'Armed men' intercept fishermen in South China Sea: Xinhua

(Reuters) - Contact has been lost with 11 fishermen in the South China Sea after they were intercepted by "armed men" and their ship seized in waters not far from the Philippines, China's state news agency Xinhua reported on Wednesday.

They were on board the fishing boat Qiongqionghai 09063, which was intercepted by an unidentified armed vessel at about 10 a.m. (0200 GMT) in waters off Half Moon Shoal in the Spratly Islands, Xinhua said, citing a fishing association in Qionghai on China's southern island province of Hainan.

The shoal is some 100 km (60 miles) from the Philippines' Palawan island.

"Several armed men forced themselves onto the boat and fired four or five shots in the air. They then took control of the boat," Xinhua said.

A second fishing boat escaped, but then encountered another armed boat, though it was able to get away, the report added.


The Qionghai government has sent other trawlers operating close by to help look for the fishermen, but has yet to find them, Xinhua said.

Reuters was not immediately able to reach officials in Hainan for comment. It was also unclear from the report if the fishermen were Chinese nationals.

Maritime police on patrol arrested the Chinese fishing boat off Half Moon Shoal on Tuesday, said Chief Superintendent Noel Vargas, head of the Philippine National Police maritime group.


"The fishing boat is now being towed to Palawan where appropriate charges will be filed against them," Vargas said.

The shoal is some 100 km (60 miles) from the Philippines' southwestern Palawan island.

Philippine police said Wednesday that its maritime group had apprehended a Chinese fishing vessel loaded with hundreds of sea turtles near Half Moon Shoal, a sandbar in the disputed Spratly Islands in the South China Sea, drawing swift condemnation from Beijing.

Philippines police senior inspector Dante Padilla told The Wall Street Journal that a police patrol boat from Palawan, the biggest Philippine island near the Spratlys, was dispatched on Tuesday to Half Moon Shoal after receiving reports of the presence of Chinese fishing vessel in the area, located around 100 kilometers, or around 60 miles, from the island province.

Mr. Padilla said the maritime police found the vessel in the area and an inspection of the boat yielded around 500 sea turtles, some of them dead. He said the police had arrested the captain of the Chinese vessel and its 10 crew members.

In a statement Wednesday, the Philippines Department of Foreign Affairs said it seized the Chinese fishing boat "to enforce maritime laws and to uphold Philippine sovereign rights over its [exclusive economic zone]."

Ms. Hua, the Chinese Foreign Ministry spokeswoman, on Wednesday called on the Philippines to release the fishermen and to refrain from taking further actions China would consider provocative. Ms. Hua said the Chinese Embassy in Manila had complained to the Philippine government.

On the apprehension of the Chinese fishing boat


[Released May 7, 2014]

The seizing of the Chinese fishing boat, carrying large numbers of endangered species, and the apprehension of its crew by the Philippine National Police Maritime Group Special Boat Unit were undertaken as actions to enforce maritime laws and to uphold Philippine sovereign rights over its EEZ.

Relevant authorities in Palawan will address this case in a just, humane and expeditious manner.

MANILA - Philippine National Police officials say authorities have arrested a group of fishermen in a Chinese vessel in contested waters of the South China Sea.

Philippine National Police Maritime Group Chief Noel Vargas says officers of his unit in Palawan province arrested Chinese and Filipino fishermen Wednesday at Half-Moon Shoal.

"There are locals, the Filipino fishermen involved and there is a fishing boat with a Chinese crew also involved,. So the PNP team apprehended this crew together with the boats."

Vargas says both the Philippine and Chinese vessels had close to 500 sea turtles in them. Catching sea turtles is banned in the Philippines.

Vargas says the 15 people arrested would be charged once they arrived in Palawan province. He says the trip back to Palawan is taking longer than expected because one of the vessels "is broken" and needs to be towed. Vargas says details are still sketchy on the circumstances that led to their arrest.
