngayong operational command,” she said.Last month Lt. Gen. Romeo Tanalgo, a Marine, assumed as command of the Nolcom, swapping his position as Armed Forces vice chief of staff with then Nolcom chief Lt. Gen. Glorioso Miranda upon the orders of Aquino.Miranda and Tanalgo are both members of Philippine Military Academy Class of 1983.The Armed Forces Public Affairs Office chief, Col. Noel Detoyato, said the appointment of Tanalgo as Nolcom chief was made out of maritime consideration, apparently referring to problem involving Scarborough Shoal.

Website Reveals Future Warship Deployment by China to Philippines Annexed Scarborough Shoal

China’s plan for a new military buildup on a disputed island near the Philippines shows the future deployment of Chinese warships close to where U.S. naval forces will be stationed in the future.Details of the militarization plan for Scarborough Shoal in the Spratly Islands were obtained by U.S. intelligence agencies over the last several months, according to defense officials.The plans were confirmed last month when a website for Chinese military enthusiasts posted a detailed dredging plan for Scarborough Shoal, including a runway, power systems, residences, and harbor capable of supporting Chinese navy warships.The shoal is located about 150 miles from the Philippines’ coast. It is claimed by Manila but has been under Beijing’s control since 2012.

Defense officials said the disclosure of the development plan that appeared on a Chinese military enthusiast website in March are bolstering worries.China is calling the construction project for Scarborough Shoal its plan for Huangyan—“Yellow Rock”—Island, where a settlement will be set up.The shoal is located about 168 miles from Subic Bay in the Philippines, where U.S. warships will be regularly deployed in the future as part of the enhanced defense agreement recently concluded between Washington and Manila.The website included satellite photographs purportedly based on a construction bid proposed by the “Huangyan Island Township,” a municipality created under what China claims is its regional authority on Sansha Island, located near China’s Hainan Island.A graphic with one photo outlined the development plan, with three Chinese guided-missile frigates at a wharf at the southern opening of the shoal.

Model Maritime Militia: Tanmen’s Leading Role in the April 2012 Scarborough Shoal Incident

Tanmen Fishing Harbor is a small fishing port on the eastern shore of Hainan Island. It is home to one of China’s best-known maritime militia units, the Tanmen Maritime Militia Company (潭门海上民兵连). This irregular force receives disproportionate media coverage stemming largely from its involvement in numerous incidents with foreign actors at sea, most notably the April 2012 Scarborough Shoal Incident between the People’s Republic of China (PRC) and the Philippines. ...

The Scarborough Shoal event was the Tanmen militia’s most notable recent encounter and was likely the impetus behind President Xi Jinping’s widely reported visit to the unit. As outlined in the timeline above, twelve Tanmen fishing boats were operating at Scarborough Shoal, six inside the lagoon. The six were boarded by sailors from Philippine Navy vessel BRP Gregorio Del Pilar, who inspected their catches and took photographs. It also appears that Philippine forces’ protocol upon boarding a Chinese fishing vessel is to shut off the vessel’s communications equipment, including the Beidou satellite navigation terminal, as they did upon boarding Qionghai 09063 on 6 May 2014. Chinese Maritime Law Enforcement (MLE) forces have difficulty interfering in Philippine inspections and arrests of fishermen if they cannot use the Beidou’s transmitter to locate the boarded vessel.

Fortunately for Tanmen’s fishermen caught in the Scarborough Shoal lagoon, before Philippine sailors could stop him, Yu Ning (郁宁), owner of Qionghai 02096, was able to transmit several short messages to the phone of Fu Shibao (符史宝), the attendant at the Tanmen Village Border Defense Control Station’s command office. He did so by using the Beidou message transmission service, which can send messages directly to Fu’s phone. Upon receiving the messages “Philippine naval vessel No. 15 inbound,” Fu and his superior verified the reported vessel as the BRP Gregorio Del Pilar. Yu’s final message, “They are boarding,” prompted Fu to rapidly elevate the report to MLE authorities.

5 Chinese coast guard ships spotted in Scarborough shoal



INFANTA, Pangasinan—The Chinese Coast Guard has increased its presence in the West Philippine Sea by deploying five ships to patrol the Scarborough Shoal, making local fishermen more fearful about venturing back to the disputed isle.

Carlos Montehermozo, a crew member of FB Joenel 3 based here, said he was surprised when they traveled to the shoal last month because the Chinese only had two coast guard vessels during previous encounters.

But the Department of National Defense (DND) on Friday said it had yet to receive reports on the presence of five Chinese Coast Guard vessels at Scarborough Shoal.

In his lecture on the China’s plan in the region, Supreme Court Senior Associate Justice Antonio Carpio warned that Beijing is planning to put up a military base on its illegally occupied Panatag Shoal.

This move is part of Beijing’s grand design to enable its attack submarines to sail towards the Pacific with ease and be within the striking distance of the US mainland and US military bases in Guam and Hawaii, Carpio said.

At that instance, we knew they called for backup,” Saligan told the Inquirer on Saturday. Saligan, who was tasked with managing the engine of FB Leslie May, said the rubber boat returned, escorted by a Chinese Coast Guard ship. One of the ship’s crew members ordered the Filipinos to leave the shoal, he said.The shoal is located 230 kilometers from Masinloc town, Zambales province, well within the Philippines’ 370-km exclusive economic zone.It is also known to residents of this coastal town as Panatag Shoal or Bajo de Masinloc.“Philippines go away! Go home!” Saligan said, quoting one of the Chinese coast guards.Instead of leaving, Saligan said they turned to the other Filipino fishermen who were in the area.

BEIJING: Beijing will start construction on a South China Sea islet within the Philippines’ claimed exclusive economic zone this year, as it seeks to project its power in the disputed waters, Hong Kong media reported Monday.China will establish an outpost on Scarborough Shoal, 230 kilometres (143 miles) off the Philippine coast, the South China Morning Post newspaper cited an unnamed source close to the People’s Liberation Army as saying.Beijing claims nearly all of the strategically vital sea, despite completing claims from several Southeast Asian neighbours, and in recent months has built contested reefs into artificial islands, some topped with airstrips.Manila claims Scarborough Shoal, but says China took effective control of it in 2012, stationing patrol vessels in the area and shooing away Filipino fishermen, after a two-month stand-off with the Philippine Navy.The SCMP cited the source as saying the outpost would allow Beijing to “further perfect” its air coverage across the South China Sea, suggesting it plans to build an airstrip.The report comes ahead of an international tribunal ruling, expected within months, on a case brought by the Philippines over the South China Sea.

thank you MSantor for reporting both the bad and the good of Duterte. Even though I support him, it is an excellent idea to show the bad and the good of him just as we have done for the past presidents specially when it concerns national security. duterte might just surprise us just as Aquino surprised me and turned out much better than I thought(I supported Gibo in the 2010 elections).
