yes, and no.
in the case of the philippines, your question has no significant impact for the most part, that is, assuming we win the case on most of major contentions, at least:
here are the scenarios:

Settle sea row peacefully, US urges parties
By Jose Katigbak, STAR Washington bureau (The Philippine Star) | Updated April 29, 2016 - 12:00am

WASHINGTON – All the countries with conflicting claims to the South China Sea are entitled to equal rights irrespective of their size or strength and these claims should be decided on legal merits, US Deputy Secretary of State Anthony Blinken said.

Testifying on US-China relations before the Senate Foreign Relations Committee on Wednesday, Blinken called on all parties in the South China Sea – not just China – to resolve their disputes in a peaceful manner and with adherence to international law and standards.

He said the US is opposed to the use or threat of force to advance maritime or territorial claims.

“Our approach to China seeks to broaden and deepen practical cooperation on issues of shared concern, directly resolve or narrow our differences wherever we can and manage those differences peaceably where we cannot,” said Blinken, who recently returned from his sixth visit to the Asia-Pacific in a little over a year.

China rejects Hong Kong port call by US carrier: Pentagon

Agence France-Presse
Posted at Apr 30 2016 10:28 AM

WASHINGTON, United States - China has denied the US aircraft carrier USS Stennis and accompanying naval vessels permission to make a port call in Hong Kong, a Pentagon spokesman said Friday.
It was not immediately known what prompted the Chinese action, but it comes amid growing tension between the two countries over Beijing's moves to assert its claims to much of the South China Sea.
"We were recently informed that a request for a port visit by a US carrier strike group, including the USS John C Stennis and accompanying vessels, to Hong Kong was denied," Commander Bill Urban, a Pentagon spokesman, said. - MORE> http://news.abs-cbn.com/global-filipino/world/04/30/16/china-rejects-hong-kong-port-call-by-us-carrier-pentagon

There will be consequences regarding this denial. Let's wait and see what's US next move..

China scrambles fighters as U.S. sails warship near Chinese-claimed reef
World | Tue May 10, 2016 4:05pm EDT

BEIJING/HONG KONG | By Michael Martina, Greg Torode and Ben Blanchard

China scrambled fighter jets on Tuesday as a U.S. navy ship sailed close to a disputed reef in the South China Sea, a patrol China denounced as an illegal threat to peace which only went to show its defense installations in the area were necessary.

Guided missile destroyer the USS William P. Lawrence traveled within 12 nautical miles (22 km) of Chinese-occupied Fiery Cross Reef, U.S. Defense Department spokesman Bill Urban said.

The so-called freedom of navigation operation was undertaken to "challenge excessive maritime claims" by China, Taiwan, and Vietnam which were seeking to restrict navigation rights in the South China Sea, Urban said.

Beijing: Pentagon report on China militarizing artificial islands in SCS damages trust
By: Reuters
May 15, 2016 2:23 PM

BEIJING - China condemned the US Defense Department's annual report on the Chinese military on Sunday, calling it deliberate distortion that has "severely damaged" mutual trust.

In its annual report to Congress on Chinese military activities, the US Defense Department said on Friday that China is expected to add substantial military infrastructure, including communications and surveillance systems, to artificial islands in the South China Sea this year.

China's Defense Ministry spokesman Yang Yujun expressed "strong dissatisfaction" and "firm opposition" to the Pentagon report and said it has "severely damaged mutual trust", state news agency Xinhua reported.

The report "hyped up" China's military threat and lack of transparency, "deliberately distorted" Chinese defense policies and "unfairly" depicted Chinese activities in the East and South China seas, Yang was quoted as saying.

4-Star Vows To Continue US Operations in South China Sea
David Larter, Navy Times 6:14 p.m. EDT May 16, 2016

The Marine Corps' top officer took a thinly veiled swipe at China's activities in the South China Sea, implying that they're upsetting regional stability three days after the release of a Pentagon report that detailed China's island-building strategy and aims.

Gen. Robert Neller, the commandant of the Marine Corps, said that "certain nations" were furthering their interests in the South China Sea by pushing boundaries but carefully avoiding sparking a conflict.

"Certain nations kind of take advantage or do things that are short of conflict," Neller said at a panel discussion Monday at the Navy League’s Sea-Air-Space exposition. "They are very subtle and very calculated, but they don't support the stability of the region."

Chinese jets "unsafely" intercept U.S. military plane over South China Sea

CBS News

May 18, 2016

The pilot of U.S. aircraft, an EP-3, reported it as an unsafe intercept by the Chinese J-11s and descended couple hundred feet to avoid a potential collision.

It occurred east of Hainan Island and south of Hong Kong. ...

An EP-3 is the same kind of plane that was forced down on Hainan Island back in 2001.
