FYI: The mentality or SOP in Scarborough Shoal and other nearby areas were simply to "fire warning shots", "blow up any illegal structures", to deter, any would be intruders in these areas, from Ramos, Erap to GMA, it all changed to "Passive" after the Aquino Govt. took over. NO HARASSMENTS compared to what's happening right now, on any of PH Assets in KIG.

‘Trilateral cooperation’ pushed to settle South China Sea row
March 9, 2016
By ELENA L. ABEN, REUTERS, ASSOCIATED PRESS
A senior US military official yesterday pushed for “trilateral cooperation” among the Philippines, United States, and Japan, particularly in the areas of defense and security in order to ensure that they preserve peace and stability in the region.
US 7th Fleet Commander Vice Adm. Joseph Aucoin, during a meeting with the Philippine Navy and the Japan Maritime Self-Defense Force (JMSDF) held last March 5 aboard the command ship USS Blue Ridge (LCC 19) while docked in Manila said: “the peace and stability in this region really depends on the unified efforts of our countries.”
China’s foreign minister, however, took a hard line Tuesday on the country’s claims to virtually all the South China Sea, saying Beijing won’t permit other nations to infringe on what it considers its sovereign rights in the strategically vital area.

China vows firm opposition if PH poses challenge at sea by Roy Mabasa March 11, 2016 Beijing has warned that if the Philippines is meant to challenge China’s sovereignty and security interests in the South China Sea, it will be met with “firm opposition” from the Chinese government.
The warning was issued by Chinese Foreign Ministry Spokesperson Hong Lei following reports that the Aquino government is planning to lease from Japan five aircraft to help patrol the disputed areas of the South China Sea as part of efforts to protect Philippine territory.
At the same time, Hong reiterated during a press briefing held in Beijing last Thursday, a transcript of which was posted in the official website of the Chinese Embassy in Manila, that Japan is not a party related to the South China Sea dispute. (...SNIPPED)

Amid sea disputes, China to set up int’l maritime judicial center by Reuters March 14, 2016
Beijing, China — China plans to set up an “international maritime judicial center” to help protect the country’s sovereignty and rights at sea, its top judge said yesterday.
Giving a work report at the annual meeting of China’s largely rubber-stamp parliament, chief justice Zhou Qiang said courts across China were working to implement the national strategy of building China into a “maritime power.”
“(We) must resolutely safeguard China’s national sovereignty, maritime rights and other core interests,” he said. “(We) must improve the work of maritime courts and build an international maritime judicial center.”

In 2014, the Philippines has finally filed a case challenging China’s grand territorial claims in the West Philippine Sea before the United Nations at the Hague. While a long time coming, Filipino officials were widely believed to have been further encouraged into filing the case by the signing of the Enhanced Defense Cooperation Agreement with the United states that happened in the same year. The case might lead to permanent estrangement with the People’s Republic of China, and the increase in chances of economic sanctions, such as when China blocked banana shipments from the Philippines last 2012 due to suspected pests and destroyed them outright early 2016, and military confrontations, as with the close calls during the 2012 Scarborough Standoff. Even if the Philippines wins the case, there is not a single mechanism that will ensure that China will adhere the outcome of the arbitration. International law is only binding on states who agreed to be bound. From the beginning, China has made known its intentions to refuse international arbitration regarding the issue, preferring one on one talks with the parties concerned. As things stand, international public opinion and unenforceable legality seem to be the only things that the Philippines will gain from the entire arbitration process.

1. the purchase of interim platforms that can fight such as maestrale frigate or 2nd hand jet fighters in favor of brand-new platforms set back the AFP a good number of years as far as offensive missile capability. the maestrale purchase was proposed back in 2012 and the brand-new frigate substitute wont be ready till ? 2. the other interim platform purchase of Del Pilar class WHECs are until now not equipped with missiles, and we will soon have 3 or 4 of the Del Pilar class way before the brand new frigates arrive. At the very least , plans should have already gone to the project bidding stage for missile acquisition for the del pilar class. 3. the often-stated public announcements that we will not go to war with the bully is another blunder that an experienced poker player will laugh at as it is like laying all your cards on the table to let you enemy know what you have. 4. Yes we purchased 12 interim FA-50s(only 2 delivered so far) but they still do not have missiles, and even the purchase of 20mm bullets for the aircraft guns is still at the project stage. 5. The shore-based missile system was cancelled by the army in favor of helmets. 6. The ITLOS tribunal will announce soon as early as next month, May 2016, what our rightful maritime areas are, and yet what physical preparations have we made to enforce the ruling ? I know verbal preparations are ready already :)

CHINA said it would initiate “friendly consultations” with neighboring countries to avoid confrontations over fishing activities in disputed portions of the South China Sea, but the Philippines said it would await the ruling of an international tribunal on China’s maritime claims.
The Philippines awaits the ruling of the Permanent Court of Arbitration (PCA) in The Hague in the coming weeks, after questioning China’s massive territorial claims in the South China Sea.

In its latest move, Chinese foreign ministry spokesperson Lu Kang said confrontations between Chinese fishermen and those from the Philippines, Malaysia, Vietnam and Taiwan could be avoided through “friendly consultations.”

We must remember as a matter of fact, and not a selfish opinion, that the last time we talk to China was regarding the mutual withdrawal of forces in the Scarborough Shoal. To which we complied and China made history by effectively seizing it.
I say just remember... its not a matter of a pity view.

Philippine diplomat to China: Don't turn shoal into island By Jim Gomez (Associated Press) | Updated April 13, 2016 - 8:47am
MANILA, Philippines — A Philippine diplomat warned Tuesday that any Chinese move to turn a disputed shoal, where the U.S. Navy recently spotted a suspected Chinese survey ship, into an island will escalate the disputes in the South China Sea and asked Washington to convince Beijing not to take that "very provocative" step.
Philippine Ambassador to Washington Jose Cuisia Jr. told a news conference in Manila that a senior U.S. Navy official reported spotting a suspected Chinese survey ship in the Scarborough Shoal a few weeks ago and expressed concern about its presence in the disputed offshore area.
