The Ph should also explore the feasibility of using special forces to complement the few fighters and frigates. If fighters and frigates are not available or are not able to launch a strike, the special forces might be used to raid during the opening stages the PLA facilities on the reclaimed areas to either disable them or to hold on to them long enough to impair air and naval activities.

LIMA, Peru - China's President Xi Jinping, in separate meetings with the leaders of the Philippines and Vietnam, said disputes over the South China Sea should be resolved bilaterally, state media reported on Sunday.

The comments underscore Beijing's opposition to involving other countries or international organizations in the maritime territorial dispute, where claimants to the waters also include Malaysia, Brunei and Taiwan.

Experts say China prefers a 'divide and conquer' tactic over allowing its opponents to group together.

Beijing has also repeatedly blamed the United States for stirring up trouble in the South China Sea, and opposes an arbitration tribunal's July ruling in favor of the Philippines, rejecting China's claims to economic rights across large swathes of the waters.

China has been thinking of means to grant Philippine fishing vessels access to the island's waters since President Rodrigo Duterte visited Beijing in October, said Wu Shicun, head of government-run National Institute for South China Sea Studies.

"A wholesale bilateral fishing industry deal is still being discussed, an agreement has not yet been reached," Wu said at a forum in Beijing.

If Du30 accepts this deal, it is simply implying he is surrendering the ownership to Chinese, and that PH is seeking PASS. This is totally unacceptable. Chinese has no right to decide to the internationally-recognized ownership of PH to Scarborough Shoal.

Del Rosario warned that three recent positions taken by the government, based on pronouncements by President Rodrigo Duterte, could set back hard-won gains by the Philippines in batting for a rules-based solution in order to safeguard its maritime rights, especially given recent reports of China's moves to militarize several of the disputed islands.

Del Rosario noted three key pronouncements by Duterte, followed up by DFA Secretary Perfecto Yasay:

MANILA, Philippines - The Philippines, seeking to improve relations with China, hopes a long-delayed framework for a Code of Conduct (COC) in the disputed South China Sea will be completed by the middle of this year, its foreign minister said on Wednesday.

Foreign Affairs Secretary Perfecto Yasay said the code would help de-escalate tension in the waters, where China has started militarizing artificial islands built after the Philippines filed an arbitration case against Beijing in The Hague.

The tribunal ruled last year in Manila's favor, rejecting China's claims to the waterway. But the ruling will not be on the agenda of this year's Association of Southeast Asian Nations (ASEAN) summit, a Philippine official said last week.

MANILA, Philippines - The Philippines is deferring plans to repair and upgrade features it occupies in the disputed South China Sea, the country's military chiefs said on Thursday, to avoid provoking China while the two traditional foes seek to bury the hatchet.

The Philippines would continue to observe a moratorium on construction in the Spratly islands that it adopted while an international tribunal handled an arbitration case it lodged against Beijing in 2013.

Even though a ruling handed down in July last year went in favor of the Philippines, its military top brass felt the timing was not right to start upgrades.

The decision to defer upgrades was to avoid "any aggressive action in the West Philippine Sea," Military chief General Eduardo Ano told a news conference at an army base, using the name by which the Philippines refers to the South China Sea.
