The last time China harassed the Impeccable was 4 years ago and it was 125 miles from the coast of Yellow Sea. They used a couple of trawlers to force the Impeccable to make a complete stop.

The Americans are probing, testing, analyzing.... The Chicoms are probably using another response different from the last time especially the Impeccable Incident. I'm sure the Chinese have read this analysis and wants another one with a different response lest be accused of being a bully again. They probably don't want to give the Americans more reason to bring the 7th fleet closer to WPS.

Pentagon says PLAAF would be strained by conflict in South China Sea

At a hearing of the U.S.- China Economic and Security Review Commission in Washington, Lee Fuell, a director at the US Air Force’s National Air and Space Intelligence Center, said the PLAAF will be strained “to project airpower in a sustained fashion” during a conflict in South China Sea.

['A PROVOCATIVE ACT' | US warns China over reported plans for 'air defense zone' over South China Sea

WASHINGTON - The United States warned China on Friday against any move to declare a new air defense zone over parts of the South China Sea including disputed islands.

The Asahi Shimbun daily of Japan reported that Chinese air force officials have drafted proposals for the next Air Defense Identification Zone (ADIZ) that could place the Paracel Islands at its core.

Any such move would be seen "as a provocative and unilateral act that would raise tensions and call into serious question China's commitment to diplomatically managing territorial disputes," State Department deputy spokeswoman Marie Harf told reporters.

"While we would not characterize the modernization as accelerated," it's "progressing at a steady pace" and is significant, Lee Fuell, a director at the Air Force's National Air and Space Intelligence Center, said in a presentation released Thursday.

Fuell's presentation and one prepared by the Office of Naval Intelligence for a hearing of the U.S.-China Economic and Security Review Commission in Washington are the most detailed new public assessments of the Chinese air force's and navy's growing military capabilities.

Deploying additional land-attack cruise missiles on new submarines and surface vessels "could enhance China's ability to strike key U.S. bases throughout the region, including Guam," said the 12-page naval intelligence assessment.

The Chinese army, which manages and operates the missile force, "is progressing at a steady pace" in expanding its arsenal of medium-range ballistic missiles armed with conventional warheads to increase the range "at which it can conduct precision strikes against land targets and naval ships (including aircraft carriers) operating far from China's shores out to the first island chain," Fuell said in his presentation.

They have. That's why they aren't taking over all of the island forcibly. They are just overconfident of their own power. However, one could argue that the difference between them is almost indistinguishable.
