China likely to reclaim Panatag Shoal, says Carpio
By Alexis Romero - Philstar

MANILA, Philippines - China may also reclaim the Panatag (Scarborough) Shoal off Zambales to control the resources in the South China Sea and to shore up its military presence in disputed areas, a Supreme Court justice said.

"I think China will soon reclaim Scarborough Shoal also to put up an air and naval base to protect their outlet in the Bashi Channel. They will put one in Scarborough Shoal. That's my assessment so they will have three airbases, triangle of airbases. They will enforce an air defense identification zone in the South China Sea. As you can see, China's grand design is to control the South China Sea for economic and military purposes."

- Associate Justice Antonio Carpio, in a lecture he delivered in Camp Aguinaldo on Wednesday

China is also embarking on ambitious construction projects in Panganiban (Mischief), Kennan (Chigua), Mabini (Johnson South), Burgos (Gaven) and Calderon (Cuarteron) Reefs. Carpio said reclaiming and establishing a military base on Panatag Shoal would allow China to control the Bashi Channel.

'PH lost Panatag Shoal to Chinese not once but twice'

By Jaime Laude, The Philippine Star
Posted at 08/08/2015 8:42 AM | Updated as of 08/08/2015 10:33 AM
MANILA, Philippines - Long before the Chinese grabbed Panatag Shoal (Scarborough) in 2012, the Philippines had already relaxed its hold on the territory with its removal in the 1990s of a grounded warship – reportedly at Beijing’s bidding.

“We had an old warship already grounded on that shoal in the middle of 1990s as symbol of our territorial integrity and maritime sovereignty over the area,” one security official said.

The ship was positioned in the area almost at the same time the BRP Sierra Madre was deliberately grounded on Ayungin Shoal for the same purpose

Another dredge floater assembly found in Zambales
Allan Macatuno - Inquirer Central Luzon
August 15th, 2015

OLONGAPO CITY - Zambales fishermen found another kilometer-long dredge floater assembly about 16 kilometers away from Iba, Zambales on Friday night.
Efren Medrano, chair of the Lanao-Bangan Fishermen’s Association, said that fishermen from Sto. Rosario village in Iba began towing the floaters to shore on Saturday morning.

It may take them until Sunday to fully draw it to the shore, he said.

The first sets of floaters - spanning 1,000 meters long - were spotted drifting 3 nautical miles from Cabangan, Zambales on July 24. The objects bore Chinese markings.

Inquirer

Inclement weather is slowly taking its toll on Chinese construction efforts. Hate to say it but I wish that news like this would come more often.
Perhaps nature will destroy what man cannot/refuses to destroy.

The recent sightings of multiple dredge floaters in the waters of Zambales, as I see it, the politburo country of the north will establish an Air and Naval Base sooner than expected.

Philippines Fishermen Fought Back to Chinese Coast Guards in Scarborough Shoal

http://tankler.com/ph-fisherman-fought-back-to-chinese-coast-guards-in-scarborough-shoal-4716

Posted on March 20, 2016

Chinese Coast Guard vessels rammed and damaged a boat carrying 11 Filipino fishermen at Panatag Shoal (Scarborough Shoal) also known as Bajo de Masinloc. Reports Allan Macatuno in Philippine Daily Inquirer.Junmar Pumicpic, 25, captain of the FB Bubhoy, said Filipino fishermen showed no fear to Chinese Coast Guards, taking out knives and harpoons to defend themselves.“We feared for our lives and we thought of our families. But if they intended to kill us, we were determined to fight back,” he said. The shoal is located 230 kilometers from Masinloc, Zambales province, well within the Philippines’ 370-km exclusive economic zone.

“They (Chinese Coast Guard) approached us and told us in English to leave,” Pumicpic said. “This is China Coast Guard. Go back to Subic,” he said, quoting one of the Chinese coast guards as saying to them.“We were all traumatized by what they did to us. Some of us were shaking. We thought they were going to sink our boat,” he said. The boat held, but it was damaged in the ramming, he said.Another member of the fishing trip, Reynante Caitum, 22, said the Chinese coast guards engaged them in a “tug of war,” pulling the rope tied to a small boat that was aboard the fishing vessel.“They wanted to get our service boat, but we resisted. We lifted the anchor to pull away and save our lives,” Caitum said.Pumicpic said the Chinese coast guards came again on March 6 and drove them away shining blinding laser devices and powerful lights on them. The incidents were captured on video, Pumicpic said.“We gave the video to the Philippine Coast Guard detachment in Subic. I hope they will make an official report about it,” he said.

China Says Philippine Fishermen Threw 'Fire Bombs' at Chinese Law Enforcement Vessels in the South China Sea

http://www.businessinsider.com/china-says-philippine-fishermen-threw-fire-bombs-2016-3

Philippine fishermen threw fire bombs at Chinese law enforcement vessels in the South China Sea, China's Foreign Ministry on Tuesday, after Philippine media said fishermen had been struck by bottles hurled from Chinese coast guard ships.China and the Philippines have long exchanged accusations about each other's behavior in the disputed South China Sea.China claims most of the energy-rich waters through which about $5 trillion in ship-borne trade passes every year. Neighbors Brunei, Malaysia, the Philippines, Taiwan and Vietnam also have claims.Philippine media said this week that a group of fishermen had been chased away from Scarborough Shoal by Chinese coast guards who hurled bottles at them. The fishermen then responded with rocks, the reports said.

Asked about the incident, Chinese Foreign Ministry spokeswoman Hua Chunying said Scarborough Shoal - known by Beijing as Huangyan Island - was Chinese territory which Philippine fishermen had been fishing around illegally."Chinese official ships advised the illegally stationed Philippine trawlers to leave, in accordance with the law, but they refused to obey," she told a daily news briefing."Certain people on the ships even waved around machetes and flung fire bombs, carrying out deliberate provocation, attacking the Chinese law enforcers and official boat, confronting China's law enforcement and seriously threatening the safety and order of the waters around Huangyan Island," Hua said.China had strengthened its "management" around the shoal, she added, without elaborating.A spokesman for the Philippines Foreign Ministry said: "We can't comment at this time as we are still awaiting the official report from our concerned agencies on the incident."
