The incident, likely to increase tension in and around the contested waterway, took place in international airspace on Tuesday as the plane carried out "a routine US patrol," a Pentagon statement said.

A US Defense official said two Chinese J-11 fighter jets flew within 50 feet (15 meters) of the US EP-3 aircraft. The official said the incident took place east of Hainan island.

In an attempt to counter some concerns in Asia about US staying power, Carter told a regional security forum in Singapore that the US approach to the Asia-Pacific remained "one of commitment, strength and inclusion."

BEIJING — In a show of strength before an international court’s ruling on China’s claims in the South China Sea, the United States Navy sent two aircraft carriers and their accompanying ships on training drills in the western Pacific Ocean on Saturday.

The carriers John C. Stennis and Ronald Reagan sailed close together in the Philippine Sea as part of air defense and sea surveillance operations that involved 12,000 sailors, 140 aircraft and six smaller warships, the United States Pacific Fleet in Hawaii said in a statement.

“We must take advantage of these opportunities to practice war-fighting techniques that are required to prevail in modern naval operations,” Rear Adm. John D. Alexander said in a statement.

The operations occurred on the eastern side of the Philippines, in a body of water that is not adjacent to the South China Sea but is close, a spokesman for the Pacific Fleet said. China seeks to dominate the western Pacific Ocean as part of its long-term strategy, American strategists say.

U.S. Navy destroyers have been quietly stalking some of China's man-made islands and claims in recent weeks ahead of a ruling on contested claims in the South China Sea.

Over the past two weeks, the destroyers Stethem, Spruance and Momsen have all patrolled near Chinese-claimed features at Scarborough Shoal and in the Spratly Islands, according to two defense officials.

“We have been regularly patrolling within the 14 to 20 nautical mile range of these features,” one official said, who asked for anonymity to discuss diplomatically-sensitive operations.

A-10 Maritime Missions

Four US Air Force A-10C Thunderbolt II attack aiicraft carried out maritime surveillance missions over Scarborough Shoal, 150 miles off the coast of the Philippine island of Luzon, an area claimed by China. The first maritime mission was flown on April 19 from Clark Field on Luzon.
The A-10s, from the 51st Fighter Wing at Osan Air Base, Korea and two Sikorsky HH-60G Pave Hawk helicopters were among the aircraft initially deployed to the Philippines to participate in Exercise Balikatan 2016. A Pacific Air Forces spokesman said that the A-10s were being used for maritime missions because of their long loiter time and excellent low altitude maneuverability.
The missions flown, from bases in the Philippines, followed US Defense Secretary Ashton Carter's visit there and the announcement that the US deployments to bases made available under the terms of the Enhanced Defense Cooperation Agreement signed in March. Five Philippine air bases involved: Antonio Bautista on the island of Palawan; Basa and Fort Magsaysay on Luzon; Lumbia on Mindanao and Mactan-Benito Ebuen on Cebu.
The deployment will lead joint patrols with Philippine aircraft. Boeing has offered the Philippines 12 overhauled former US Air Force A-10s, plus another 12 for spares.

If the DND refuses the Boeing offer, they are fools.

If the DND approves it, and explains the A10s capabilities to Duterts, and Duterts learns that this plane is NOT only capable of pulverizing insurgents, but can be a significant threat to Chinese military surface assets as well,I'm not optimistic Duterts will automatically approve this. We have to remember, Duterts is open to bilateral talks, and what better way to appease the Chinese than not acquiring anything that could put even the smallest dent on Chinese plans for conquest.

And dent, thse A10s would. Because, PH will not just be just acquiring a lethal aircraft. It also mean, PH can speed up weapons acquisition. Not only for the A10s, but also for the FA-50s.

China doesn't want that.

I'm pretty sure China can't ask Boeing not to sell PH these A10s, but what China can do is -- influence or outright ask Duterts not to buy 'em A10s. Because -- why wouldn't they? China has asked the Koreans not to sell PH the FA-50s or not to give PH one old un-armed Pohang. It is safe to say, they will be on Duterts' ear.

I hope Boeing is genuinely offering the A10s - even if just to know if Duterts is going to approve 'em or not.
