I do not argue that human rights are violated by the PNP in the pursuit of their duties as sometimes they can overstep the mark especially in cases where hardened criminals are involved in their day-to-day job. Mostly these violations occurred during investigation of a given crime where some of the policemen involved in investigating crimes, are incompetent to use lawful techniques to establish prima facie case against a suspect. This usually occur during tactical interrogation of suspects. But, the so-called human rights advocates are only counting and focusing on the human rights of the criminals and very much less enthusiastic in the human rights of the victims of crime and the inadequacy and negligence of the police in dealing with complainants/victims who deserved to be given more emphasis than the criminals. Granting without qualifying the claims that the PNP is the top violator of human rights, it is but normal for an agency who handles the greatest volumes of criminal activities to deal with than any other agencies dealing with the same nature of situation. |

Police officers being "law enforcers" should not just arrest those who committed crimes but also enforce what the law says about the treatment of crime suspects and even convicted persons. In fact, these people are simply victims of poverty. Magnanakaw ba sila kung may trabaho sila? Sa palagay niyo kaya makakapasok yan ng magandang trabahop eh dami college graduates na hirap makapasok ng magandang trabaho? You see? These crimes are "economic" in nature. Kaya let's all look at these cases as an offshoot of a national economy that is still not enough to feed the whole citizenry. And dapat sa mga nakukulong ay dalin sa REHABILITATION FACILITY at bigyan ng kinabukasan through skills training. Hindi yung tinatrato niyo na basura or parang hayop. The more you maltreat them the more they will get worse. BE SCIENTIFIC NAMAN PO. HUWAG KAYONG PUTOK NG PUTOK AT SUNTOK NG SUNTOK LANG. Isipin na lang po natin na may mga krimen din ginagawa mga pulis gaya ng kotong at pagkasangkot sa droga. Isipin niyo kung kayo naman mga pulis na pag nahuli sa pangongotong ay pagsisipain din at ipahiya sa publiko. Kaya balansehin po natin. Tandaan po natin na ang sa LAW ENFORCEMENT ay nakadikit din ang HUMAN RIGHTS. Pulis po kayo at hindi kayo bandido. Baka yung iba nating kapatid maisip tuloy na bumuo ng pantapat sa inyo like yung ABB. Kaya huwag po nating gagawing personalan ang trabaho. Ang maling pagtrato sa bilanggo ay nagbibigay ng personal na di pagkakaunawaan yan sa panig ng naapi at yung sumisimpatiya sa kanila gaya ng NPA hit squads. Kung gusto niyong nakaiwas sa gusot ay lagi dapat ang galaw niyo ay nasa batas. Para maski makapatay kayo ng kriminal o ng sibilyan bilang "collateral damage" ay magiging malinis ang konsiyensiya niyo at hindi kayo hahabulin ng multo na binigyan niyo ng buhay. Yung mga pulis na naghahanap ng aksiyon, malawak ang assignment sa Mindanao o sa Negros o Bikol areas. Kahit gaanu pa kapusakal ang isang kriminal ay dapat manaig ang salita ng batas. Kaya mga Tsip, be professional po. In that sense, lalo kayong igagalang ng tao. |

![]() The cops threatened to slap and kick them if they dont cooperate. They were made to kiss each other several times. The cop was repeatedly saying "Tatadyan kita", "sasampalin kita", "Labas mo dila niyo, yung torrid", "laplapin mo". Picture 6 shows how disgusted and ashamed the young suspects were. Isipin niyo na lang kung yung kotong cops ay iparada natin sa Ayala Ave ng naka brief lang at sampalin at tadyakan din natin habang hinahalikan sa tumbong yung officer niya? Hindi ba masakit sa damdamin yun? That's the point. The more you maltreat the suspects lalo silang magiging demonyo. You are goading them to become more vicious to their next victims when they go out of jail again. Panu kaya kung yung next victim nila ay yung anak mo na pala? So, it is important that you start doing your jobs right. Huwag dapat maging mababaw ang pangunawa sa trabaho kasi malaki ang ginagampanan ng kapulisan para maiayos natin ang pamayanan. Be the law enforcers as how the law tells you to be. Hindi ba mas masarap at magaang sa pakiramdam yung makita mo sila na tumalikod na sa maling gawain at nagbagung buhay na kesa sa nakatihaya na lang sa tabi ng kalsada na walang buhay? |

These are unnecessary and appalling behavior of cops in handling criminal suspects in their custody. Not only it violates the human rights, it is a criminal offense more serious than the suspects might have to answer. With these kind of incidents, it is more likely justified for the cops to be locked behind bars first if they have inflicted injuries to the suspects. There are still cops out there performing their duties devoid of professionalism to uphold the law and ignorance of the doctrine they are made to swear when they are accepted to the job. |

"Emil" (not his real name) said he got the cellphone video from a friend who witnessed the torture of the victim. He said his friend has gone into hiding for fear of suffering the same fate as the man in the video. The video showed a naked man in a fetal position on the floor of an alleged police precinct, his genitals supposedly bound with a rope. Another man wearing a white shirt and shorts is then seen whipping the victim's face and torso with a rope while heaping curses on him. "Dito bawal ang snatcher ha," the man said. The man is also seen ordering the victim to remove his hands from his genitals while pulling the rope, making the victim cry out in pain. The video also shows a police officer seemingly using his cellphone to text someone. Emil said the victim was a notorious criminal who was being tortured to own up to a hold-up incident. He said the torturer is allegedly the chief of a police community precinct in Asuncion, Tondo Manila. He claimed police usually torture suspected criminals, and sometimes even kill them. "Madalas daw talaga nangyayari lalo na tuwing maraming napapansing holdaper. Sasabihin nila nanlaban tapos papatayin (It happens a lot when they notice a lot of hold-up suspects. They say the suspects tried to fight back and then kill them)," he said. Asked what happened to the victim in the video, Emil claimed the victim has also died "after making it appear that he tried to fight." Emil could not say when the torture happened or who the victim was in the video. The only identifying marks of the victim are the tattoos on his back. Cops vow to investigate Two police officials, meanwhile, vowed to investigate the torture incident. Director Leocadio Santiago, National Capital Region Police Office chief, said he has done tactical interrogation on suspects "but not to the extent of being sadistic." Chief Superintendent Rodolfo Magtibay, Manila Police District chief, said the investigation would be conducted much faster if "Emil" comes forward and testifies. "The Manila Police District will ensure the security of your informant, the one who took this video. We assure him that he will be given ample protection," he said. Emil, however, said his only intent in releasing the video is to stop the torture of criminal suspects. "Huwag sana na lang gawin yung ganyang bagay. Kung nahuli, ikulong na lang. Kung ano yung nararapat...huwag nang gawing parang hayop," he said. |

These horrific incidents is an indication of inadequate supervision. training, and discipline. Barbaric human torture to extract confession showed inability or lack of interrogation techniques to build a case against suspects under custody. These cops need to be isolated from their job as law enforcers because they are criminals themselves |
