Territorial disputes between China and the Philippines in the South China Sea have intensified since August, with Philippine officials and reporters traveling to Thitu Island, the second largest of the Spratly islands, and Chinese vessels spotted in the area of Reed Bank in the Philippines's EEZ, reported our Chinese-language sister paper China Times on Aug. 22.

The Philippine Star reported a clash on Aug. 1 when a Philippine fishing boat carrying officials and reporters toward Thitu Island was harassed and chased away by a Chinese patrol. The Philippine boat was chased to Second Thomas Shoal, which is held by the Philippines, and finally forced to return to international waters.

The president of the Philippines, Benigno Aquino III, said on Aug. 21 that two Chinese maritime exploration vessels had been spotted in an area of the country's exclusive economic zone which is rich in gas and oil, while the Philippine military reported two China vessels around Reed Bank.

Aquino did not specify where the two Chinese vessels to which he referred were found - they are presumed to be the same - but he accused Beijing of displaying a two-faced approach to negotiations over the South China Sea dispute, sometimes friendly and sometimes threatening.

China is expanding its the area of its patrols and has set identifying markers in the Reed Bank, according to a senior Philippine official. The official said the Philippines will destroy Chinese markers that it finds.

Zhuang Guotu, dean of the Center for Southeast Asia Studies at Xiamen University, said that Chinese vessels have been exploring, patrolling and fishing around Reed Bank for nearly two decades and Aquino's statement was hardly news.

- Is there something still considered as "international waters" by the Chinese?

When the fishing boat I took to reach Ayungin Shoal was within 16 kilometers of the destination on the evening of Aug. 1, China's Maritime Police Bureau vessel No. 3111 was visible near the horizon.

Although it showed no signs of moving initially, it turned course and headed toward us at full speed as the sun was going down.

The fishing boat moved through the choppy waters at 6 knots (about 11 km an hour). But it was no match for the Chinese vessel, which sped along at 37 knots.

After 10 minutes or so, it came to a halt in front of the bow and shone a bright search light and sounded a loud warning to move away.

In fear of being rammed, we held on to pillars and other supports after hurriedly putting on life jackets.

The chase ended when the Chinese ship was about 50 meters from the fishing boat.

It apparently could not move toward us as our fishing boat was able to traverse the shallow waters at the shoal.

- They successfully made it to the BRP Sierra Madre - Which appears to be the main destination in this venture.
- They weren't chased away. They attempted to block the Philippine fishing vessel and failed.
- Zhuang Guotu, dean of the Center for Southeast Asia Studies at Xiamen University is apparently full of crap.

"Jointly, I think that's the best way," Wu said during a brief discussions here with a 15-member Philippine media delegation invited by the Chinese Embassy in Manila.

Wu, however, regarded that the sharing agreements need to be reached among possible business partners in the joint oil explorations as "it's a business deal."

He said "The joint exploration agreements should be discussed by the oil companies - China National Offshore Oil Co. Ltd (CNOOC) and the Philippine oil companies. The only way for Chinese business is to go for joint exploration, either 50-50 or whatever," he said, even pointing out the need for the Philippine media to convey the idea to Filipino businessmen.

It can be recalled that the Philippines' Philex Petroleum Corp. through its chairman Manuel V. Pangilinan had “sent feelers” to its Chinese partner for the resumption of the joint exploration of the Service Contract 72. The Sampaguita field, which is covered by SC 72 in the Reed Bank, is estimated to have gross reserves of over 11 trillion cubic feet of gas, an independent study commissioned by Forum Energy earlier showed.

The volume dwarfs the Malampaya natural gas field's reserves, which is placed at 2.7 trillion cubic feet, and could supply the Philippines' gas requirements for up to a hundred years.

Filipino-British company to drill for gas in disputed sea with or without Chinese partner

MANILA, Philippines - The chairman of a Philippine energy company said Friday a Chinese state-owned oil producer hasn't responded to a revived proposal to jointly explore a disputed area of the South China Sea but drilling will go ahead by 2016 with or without a partnership.

Manuel Pangilinan said that Filipino-British company Forum Energy PLC communicated the offer to China National Offshore Oil Corp. to explore Reed Bank, northwest of the Philippine island of Palawan. Philippine and Chinese vessels had a confrontation there three years ago.

Pangilinan said the Chinese company, also known as CNOOC, has not responded but Forum is continuing its attempts to engage with the Chinese company. He said the project has not attracted other investors because it is in an area of conflicting territorial claims and other investors did not want to offend China.

South China Sea: Lots of oil, lots of uncertainty

The South China Sea is expected to hold billions of barrels of oil and trillions of cubic feet of gas, but some energy firms are tentative about exploring the region. And for now at least, they seem likely to stay that way.

Energy analysts are cautioning companies to stay away from the highly contested body of water that lies between China , the Philippines and Vietnam.

Many firms remain wary about the region. Chevron (CVX), the second-largest U.S. oil company, has been in talks with other firms to sell its stake in an offshore project with PetroVietnam off Vietnam's southern coast. Those talks are ongoing.

Filipino oil company Philex Petroleum, the majority owner of London-based Forum Energy, sought a partnership with China's state oil firm China National offshore Oil Corp. (CNOOC) to explore the disputed Reed Bank area, but the chairman of Philex told the Associated Press last month that it's received no response from CNOOC. The executive, Manuel Pangilinan, noted that the project has failed to draw other investors because of conflicting claims on the region.

The biggest oil firms, like Exxon, or those with the right political connections to China, such as Russia's state-controlled Gazprom, may be able to mitigate their risks in the area.

Some smaller firms have entered into cooperation agreements with local companies that are exploring disputed parts of the territory. But exploration largely remains on hold in much of the area.

Japan SDF Spy plane and the AFP PAF Nomad plane flew for the second time, 50nm from Palawan..?

Why on earth would they do such a thing if they consider "Reed Bank" part of PH territory, which is 80nm from Palawan?
For me this is a sign of weakness and less assertive on PH's part. Why would the Govt. try to publish this cowardly act, again passive approach from the Aquino Govt.

They can/ should go up to the Reed Bank area and further more, in my humble opinion, the AFP should be using this opportunity to make our (PH) presence felt, that we mean what we said, that REED Bank is like Recto avenue to PH and they can't or shouldn't go there or enter those particular areas.

The Philippine Navy should deploy either PF-15 or 16 to guard and patrol those areas at all cost with a nearby back up of Jacinto Class docked near Palawan and armed S211's stationed in PP and repel intrusions of any kind before they can even enter the area. (PF-16+ Armed AW-109)

I stand by your opinion... I too, have this perception that we are being bullied because we allows it. As I have watched, for example, the 2nd episode of DFA's WPS documentary. In KIG, Pag-asa island, the navy saw a Chinese fishing vessel some 1KM away and they went there via speedboat and ask the fishing vessel to move away.... my god!!! ask as in politely ask... like, "My friend, no fishing here... Philippine territory."

Shouldn't the navy tried to capture those OBVIOUSLY illegal fishers??????????

Then, the navy say that we are definitely losing some battles in WPS but we are not losing the war?????

We don't need an Erap logic to conclude that we are losing the battle and we are DEFINETELY NOT WINNING THE WAR :headbang:

Exactly a year ago, the Permanent Court of Arbitration in The Hague invalidated China’s claim to sovereignty over most of the South China Sea.

The ruling, which China refused to recognize, clarified Philippine sovereign rights in its 200-mile Exclusive Economic Zone to access offshore oil and gas fields, including the Reed Bank, 85 nautical miles off its coast.
