Rubio, Cardin Introduce Bill Targeting Chinese Aggression in South China Sea

U.S. Senators Marco Rubio (R-FL) and Ben Cardin (D-MD) today introduced the South China Sea and East China Sea Sanctions Act, which would sanction Chinese individuals and entities that participate in Beijing’s illegitimate activities in the South China Sea and East China Sea.

“China’s illegitimate actions in the South China Sea threaten the region’s security and American commerce,” said Rubio, a senior member of the Senate Foreign Relations Committee and its East Asia and the Pacific Subcommittee. “These ongoing, flagrant violations of international norms cannot be allowed to go unchecked, and the sanctions called for in this legislation would put Beijing on notice that the United States means business and intends to hold violators accountable.”

The widely different definitions given to phrases, such as “freedom of navigation” or “rule of law,” between the West and Beijing greatly complicate the disputes in the South China Sea, three Chinese policy and maritime affairs experts agreed Thursday.

Bernard Cole, of CNA, said, Beijing leaders “still mention the hundred years of humiliation” of Western political and economic exploitation as rationales for their strategy, and, in that light, they view United States as a power that is “trying to surround and contain” China.

The officials, speaking on condition of anonymity, said the USS Dewey traveled close to the Mischief Reef in the Spratly Islands, among a string of islets, reefs and shoals over which China has territorial disputes with its neighbors.

China said its warships had warned the U.S. ship and it lodged "stern representations" with the United States. China said it remained resolutely opposed to so-called freedom of navigation operations.

"China warned US warship to leave SCS". Hahaha. Feeling talaga nila pagaari na nila eh wala nman sila legitimate ownership. Ano yan, pumunta ka sa isang bahay na walang paalam tpos ssbihin akin na ito. China is a squatter in SCS. Let us call it now, SouthEast Asian Sea (SEAS).

Technically, This also shows that the US is acknowledging according to the Hague Ruling that favours PH and invalidates the 9 dash line, that Mischief Reef area is part of Philippines EEZ as well as Scarborough Shoal...

The problem with the US Interest here is that, they're going to weigh in on Scarborough Shoal vs China's help to reign in on North Korea for US Interests..?
Pretty clear, my guess, China is already using this CHIP. BUT, We already know the ANSWER to this one.. :dunno:

To me, Either way it's a lose-lose situation for the US.

The only way to WIN is to STAND UP AGAINST, for both situations. FOR IT'S TECHNICALLY WHAT THEY BELIEVE IN AND ARE TRYING TO IMPOSE HERE, ALL with regards to their FREEDOM of NAVIGATION Missions in the WPS and the HAGUE ITLOS Ruling that INVALIDATES Beijing's 9 Dash line claims that favours the Philippines. :armywink:

per ITLOS ruling, mischief reef and Ayungin shoal are both ours because it is always underwater, the same with malampaya and recto bank.

but ITLOS cannot rule on ownership of scarborough shoal because it is a rock and is above water. They just say that it is entitled to a 12 mile sea. instead ITLOS says that fishermen from all nations should be allowed to fish there. Essentially, whoever occupies scarborough is the owner until driven out. It is the same with pagasa island-whoever occupies pagasa island is the owner until driven out(pagasa is also outside our 200mile EEZ)

what this means is that ownership issues of disputed rocks or "islands" like scarborough and pagasa cannot be decided by ITLOS and will have to be brought to another court -probably international court of justice. In the meantime, the owner is whoever is occupying it.

The visit by the USS Sterett guided-missile destroyer to Zhanjiang in Guangdong province, the first U.S. warship to visit China since President Donald Trump took office, comes amid tension in the disputed South China Sea, where Washington has criticised Beijing for building artificial islands.

U.S. "ship days" spent in the waters were on course to reach 900 this year, up from about an average of 700 days annually, Swift told reporters, crediting an increase in the number of carrier strike groups temporarily operating in the Pacific.

But Swift played down the significance of the figure, saying it might not be sustained.
