MANILA - Malacañang on Wednesday reiterated its stand of pursuing the diplomatic and legal tracks in resolving its dispute with China over the West Philippine Sea (South China Sea).

This, even after new satellite images showed that China appears to be building a a third airstrip on the disputed Mischief Reef in the Spratly islands, similar to Beijing's reclamation work on Subi Reef and Fiery Cross Reef.

"Our approach to the situation in the West Philippine Sea, that is to go through the arbitration track, and to go through the diplomatic track," presidential spokesperson Edwin Lacierda said

INFANTA, Pangasinan – A group of Filipino fishermen here yesterday asked the United Nations to stop the Chinese Coast Guard’s human rights violations against them as they were deprived of fishing near the disputed Panatag (Scarborough) Shoal.

The fishermen, represented by lawyers Harry Roque and Gilbert Andres, filed the 27-page petition before the UN High Commissioner for Human Rights in Geneva, Switzerland.

The petition, signed by 30 fishermen from Barangay Cato, was sent through e-mail to Zeid Ra’Ad Al Hussein, UN High Commissioner for Human Rights; Hilal Elver, UN Special Rapporteur on the Right to Food, and Idriss Jazairy, UN Special Rapporteur on the Negative Impact of the Unilateral Coercive Measures on Human Rights.

Interview: A Philippine Perspective from the Middle of the South China Sea

Eugenio “Jun” Bito-onon is the mayor of Kalayaan municipality, which comprises six islets controlled by the Philippines in the disputed Spratly Islands in the South China Sea, the islands are claimed by several other countries including China. These islets include Pag-asa Island, which houses nearly 200 inhabitants. During his recent visit to Washington, D.C., Bito-onon spoke with The Diplomat’s associate editor Prashanth Parameswaran about his perspective on the South China Sea. China suggests joint drills with ASEAN in South China Sea
China's defense minister said that China-ASEAN joint drills would support stability and reduce conflict.

BEIJING, Oct. 16 (UPI) - China took a different approach to disputes in the South China Sea on Friday, by suggesting joint naval drills with Southeast Asian nations.

Chinese Defense Minister Chang Wanquan told a gathering of ASEAN defense ministers Beijing would be open to cooperation, and that the drills would be for "maritime rescues and disaster relief," the BBC reported.

Chang said that China-ASEAN joint drills would support stability and reduce conflict, TIME reported.

"At present the regional situation is generally stable, but there are obvious downward economic pressures and non-traditional security challenges are increasing," Chang said, in a statement that suggested the exercises would serve as a preventative measure.

BEIJING (Reuters) - China will never "recklessly" resort to the use of force in the South China Sea, a senior Chinese general said on Saturday, amid tensions over Beijing's building of islands in the disputed waters.

China's relations with several Southeast Asian countries, especially the Philippines and Vietnam, have been strained over Beijing's increasingly assertive tone on territorial claims in the South China Sea.

Beijing's move last year to step up the creation of artificial islands, which it says are mostly for civilian purposes, has drawn strong criticism from Washington.

Doubtful if the Philippines can get back the islets and shoals / reefs which was converted to artificial islands by China, even if the United Nation's Permanent Court of Arbitration decide against China. The best way and prudent action to do now is our government and the patriotic and nationalistic Filipino people to strengthened the defense assets, secure and defend our remaining possession in Kalayaan Islands Group as encircled in the below map

MANILA — China's top diplomat asked the Philippines yesterday not to raise contentious issues — an obvious reference to the Asian neighbors' territorial spats — in an annual economic summit of Asia-Pacific leaders in Manila next week, a Filipino official said.

Chinese Foreign Minister Wang Yi's request, relayed to his Philippine counterpart Albert del Rosario during talks in Manila, underscored Beijing's objection to any effort to bring the long-raging disputes to an international arena, where rivals like Washington could use it to criticize Beijing.

Non-inclusion of the thorny topic would also shield Chinese President Xi Jinping, who is expected to attend the Nov. 18-19 Asia-Pacific Economic Cooperation forum in Manila, from a potentially embarrassing confrontation.

Fresh off the Chinese president’s tours of Vietnam and Singapore last week, China’s Foreign Ministry had another announcement on Monday: Xi Jinping also plans to attend the upcoming Asia-Pacific Economic Cooperation (APEC) leaders’ summit, to be held November 18-19 in the Philippines. That will bring Xi into the lion’s den, so to speak. Manila has been one of the most outspoken critics of China’s moves in the South China Sea, even filing a case against China in an international arbitral tribunal. It’s another indication that China is trying to mend frayed relationship with ASEAN states, even as Xi shows no sign of changing his country’s approach to the maritime disputes in the South China Sea.

Tensions between China and the Philippines are especially high. Philippine President Benigno Aquino hasn’t met with Xi since last year’s APEC summit in Beijing, when the two had a brief encounter on the sidelines of the summit. According to Marciano Paynor, the head of the Philippines’ APEC organizing committee, an official bilateral meeting between the two leaders has not yet been scheduled, but they are expected to meet.

China, however, hopes that Xi won’t face questions or criticism about the South China Sea issue at the APEC summit. Vice Foreign Minister Li Baodong, who gave a press conference on Xi’s attendance at the APEC summit, said that “as far as I know, at this year’s summit, there are no plans to discuss the South China Sea.”

What has been largely overlooked in the conversation to date around China’s campaign of dredging and construction in the disputed Spratly Islands in the South China Sea is the necessary synthesis between the geopolitical and environmental aspects of the issue.

In recent months, U.S. Navy patrols in the South China Sea and denouncements from high-ranking U.S. officials have brought international attention to the troubling security implications of China’s actions.

A secondary line of reporting across the English-speaking world has also emphasized the ecological damage this artificial island-building is causing to a large system of coral reefs, with high-resolution satellite data illustrating the extent and pace of the damage.
