Putin has to learn that aggression in Ukraine comes with a price: tough sanctions. But apparently this would be his response to western sanctions.

MOSCOW (Reuters) - Russia signalled on Monday it might ban Western airlines from flying over its territory as part of an "asymmetrical" response to new European Union sanctions over the Ukraine crisis.

Blaming the West for damaging the Russian economy by triggering "brilliant" sanctions, Prime Minister Dmitry Medvedev said Moscow would press on with measures to reduce reliance on imports, starting with increasing output of domestic aircraft.

Medvedev suggested Russia should have hit back harder over the action by the United States and European Union to punish Moscow for its role in Ukraine, saying it had been too patient in the worst confrontation with the West since the Cold War.

NATO and Washington has to learn as well that attempting to further expand the alliance to Ukraine, Moldova and Georgia will also have a price. Besides Russians have endured far more difficult times. In fact Russians called the 90's "The Great Pain" and for them they find it amusing that a bunch of countries are trying to scare them with sanctions.

Russia would be punishing itself

If Russia banned Western airlines it would also face direct economic consequences. So far, Russia earns so-called "royalty payments" which are comparable to taxes imposed on foreign airlines that want to fly over the country's airspace. Although these payments are significant for the airlines, it's still cheaper to pay them than divert flights away from Russian airspace. If European airlines were forced to change their routes, Russia would lose the royalty revenues. In other words: If Russia imposed sanctions on Western airlines, it would actually impose sanctions on itself, as well.
