MANILA, Philippines - A Chinese warship chased and tailed, in a provocative manner, the utility boat of Kalayaan island town with 147 civilian passengers, including the group of re-elected Mayor Eugenio Bito-onon, while sailing back to Palawan from Pag-Asa Island in the hotly-contested Spratly region.Bito-onon said the Chinese warship coming from the east side area of Ayungin Reef, used its powerful floodlights while chasing and tailing M/T Queen Seagull early Thursday.


Steel-hulled boat to enhance travel on Kalayaan Island

MANILA, Philippines - Unmindful of China's continuing infrastructure development on Subi Reef, the municipal government of Kalayaan Island will acquire a steel-hulled ship to enhance the transport needs of its residents and tourists.

Kalayaan Mayor Eugenio Bito-onon Jr. said P10 million has been allocated for the acquisition of the vessel to address travel demands to and from the island town.

Located in the middle of the disputed territory, Kalayaan town has drawn interest not only among Filipinos but also foreign tourists. Last week several groups of local and foreign tourists visited the island aboard a military cargo plane.

For the past two years, several governments, corporations, and academics from across the Asia-Pacific region have repeatedly asked me about a single issue: Whether the departure of President Benigno Aquino could usher in a new type of bilateral relationship with China. In the coming months, the Philippines will enter the election season, and as candidates from varying political persuasions jostle for the top office, such speculative question will gain more currency.

Some people have even suggested that the Aquino administration should be primarily blamed for the sorry state of bilateral relations with Beijing, notwithstanding the strategic implications of China’s aggressive pursuit of its territorial claims in the South China Sea. Even in the Philippines, where majority (57% in one survey) of the population holds favorable views towards the incumbent leader, some sensationalist columnists have gone so far as outrageously claiming that Aquino is to be entirely blamed for China’s massive reclamation activities and growing assertiveness across the Western Pacific.

I won’t be surprised if the leadership in Beijing is simply waiting for a new government in Manila before exploring the possibility for more substantive dialogue. Indeed, one can sense that China is waiting for someone it thinks it can deal with, and they have simply concluded that Aquino is not that person.

MANILA - The Philippines insisted on taking the multilateral approach in dealing with its maritime row with China.

This was Communications Secretary Sonny Coloma's response to a reported proposal of Senator Panfilo Lacson for the government to pursue bilateral talks with China without giving up sovereignty.

The Palace justified the multilateral approach, saying there are more than two countries involved in the disputes.

all the people power revolts were mostly initiated and led by the educated, middle and upper classes. As most of you know, a big majority of these social classes abhor binay. The Armed forces is expected to turn against him notwithstanding the "civilian supremacy" principle in our governments if he will go down the foolish road of negotiating with the bully so we can definitely expect another people's power revolt as this is the first presidential candidate that is universally loathed by the middle and upper classes. unfortunately we will have to go down the road to cavalry again if the masses decide to vote for binay. As of now roxas just does not click at all with the masses - it would have been better to pit either duterte or poe against binay.
Remember the revolts against marcos, estrada and arroyo. The widespread use and availability of Social media and internet means it is now much easier to mobilize mass actions and revolt against leaders who do the wrong things against our country.

MANILA - The Philippines lags behind three other claimants in a maritime dispute in the West Philippine Sea, according to a report released by the Japanese military.

In a presentation released by the Japanese Ministry of Defense, Japan compared of military capabilities of China, the Philippines, Vietnam, and Malaysia, which are among the most active claimants in the sea dispute.

According to the presentation, "China's Activities in the South China Sea," The Philippines has the least number of warships at 80, while China has the most at 892. Malaysia has 208 warships, while Vietnam has 94.

What comes next in the Philippines’ South China Sea arbitration case?

The five-member tribunal hearing Manila’s case against Beijing’s South China Sea claims at the Permanent Court of Arbitration in The Hague held a hearing on preliminary jurisdiction and admissibility of claims from July 7 to 13. As expected, China did not participate or attend the hearings, which were closed to the public but observed by delegations from Indonesia, Japan, Malaysia, Thailand, and Vietnam. The tribunal’s decision to consider jurisdictional questions separate from the merits will likely delay a final ruling, though fears that it will push a decision back a year or more are likely overblown.

The court gave the Philippine legal team until July 23 to submit detailed written responses to the issues raised during the hearing on preliminary jurisdiction. Many of these are the same concerns that Beijing raised in its position paper published last December, which the court said it would consider as a submission in the case regardless of China’s insistence otherwise. The judges also gave China until August 17 to file any comments it might have on arguments made during the jurisdiction hearing.

In a July 13 statement, the tribunal said it would issue a ruling on preliminary jurisdiction “as soon as possible and expects to do so before the end of the year.” Paul Reichler, who heads up the Philippines’ legal team, was more specific, saying he expects a decision within 90 days. Given his considerable experience, it is safe to assume Reichler’s timeline is accurate, which means the court will likely rule on jurisdiction by late October. Beyond that point, the timeline for the case becomes a matter of debate.

While the increasing militarization of the South China Sea strains Asia-Pacific’s stability and security for the long term, the region’s humble fishing fleets pose more immediate, frequent, and less managed risks. If properly organized, however, those same fleets could offer one way to develop a culture of compromise and cooperation.

After running a controversial program of land reclamation in the South China Sea, China has recently started to build facilities on its artificial island outposts. Unsurprisingly, neighboring countries remain anxious about Beijing’s ultimate intentions, fearful especially of military threats.

But the more urgent concern – to China as much as to its Southeast Asian neighbors – is the likely emergence of even bolder maritime law enforcement and fishing fleets. The latter are ever-more aggressively chasing the South China Sea’s rich stocks of fish, which constitute ten per cent of the global catch.
