Top diplomats set to meet to discuss China, Japan, South Korea summit
(Reuters) - The foreign ministers of China, Japan and South Korea are preparing to meet this month for their first talks in nearly three years, in a bid to resolve tension over Japan's wartime past and discuss a three-way summit.
Japanese media reported that the foreign ministers would probably meet in Seoul on March 21 and 22, while China's foreign ministry said it would be late March. South Korea said a ministers' meeting is planned for this month, without confirming the dates.
"If the trilateral foreign ministers' meeting is held soon, it will undoubtedly give us the opportunity to re-establish the groundwork for trust-building and common prosperity," South Korea's deputy foreign minister Lee Kyung-soo said.

China envoy urges Japan to stick to apology script: China Daily
SHANGHAI (Reuters) - China will question Japan's commitment to peace if it adopts an ambiguous or defiant stance regarding its wartime actions, Beijing's ambassador to Tokyo told the English-language China Daily newspaper in an interview published on Friday.
China hopes Japan will "take a correct attitude, stick to its previous correct positions and statements, including the Murayama Statement. We also expect that Japan will remain on the pathway of peace", Cheng Yonghua was quoted as saying.
In landmark comments known as the Murayama Statement, Japanese Prime Minister Tomiichi Murayama made a "heartfelt apology" in 1995 for the wartime damage and suffering caused by Japan.

China, Japan agree to keep momentum alive for better ties
TOKYO (Reuters) - China and Japan held their first security talks in four years on Thursday and agreed to keep alive and foster a nascent recovery in bilateral ties plagued by the legacy of Japan's wartime aggression and a territorial dispute.
The world's second- and third-largest economies, however, failed to set a timetable for the implementation of a scheme designed to ensure real-time communication between their armed forces.
Sino-Japanese relations have chilled over what China views as Japan's reluctance to properly atone for its wartime past as well as a dispute over a group of tiny East China Sea islets.
Patrol ships and fighter jets from both countries have shadowed each other regularly near the uninhabited islands that are controlled by Japan but also claimed by China, prompting fears that an accidental collision could spark conflict.

Seoul, Tokyo bickering days before 3-way summit with China By Foster Klug (Associated Press) | Updated October 28, 2015 - 10:23pm
SEOUL — Leave it to perpetually squabbling Northeast Asia to spice up that most vanilla of diplomatic activities: the meet-and-greet, photo-op-ridden international summit. South Korea and Japan finally announced Wednesday what has long been rumored — a three-way leaders' meeting with China this weekend in Seoul — but details are still scarce with just days to go. And the Seoul-Tokyo bilateral meeting, their first formal talks at this level in 3˝ years? A brief Monday morning talk, breaking before lunch. It wasn't even on the initial schedule released by Tokyo, though a spokesman later confirmed the meeting. The lead-up to the summit has seen the South Korean and Japanese foreign ministries publicly dodging questions even as diplomats leaked barbed tidbits to reporters behind the scenes.

With Trilateral Summit, China-Japan-Korea Cooperation 'Completely Restored'
Leaders from China, Japan, and South Korea avoided touching on divisive issues in favor of sending a positive message. shannon-tiezzi By Shannon Tiezzi November 03, 2015
After months of anticipation, China, Japan, and South Korea held their first trilateral summit since 2012 this weekend. Chinese Premier Li Keqiang and Japanese Prime Minister Shinzo Abe traveled to Seoul to meet with South Korean President Park Geun-hye on November 1. The three leaders issued a Joint Declaration for Peace and Cooperation in Northeast Asia after their meeting on Sunday (full text available here from Yonhap News Agency).
The declaration took an optimistic view of the thorny relationship between China, Japan, and South Korea. Saying that “steady progress has been made in trilateral cooperation in various areas despite fluid situations in the Northeast Asian region in recent years,” the statement declares that “trilateral cooperation has been completely restored on the occasion of this Summit.” From now on, the trilateral summit “is to be held on a regular basis,” according to the declaration. Such summits were held annually from 2008 to 2012; should a trilateral summit take place again next year, Japan is set to be the host.
Despite the optimism, most of the 2015 declaration sticks to low-hanging fruit such as disaster management, environmental issues, people-to-people exchanges, and deepening economic ties. The declaration included 18 points on “expanding economic and social cooperation for co-prosperity,” 10 on “promoting sustainable development,” and 14 on “enhancing trust and understanding among the peoples.” There were only eight points dealing with security and political issues, and most of those were simply promises of trilateral coordination prior to upcoming multilateral meetings.
