An assertive China under President Xi Jinping now believes its military has the technology to at the very least make the United States think twice before undertaking any military adventures in what China sees as its backyard.
"Can the United States be certain of getting the upper hand in the event of a showdown with China?" retired Major-General Luo Yuan, now a widely followed military commentator, wrote in June. "China is preparing every day to win a modern war."
Xi visits the United States at end of this month.
Analysts see three potential arenas for such a showdown - the South China Sea, where China has a series of overlapping territorial disputes with its neighbors, the East China Sea, where remote islets are a source of friction between Beijing and U.S. ally Japan, and any conflict over self-ruled Taiwan.

BEIJING (Reuters) - China said on Friday it was "extremely concerned" about a suggestion from a top U.S. commander that U.S. ships and aircraft should challenge China's claims in the South China Sea by patrolling close to artificial islands it has built.
China's increasingly assertive action to back up its sovereignty claims in the South China Sea have included land reclamation and the construction of ports and air facilities on several reefs in the Spratly Islands.
The work has rattled China's neighbors, in particular U.S. ally the Philippines, and raised concern in the United States.
China says it has irrefutable sovereignty over the Spratly Islands and no hostile intent.

US warships to challenge Chinese claims in South China Sea

A senior US official told the Financial Times that the ships would sail inside the 12-nautical mile zones that China claims as territory around some of the islands it has constructed in the Spratly chain. The official, who did not want to be named, said the manoeuvres were expected to start in the next two weeks.

Chinese Foreign Ministry spokeswoman Hua Chunying told a regular news briefing on Thursday that China was paying attention to such reports, and that it and the United States have maintained “extremely thorough communication” on the South China Sea issue.
“I believe the U.S. side is extremely clear about China’s relevant principled stance," she said. "We hope the U.S. side can objectively and fairly view the current situation in the South China Sea, and with China, genuinely play a constructive role in safeguarding peace and stability in the South China Sea.”
The White House declined to comment on potential classified naval operations. The U.S. State Department and Pentagon did not immediately respond to requests for comment on the report.

Defense officials told The Post that the plan could be carried out by a destroyer or a cruiser, both of which carry helicopters and a variety of weapons, or a more lightly armed littoral combat ship (LCS). The Navy would not anticipate a skirmish with the Chinese as a result, the officials said.
“The objective to this would be to demonstrate that this is international water,” one official said. “Whether that is a destroyer loaded out with missiles or an LCS with less weapons, the point wouldn’t be about which weapons the Navy is sending.”

Obama conveyed his significant concerns over freedom of navigation and overflight, land reclamation, construction and the militarization of disputed areas, and encouraged a peaceful resolution among claimants. Mr. Xi reiterated the sovereignty of China over islands in the South China Sea since ancient times, as well as Chinese lawful and legitimate maritime rights and interests. He pledged not to pursue militarization in the South China Sea, and stressed that the countries directly involved should address their dispute through negotiation, consultation and peaceful means.

The senior adviser on China at the National Security Council, Daniel Kritenbrink, told a gathering of American analysts of the region at a meeting in Washington that the White House had decided to proceed with the patrols, according to a participant who requested anonymity to discuss a closed-door briefing.
Mr. Kritenbrink did not specify when the patrols would take place, but he suggested that they had been delayed so as not to disrupt Mr. Xi’s visit, the participant said.

The administration has been pressured to go ahead with this demonstration of U.S. views on conduct at sea, but the terms of the public debate have failed to match the legal and political implications.
Though details are scarce, unnamed U.S. and Asian officials told The New York Times U.S. allies were being briefed on the plans, which reportedly involve traveling near one or more of China’s recently constructed or expanded outposts. Daniel Kritenbrink, the new senior director for Asian affairs at the U.S. National Security Council, reportedly told a closed-door meeting the decision to go ahead was already made.
Over the past several months, a media narrative had emerged that pitted the Department of Defense against the White House and the State Department, with the military pushing for FON operations within 12 nm and the civilians more cautious.

The United States and China are hurtling toward a showdown over Freedom of Navigation in the the South China Sea. The U.S. Navy is poised to sail near seven artificial islands China constructed in the Spratly archipelago over the past two years as a means to challenge any excessive or illegitimate Chinese sovereignty claims there. In Beijing, meanwhile, opposition to U.S. Freedom of Navigation Operations (FONOPs) around the artificial islands is hardening, as evidenced by the threat China’s state-run Xinhua news agency issued last week:
[America’s] provocative attempts to infringe on China’s South China Sea sovereignty are sabotaging regional peace and stability and militarizing the waters…China will never tolerate any military provocation or infringement on sovereignty from the United States or any other country, just as the United States refused to 53 years ago [during the Cuban Missile Crisis].
The commentary is troubling for several reasons. First, it continues a trend of increasingly confrontational and escalatory language. In May, Beijing was describing U.S. FONOPS around the artificial islands as “dangerous and irresponsible”; now they are an intolerable provocation and infringement on sovereignty. Second, as it was written in a state-owned Party mouthpiece, the article carries greater weight than the occasional caustic threat from a retired PLA general. Third, the language serves to further box China’s leaders into more hardline positions, restricting their options for de-escalation and compromise. Finally, it represents how close the U.S. and China are to a crisis that could have and should have been avoided.
