Chinese Coast Guard harassed Kalayaan officials visiting BRP Sierra Madre

In a special report from ABS-CBN News website, Officials from the Kalayaan Municipal Office were harassed by the Chinese Coast Guard. This incident occurred August 1 when they visited BRP Sierra Madre in Ayungin Shoal to bring supplies to troops deployed on the said ship.

The said China Coast Guard vessel is CCG vessel #3111 a 70-meter surveillance ship.

Hai Jing 3111 (formerly Hai Jian 9020), launched on 27 November 2012. Built by Guangzhou Huangpu Shipbuilding Co., Ltd. is a 1,000 tonne Type III (2012-14) patrol vessel reported to be about 70 meters long and have a sailing endurance of 5,000 nautical miles.

She gave it a try and the Philippine military chief humored her.
A Chinese television reporter joined Manila defense reporters in an ambush interview with Armed Forces of the Philippines (AFP) chief General Gregorio Pio Catapang Jr on Thursday, August 14.

She asked: "When is your next resupply mission to Ayungin [Shoal] and how do you plan to outsmart the Chinese vessels?

A smiling Catapang replied: "In order to outsmart the Chinese, we will not announce the date we plan to do it. We’ll just do it first and announce it later."

The general, the military officers, and the journalists – including the Chinese reporter – had a good laugh. (snipped)......

Kalayaan Mayor also experienced harassment from China

Kalayaan Mayor Eugenio Bito-onon Jr. also experienced harassment from Chinese Coast Guard. Kalayaan Municipality governs the residents of Kalayaan (Spratly) group of Islands. Its town hall is located at Pagasa Island.


"We were on our way to Ayungin Shoal when a Chinese Coast Guard vessel with body number CCG 3111 tried to block our path and stopped in front of us that we almost collided with them. It was a dangerous and irresponsible maneuver. It was already dark when it happened last Aug. 1 and the sea was very turbulent. Anything could have happened to us if we were not able to maneuver because they were just about 50 meters right in front of our boat,"

Department of Foreign Affairs will include this incident to its diplomatic protest to China. The protest will be expressed through note verbal via Chinese Embassy this week.

Ayungin defenders in daily eyeball with Chinese

The Marines deployed at Ayungin Shoal are becoming familiar with the Chinese coast guard vessel encircling their position in the area being claimed by Beijing as an integral part of its maritime domain.

The Chinese vessel, if not guarding the southern entrance to the shoal, usually takes position a few kilometers from the grounded BRP Sierra Madre on the western side of the 17-kilometer-long, seven-kilometer-wide strategic outcrop that China is trying to wrest control of.

"Frequently, we eyeball each other through our respective binoculars during our routine monitoring to keep an eye on each other's movements and activities," Cpl. Roland Wong told The STAR earlier this month.

Wong, whose father is Chinese, and the rest of the members of the Marine contingent under the command of Marine 2Lt Salacudin Magedia, are the latest batch of mainland Palawan-based Marine Battalion Landing Team 12 (MBLT-12) deployed to guard and protect the country’s sovereign rights in Ayungin Shoal.

He added that on several occasions, he saw through his binoculars several sailors on the Chinese vessel also training their telescopes on the BRP Sierra Madre outpost.

So as not to increase tension, Wong said he and the rest of the contingent, in a non-provocative action, would simply give the thumbs-up sign, and the Chinese would reply with the same hand gesture.

At least, in doing this, peace is maintained in the area instead of adding to the prevailing security concerns in the area, said Wong, father of an eight-month-old baby with his Bacolod City-based teacher wife.

Born to a Chinese father and Filipina mother who used to work in Binondo, Wong said their non-provocative actions in dealing with the Chinese should not be interpreted as a sign of weakness or that they’re afraid of their already regular albeit unwelcome visitors.

"Our mission here is to safeguard and protect the country's sovereignty and we are always ready for any eventuality. We are going to protect this area at all costs. We are not going to yield this," Wong declared, with his colleagues expressing agreement.

Philippines relies on 'wreck' to keep its outpost against China in Spratly Islands

SPRATLY ISLANDS - A rusting World War II-era hulk is all that is stopping China from seizing a vital reef in the Spratly Islands in the South China Sea. The 70-year-old dilapidated vessel, Sierra Madre, was built to land U.S. tanks. Now it is covered in holes and rust, and it is just a matter of time before it becomes a shipwreck proper.

And that is what China is apparently counting on. Chinese patrol vessels maintain constant surveillance to stop other boats from approaching the shoal.


"Unless it is properly maintained soon, I would not be surprised if it broke apart in five years," said a 31-year-old officer with the Philippine Marines who was posted to the ship until the end of March.

"Once the ship disintegrates and becomes just a wreck, China will probably move fast to take hold of the reef," said a diplomat.

China, which has been flexing its military muscle in recent years to expand its maritime presence, is ratcheting up pressure at this particular site. But Ayungin Shoal is the only spot that is constantly exposed to the surveillance activities of Chinese patrol vessels. Although boats approaching the shoal are blocked, they can reach other areas of the islands without difficulty.

Even though the Philippine military has plans to make the Sierra Madre ship-shape again, China is obstructing the approach of Filipino vessels to the shoal. It is as if Beijing is just waiting for the ship to give way.



China began deploying a fleet of vessels near the shoal in April last year to keep other ships away.

- When the fishing boat I took to reach Ayungin Shoal was within 16 kilometers of the destination on the evening of Aug. 1, China's Maritime Police Bureau vessel No. 3111 was visible near the horizon. Although it showed no signs of moving initially, it turned course and headed toward us at full speed as the sun was going down.

- The fishing boat moved through the choppy waters at 6 knots (about 11 km an hour). But it was no match for the Chinese vessel, which sped along at 37 knots. After 10 minutes or so, it came to a halt in front of the bow and shone a bright search light and sounded a loud warning to move away. In fear of being rammed, we held on to pillars and other supports after hurriedly putting on life jackets.

- The chase ended when the Chinese ship was about 50 meters from the fishing boat. It apparently could not move toward us as our fishing boat was able to traverse the shallow waters at the shoal.


"Although I have been harassed by Chinese vessels many times in the past, I was more tense this time because I feared our boat might be sunk," said Eugenio Bito-onon, mayor of the island town of Kalayaan.

This what happens to Countries like ours who doesn't have a BIG Stick to pull.

Now you see the repercussions because of those cancelled interim plans, not filling the gaps first before starting CUP AFP Modernization plan..

-PAF F-5 replacements (at least manlamang)
-they could have easily acquired AA- AS Missile systems for PF-15, 16s, PS-35,36,37 and 38 at least, easy install like, Mistral Simbad, Sadral, not even the MANPAD version, Brahmos, Harpoon, Haeysung, Gabriel etc.

These are cheaper quicker to buy options in order to have instant teeth as first priority to fill gaps and can deal with the threat in WPS, to act us repellent, while plans on CUP are taking place.

It's a NO Brainer!

Using wooden fishing boats and other small craft, the navy has run the gauntlet of the Chinese coastguard to move cement, steel, cabling and welding equipment to the BRP Sierra Madre since late last year, two navy officers who have been inside the vessel told Reuters in recent interviews.

"We know China has been waiting for the ship to disintegrate but we are doing everything to hold it together," said one of the officers, adding that while the work was progressing slowly, it should be finished by the year-end. The other naval officer said welding was being done at night because of the heat. Concrete foundations were being laid inside the ship's hull to try to stabilise it, he added.

A Philippine general familiar with the repairs told Reuters the ship's hull and deck were being strengthened, and air-conditioning units added.

"We are improving the living quarters inside, to make life for our soldiers more comfortable," he said, declining to give further details about the repairs or be identified.
