President Aquino to China: What studies are you conducting in our Recto Bank by Samuel Biag 18/08/2014 Philippine President Aquino citing a recent report from Armed Forces of the Philippines said that two Chinese hydrographic research vessels are operating at Recto Bank in the West Philippine Sea. Aquino told TV5 in an exclusive interview initially aired last Wednesday night and was aired in full Sunday night August 17. "They want to claim what is ours. How far will we let this go? Are we going to be content to just tell them, 'OK, you can go this far'. What are they doing there? What studies are they conducting? I hope (this) will not lead to increased tension between our government and China. Just a reminder, Recto Bank is clearly within our exclusive economic zone," Aquino told TV5. According to President Aquino, China has an unpredictable attitude towards Philippines when dealing with maritime disputes. "There's a season when China's belligerent. There's a season when it's friendly. There's a time when it goes on a charm offensive. There's a time when it doesn't." Aquino joked that China eventually could claim all of the Philippines, citing the presence of Chinese migrants in as early as the 16th century when the archipelago was a Spanish colony. The Department of Foreign Affairs also made its statement clearing its stand over Recto Bank. "In accordance with the United Nations Convention on the Law of the Sea, the Philippines has the exclusive sovereign rights over the Recto (Reed) bank. No other state is lawfully entitled to assert sovereignty or sovereign rights over the said area, archipelago under UNCLOS." Philippine authorized firm will start drilling in Recto Bank early 2016. In this quarter, Philippine government also expects the Permanent Court of Arbitration to release its decision regarding the government's case against China's claim over West Philippine Sea. Aquino hits China over 2 ships in Recto Bank Paterno Esmaquel II Aug 18, 2014 China's hydrographic ships have been sighted within the Philippines' exclusive economic zone. President Aquino says he fears heightened tension between the 2 countries in the South China Sea. In his exclusive interview with TV5, Aquino said the Armed Forces of the Philippines reported seeing these hydrographic ships in the potentially oil-rich Recto (Reed) Bank in the West Philippine Sea. Aquino pointed out that Recto Bank lies 80 nautical miles from Palawan in the Philippines. This means it falls within the Philippines' exclusive economic zone, an area 200 nautical miles from a coastal state's baselines or edges, within which it has the exclusive rights to exploit sea resources. The sighting of the 2 Chinese vessels came after the Philippines, in July, extended a British company's permit to conduct oil drilling activities in Recto Bank. China promptly rejected this as "illegal and invalid." The permit allowed Forum Energy, a British firm led by Filipino businessman Manuel Pangilinan, to conduct its oil drilling in Recto Bank until August 15, 2016. Aquino recalled that Recto Bank was already the site of heightened tension between the Philippines and China earlier in his presidency. New China incursion hit Aquino: 2 Chinese ships seen at Recto Bank By Christian V. Esguerra Philippine Daily Inquirer - August 18th, 2014 President Aquino has sounded the alarm over the presence of two new Chinese vessels near the oil-rich Recto Bank (Reed Bank) in the West Philippine Sea. Citing a military report, the President called attention to the presence of the Chinese hydrographic research vessels at Recto Bank despite a Washington-backed Philippine proposal for a freeze on activities that escalate tensions over territorial disputes in the South China Sea. Philippine license In February 2010, Forum Energy obtained from the Philippines a license for Service Contract 72 (SC72), which covers 880,000 hectares within the Recto Bank basin. The Philippines' Philex Petroleum Corp. is the controlling shareholder of Forum Energy. SC72 has a seven-year exploration period extendible by three years and a 25-year production period that can be extended by 15 years. The service area includes the Sampaguita gas field, discovered in 1976, and a number of leads identified from earlier seismic evaluation. Forum Energy has been ready to start exploration in the area, but the dispute between the Philippines and China has been a stumbling block to its operations. The Philippines, however, has extended Forum Energy's service contract up to Aug. 15, 2016. Chinese permit? But the Chinese foreign ministry insisted that such explorations required permit from Beijing, an assertion flatly rejected by the Philippines. In March 2011, two Chinese gunboats went too close to a vessel that was surveying at Recto Bank for oil and gas deposits, forcing the Philippine military to send aircraft and vessels to drive the Chinese boats away. In April 2012, Philex said in a disclosure to the Philippine Stock Exchange that Forum Energy had a report that was "expected to show an improvement in the resources previously known" in the Sampaguita gas discovery at Recto Bank. Earlier, Forum Energy said that based on a 2006 study, the Sampaguita field had a potential of up to 566 billion cubic meters of natural gas, more than five times the initial estimate. Chinese research vessels detected off Recto Bank as early as June - DND By Priam F. Nepomuceno Department of National Defense (DND) spokesperson Dr. Peter Paul Galvez on Monday said that the presence of the two Chinese research vessels off Recto Bank was detected as early as June. He declined to give details who made the sighting for security reasons. Galvez said the research vessels bear the hull number of "14" and "792" and are capable of hydrographic research and have long endurance. "It can stay at sea for a month as they are quite big," the DND spokesperson pointed out. He added that these ships seems to be capable of underwater mapping operations. "That's why the President is questioning their presence there," Galvez disclosed, adding that Recto Bank is well within Philippines waters and not contested territory. "We are protesting the conduct of sovereignty patrols by Chinese vessels on Recto Bank. Now is the time for PNoy to show some resolve, backed by firm response to secure and protect RECTO Bank at all cost. Everyone knows that diplomatic protest alone won't do any good, considering all China's illegal claims and actions against the Philippines, Recto Bank is not part of disputed KIG and the same goes to "Panatag Shoal", China have NO RIGHTS over these areas. The Aquino Govt must tell China, "Enough is Enough", they must Chase those Chinese ships out of PH EEZ territory in RECTO Bank, fire a warning shot if they have to, spill blood if we have to, for it's the only way to show them, this is where we draw the line that they shouldn't cross. PNoy should instruct the PN/ PM, PCG to deploy "Payao's" "buoys" "Markers" w/ Philippine signs along the boundaries of Recto Bank if possible, w/ 24/7 monitoring , guard/patrols by Air and Sea. Mobile PN/ Marines Station options: Can be anchored/ stationed/ deployed in specific PH territories. If ever we are worried of any "stand off," Ph Govt. can buy just buy 2-3 (6T tonnes or more) Container ships that can withstand any storms of any kind, modify to be like LPD's, install some Radars, 40mm bofors, 20mm guns, .50 cal mg's, Mistral Air Defense Missiles, (1-2) MPACs, Fast attack boats armed w/ M-134 mgs. Multiple Helipad's and Hangar to accommodate PN Choppers, plus refuelling supply stations for both ships and helicopters. These ships (6-8T tons) (second hand) only cost $3-5 M USD each, a 5t tons will cost $1.5 M USD. - commercial.apolloduck.com/listings.phtml?cid=5 These ships if ever, can/will only be deployed within PH mainland EEZ territories. The Philippines can easily have the means to deter China or to secure and protect it's territories if it really wants to.. regardless of it's ill equipped Military for only just a very small fraction of the price compared to what it is bound to lose if it doesn't do any firm ACTION at this point. So now that PNoy have already informed the Filipino People of these new Chinese intrusion in Recto Bank, PLS GO & DO YOUR JOB RIGHT THIS TIME! it would be better if we position one of the three oil tankers that PNOC gave the PN this year as we don't have enough money to buy more ships...maybe just put a cal.60 on the bow for the moment, just in case. |

Just a possible idea along side really.. Better to let them PNOC tankers to focus and do their job while we can have a permanent deployment station of PN/ PM to secure and protect them. PLS! "I'm tired of hearing PH doesn't have the Money??" Only a lunatic will believe that notion.. No offense to you comrade. iMO, My particular idea on improvised container ships into an Armed PN/ PM Mobile station is very fast and simple to accomplish, it will cut expenses with regards to Recon missions, response time, journey, fuel costs of PN/ PCG ships if they are able to dock, w/ refuelling options and will strengthen our monitoring, security, patrol, protection in the area and most of all, it can stay out on station withstanding storms w/o the need to it back during stormy season. I suggest (2) Container ships, so we can do a relay every 6mos or so... or if we need to deploy one to other territories... The Acquisitions of Mobile Anti ship Missiles, Mistral (Simbad) Anti air defense missiles will come in handy on these ships, without the need of any major modifications, but just wheel them in aboard.... One reason the PLAN is not afraid of us is because they know that we don't have the means to sink any of their ships right now, so to have this capability is a must. @gammy, PNOC tankers can be possible.. Do you happen to know how big are they (tons) wise? The only thing about tankers, I have no idea how strong are the structures above(deck)? Also given that they are oil tankers, the risk and danger of fumes and all makes them very vulnerable in case any shooting, explosions and all... IMO, a Container Ship would suffice the needs very similar to an LPD, considering it is designed to take on, carry heavy loads of containers etc. and will just have to wheel in mobile weapon systems or air dock Air assets. The only thing to make & install are gun mounts for the 40 bofors- (bow & stern), (4) MG's 2 each sides, (2) Mistral Simbad AA systems and not to mention Mobile Anti ship Missile launchers, and we have a legitimate mobile station "stand off" deterrence. Anyway, these are possible improvised quick options we can do for now. PNoy Govt. PN/DND should concentrate more on acquiring weapon systems like ASM, AA systems (ASAP) that we can easily incorporate with existing PN assets and others if needed, (what they should have done in the first place before) while waiting for PN/ DND to finalize it's decisions, biddings, deliveries.
