More torture reports in Tondo emerge

MANILA, Philippines - A National Police Commission (Napolcom) official said Thursday that they are investigating other reported cases of torture that happened inside a police detachment on Asuncion Street in Tondo district, Manila.

Napolcom vice-chairman Eduardo Escueta said that since the cellphone video of a policeman torturing a robbery suspect was aired by ABS-CBN’s TV Patrol on Tuesday night, several alleged victims of police torture in the same precinct have been reporting to their office.

Escueta said that since they started the investigation on Wednesday morning, they have already talked to 2 persons claiming that they have also been subjected to torture in the Asuncion Police Community Precinct (PCP).

The police precinct was headed by Sr. Inspector Joselito Binayug, who has been suspended after being named by an ABS-CBN News source as the man seen pulling a cord attached to a naked victim’s genitals during interrogation.

“We have interviewed two victims already from the same precinct. Those information will become bases for us to proceed further to file similar complaints for torture against policemen involved,” Escueta told ANC’s On The Scene news program.

He said “several people” have come out after the torture video came out. “Sila mismo ngayon ay nagkakalas ng loob na magsalita.”

Dismissal

He said that aside from Binayug, they have identified 3 more members of the Asuncion PCP who may be involved in the alleged tortures.

Escueta said the Napolcom fact-finding team may be able to come out with a report in the next 2 or 3 days.

He said that if the fact-finding team finds “probable cause,” Binayug and the other policemen involved in the torture will be preventively suspended for 90 days.

During the 90-day period, he said the Napolcom will conduct administrative hearings and decide if Binayug and his men should be dismissed from the police service.

The Philippine National Police (PNP) suspended Binayug and other members of the police community precinct.

The PNP said that Binayug and his men are now undergoing “re-training.”

Violent, arrogant

An ABS-CBN News report said that Binayug, a bemedalled policeman, is also facing a string of criminal and administrative cases, including robbery with extortion, 2 cases of serious neglect of duty and grave misconduct.

Some residents of Tondo district alleged that Binayug had a reputation of being violent, saying he acted like he was the ruler of the place.

"Abusado po talaga 'yan sir... kasi po kapag [naka-tambay] lang po kami dito eh pinapalo ang mga tricycles, pati po 'yong mga driver," a resident said.

"Sa pila nga namin ho eh, kinukuhanan pa [ng kotong], eh magkano lang ho ang kita namin.. kinikikilan pa kami," another resident alleged.

Residents said they were not surprised when the video was released.

"Minsan, isang beses, isang bata - pinapalo ng kawayan... siguro, baka jumper o salisi, pinapalo ng kawayan," a resident recalled.

Some of Binayug's alleged victims have also surfaced.

"Ginawa nila Binayug, pati 'yong nanay po ni Gilbert [a resident suspected of snatching], kinaladkad nila," a resident said.

It is, I got it first from the New Zealand Herald. These kind of events highly contribute a negative impact on the country's attractiveness to foreign investors, not to mention tourism. The previous regimes cared much less to these barbaric abuses by the police and also the military. It is fairly hoped that it can be an eye opener to the Aquino administration.

‘Torture cop’ denies crime during Senate probe

Police Inspector Joselito Binayug on Thursday denied during a Senate hearing that he was the policeman shown in a video torturing a suspect in a Manila precinct.

“Hindi po ako yun (That wasn't me)," Binayug told Senate Pro Tempore Jinggoy Estrada who asked him point black if he was the one who tortured suspected thief Darius Evangelista, who remains missing as of Thursday.

The investigation was conducted by the Senate committees on justice and public order.

The Philippine National Police (PNP) has filed charges against Binayug and eight other policemen for the alleged torture incident.

Chief Superintendent Robert Rongavilla, deputy regional director for administration of the National Capital Region Police Office (NCRPO), said Binayug was identified by Evangelista’s wife and other witnesses as the one in the torture video.

“According to the witnesses and the complainant, it was him," Rongavilla, who also heads the task force formed to look into the alleged torture incident, told senators.

Why deny?

Estrada, not satisfied with Binayug’s denial, pressed the embattled policeman for more answers. “Why do you deny it, tinuro ka na (you were identified by witnesses)," he said.

Binayug, however, could not defend his statement. “I don’t know, your honor," he said.

Interior Secretary Jesse Robredo, who was also present during the hearing, said they are aware of the recent reports of police tortures around the country.

“We are very conscious of what’s happening," he said. “We’re concerned that it is also happening outside of Metro Manila." - Kimberly Jane Tan/KBK, GMANews.TV

Yes indeed Sirs! May kaakibat na regulasyon sa pagiging alagad ng batas. Kung tayong mga lagad ng batas mismo magba-violate ng Human Rights (kahit criminal) para na rin tayong Kriminal niyan. We should use only force when necessary.

Hanggang sa di natatapos itong stupid hazing, this human rights abuses done by those men in uniforms will also never stopped. This is really rediculous, they didnt have to do that to their own comrades. Too much crooked cops there.

Fencesitters on issues of NPAs committing human rights and those apathetic when CPP--NPA who are all fighting a lost cause commmits them while they raise hell if the AFP commits them are part of those bulk of future communnists who do not voice out their anti-communism and instead hiding under vague semantics like "the people, poverty, etc and the like like some opulent UP graduate of dentistry I knew in New York and others. They are not active participants in the fight for communism because all they want to experience are leisure, recreation and the good life. They will all form part of the mob who will invade the houses of the rich, vandalize or loot their houses and rape their beautiful daughters just like what they wishedd for in the movie, ORO, PLATA, MATA. Imagine if the AFP does them to Joma's opulent daughter of HSBC. Sison will either kill them or sue them. God knws the numbers of their hair (Bible)).

I think this is the one big reas0n of human violation maybe, why the victims to cooperate to the rebelde group of our country. Because the other personnel in our phils.goverment to gawin ang mga bagay na pananakit sa mga tao o victims na dapat di gawin, na dapat m0re na turuan sila ng magandang lesky0n. Ang mga biyolenteng tao sila ipatapon dun sa spratly island at bantayan ang pulo,at dun sila maging violente sa mga dayuhan na mang aagaw ng ating island! Hahaha joke!
