Earlier this week, the Indonesian defense minister said that the country would boost its defenses near the South China Sea in anticipation of future threats.

Defense Minister Ryamizard Ryacudu said that Indonesia will equip the Natuna islands near the South China Sea with a port and extend its military air base runway so that it can accommodate more planes. He also added that more jet fighters would be stationed at the Ranai military air base in Natuna.

“We are not in a war situation, but the South China Sea is very close to us,” Ryamizard added. “We have to be prepared. Our weapon systems are good, but we need to add more so that we don’t need to worry all the time.”

To close observers, Ryamizard’s comments are consistent with Indonesia’s general approach to South China Sea disputes. As I have written before, while Indonesia is not a claimant, Jakarta has long been concerned that a portion of the surrounding waters of its resource-rich Natuna islands overlaps with China’s expansive nine-dash line claim (See: “Natuna is Indonesian, Not Chinese: Jokowi Adviser”).

Indonesia says could also take China to court over South China Sea



Indonesia could take China before an international court if Beijing's claim to the majority of the South China Sea and part of Indonesian territory is not resolved through dialogue, Indonesia's security chief said on Wednesday.

Indonesia believes China's claim over parts of the Natuna islands has no legal basis.

"We are working very hard on this. We are trying to approach the Chinese," Luhut Panjaitan told reporters. "We would like to see a solution on this in the near future through dialogue, or we could bring it to the International Criminal Court."

Although he specified the International Criminal Court, which deals with "the most serious crimes of concern to the international community" such as war crimes, it would appear he meant an international tribunal, such as the Permanent Court of Arbitration.

"We don’t want to see any power projection in this area. We would like a peaceful solution by promoting dialogue. The nine-dash line is a problem we are facing, but not only us. It also directly (impacts) the interests of Malaysia, Brunei, Vietnam and the Philippines."

A top Indonesian official recently said his country was seeking clarification on the extent of Chinese claims to the South China Sea – and could take China to international court if that clarity isn’t forthcoming. Luhut Pandjaitan, the chief of staff to Indonesian President Joko Widodo as well as Jakarta’s coordinating minister for political, legal, and security affairs, made the comments on Wednesday.

According to Reuters, Panjaitan called China’s “nine-dash line,” which claims most of the South China Sea for Beijing, “a problem we are facing,” saying that “we don’t want to see any power projection in this area.” It’s not only a problem for Indonesia, either – the nine-dash line “also directly (impacts) the interests of Malaysia, Brunei, Vietnam, and the Philippines,” Panjaitan added.

“We are working very hard on this. We are trying to approach the Chinese,” Panjaitan said. “We would like to see a solution on this in the near future through dialogue, or we could bring it to the International Criminal Court.”

As my colleague Prashanth Parameswaran has explained before, Indonesia walks a fine line when it comes to the South China Sea disputes. On one hand, Jakarta is not a claimant to any of the disputed features in the South China Sea, so it positions itself as a neutral party (and potential mediator). However, Indonesia is also concerned about depictions of China’s nine-dash line that would seem to indicate Beijing claims waters that are part of Indonesia’s exclusive economic zone (specifically, the EEZ generated by the Natuna Islands, located in the southwest corner of China’s nine-dash line). Jakarta has tried numerous times to get China to clarify its claims, but so far Beijing has stuck to purposeful ambiguity as to the extent and meaning of the nine-dash line.

The Philippines lead to go to court and the recent decision that they have jurisdiction is now making waves (for the lack of a better term). Now, other claimant countries are strongly considering going to court now that they know that the court has jurisdiction.

This week Indonesia indicated it too may take China to the international court over its own case of conflicting claims to the Natuna islands.

Next time, the Indonesian navy and coast guard should make a target practice of apprehended fishing boats. If it didn't sink, they can radio the Chinese coast guard to tow away their floating junk.

imo, everybody should be aware that china cannot be trusted. they will take everything they want. but this is good news for us, indonesia will have no choice now and this shows that china is a traitor and is very greedy even at the expense of its "friends". if you have a friend like that who needs enemies???
