Under House Bill 4158 filed by Reps. Rufus Rodriguez and Maximo Rodriguez Jr., the proposed West Philippine Sea Studies Center (WPSSC) will be attached to the Department of Foreign Affairs under the Office of Special and Ocean Concerns. It shall be headed by an Assistant Secretary of the DFA.

The Center’s mandate is to study the basis of the Philippines' claim over the disputed waters using as reference the United Nations Convention on the Law of the Sea, international law, local laws, and historical data.

Also, the institute is expected to propose actions and measures in order to defend and promote the Philippine position against the claims of other claimant countries, as well as prepare concrete plans on how to develop and fully utilize all the natural resources in the area.

An initial budget of P50 million will be allocated for the creation of the WPSSC.
