Chinese ship spotted near Pag-asa Island during Apec | inquirer - November 19th, 2015

A Chinese Coast Guard vessel was spotted near the Philippine-occupied Pag-asa Island (Thitu) in the Spratlys in the South China Sea where it stayed for several days, its town mayor said.

Meanwhile, the Chinese Coast Guard vessel with bow number 2305 was four miles southwest from the shore and stayed there for nine days. As of noontime of Nov. 17, it had already left. It was spotted on that morning, and the island’s administrator was able to take photos.

BEIJING, Nov. 24 (Xinhua) - China is to build new civilian facilities on some islands and reefs of the South China Sea, said a Foreign Ministry spokesperson here on Tuesday.

"This is aimed at fulfilling China's international responsibility and offer better public goods and service for countries in the region," said spokesperson Hong Lei at a routine press briefing.

He said China will build necessary defense facilities on some islands, adding the construction will be moderate and has nothing to do with militarization.

"The construction will not target any country nor impede navigation and overflight freedom enjoyed by other countries in accordance with international law," Hong added.

(Bloomberg) — A debate in China’s foreign ministry on how to respond — or whether to respond — to a court case over the disputed South China Sea highlights how tensions over policy are complicating President Xi Jinping’s efforts to project the country as a responsible power.

China is boycotting arbitration hearings brought by the Philippines in The Hague that are heading to a conclusion next year, saying it doesn’t recognize the court’s jurisdiction. That fits its approach of dealing with disputes on a state-to-state basis, rather than through courts or international groupings, but its absence means there is no counter-argument to the Philippines’ case.

While there was an internal discussion about whether to have a presence when the hearings started last month, international law experts were unable to assure policy makers of absolute success in defending China’s territorial claims, according to two people familiar with the matter.

The Philippines has protested China’s flight tests over a Manila-claimed reef in the South China Sea, highlighting continuing animosity between the two Asian neighbors.

Foreign Affairs spokesman Charles Jose said the First Secretary of the Chinese Embassy in Manila was summoned on Jan. 8 to the department to receive the protest which was contained in a diplomatic note.

It was only on Wednesday that the DFA announced the protest was filed last week.

Manila's note verbale was officially forwarded by the DFA on January 8 to the First Secretary of the Chinese Embassy; however, the Chinese diplomat quickly responded that China is not violating any laws as it has indisputable sovereignty in the South China Sea. In short, "China simply repeated that of course, they have indisputable sovereignty and it's within their rights," said Assistant Secretary Charles Jose in an interview. Asked if that is a clear manifestation of rejection, Jose replied, "ah yes!"

CAAP team accuses Chinese Navy of harassment on Pag-asa Island

commercial flights passing through the West Philippine Sea will be constructed."




A technical group from the Civil Aviation Authority of the Philippines (CAAP) has experienced alleged harassment from Chinese military in the Philippine-claimed Pag-asa Island in the West Philippine Sea.

A report on "Balitanghali" on Monday said the team was on board a Cessna plane and was about to land on the island when it received a message from the Chinese Navy discouraging them from landing.

According to the report, the exact message of the Chinese Navy was: "Foreign military aircraft this is the Chinese Navy, you are threatening the security of our station."

The report said the pilot of the Cessna plane ignored the message and landed the plane. It also said the Chinese Navy did not threaten to shoot the team.

MANILA (Reuters) - The Philippines plans to install a $1-million satellite-based system to track commercial flights over the disputed South China Sea.

Rodante Joya, deputy director-general of the Civil Aviation Authority of the Philippines said the Philippines would install the 50-million-peso ($1.05-million) surveillance system on the island of Thitu, calling it by its Philippine name of Pagasa, to track about 200 commercial flights through the area each day.

The area in the South China Sea is among the blind spots in the Philippines' airspace, he added.

The Philippine civil aviation agency has limited radar coverage and the military is expected to sign a deal this year for three aerial radars to detect airspace intrusions as far as 250 miles (402 km) away, beyond the exclusive economic zone.

Joya said the agency was waiting for approval from security and foreign affairs officials as the tracking system, or Automatic Dependent Surveillance-Broadcast System, as it is called, is to be located on a military base in a disputed area.

Seven civil aviation radar stations will also be added, he said.

Philippines plans flight-tracking system in disputed sea

The Philippines said Monday it would install a civilian flight-tracking system in the disputed South China Sea after China landed several aircraft on one of its man-made islands in the potential flashpoint region.

The automatic dependent surveillance-broadcast (ADS-B) machine, which detects aircraft positions using satellite signals, will be operational by November on Pagasa island, said Rodante Joya, acting director of the Civil Aviation Authority of the Philippines (CAAP).

The Pagasa surveillance system was part of a broader 10-billion-peso ($209 million) effort to expand the country's commercial flight radar coverage to 80 percent from the current 30 percent.

"Our objective is to track all commercial flights passing over our airspace," Joya said, adding the radars would not be used to monitor military aircraft.
