Massive reclamation by the Chinese is building all its muscle to poise a strike at owning Reed Bank and its resources... take a look at it, Mischief Reef is being developed as a forward naval base to counter any activity coming from PH, Massive build-up in Fiery Cross is Chinese Main base of operation along with its huge Oil and Natural Gas Processing plant that China can siphon from Reed bank while the Subi Reef will act as Watch Base and small naval detachment for reinforcement activity coming from Vietnam while keep the lanes open for support coming from Mainland China ....

Let us not forget the WPS dispute with China has deeper root causes.

Back in the day, we just arrest those chinese fisherman, confiscate their boats and hauls and send them back to china, our fisherman can freely fish in WPS, we had good relations with china economically, they engage in deals and bidding, aka the controversial NBN ZTE deal, North Rail, they even participate on attack helicopter bidding, they even donate construction equipment to our military, and they are willing to extract oil in WPS legally through our government, not until our great 2010 president took over, claimed it was all corrupt deal, they remove the china deal and replace their own oligarch local corporation for their benefits. Messed up the Quirino grand stand hostage crisis. So im not surprised why china is so aggressive now adays, our government is looking for a fight with its only fist is a lone old ill equipped coast guard ship. So brave, why didnt they done that on the Malaysia Sabah issue? its all about oil interest of their family corporations.
Modernization should prioritize:

Patrol Ships with air/sub/ship detection, fast & lightly armed for Navy.
Surface Attack Aircraft with anti ship/sub attack capability for Airforce.
SAM with Radars, Close AA battery capable of shooting ground targets too for Army.
This triangle defense will work together and protect us from external threats.

BEIJING (Reuters) - The United States and other countries will be welcome to use civilian facilities China is building in the South China Sea for search and rescue and weather forecasting "when conditions are right", China's navy chief has told a senior U.S. officer.

China claims 90 percent of the South China Sea, which is believed to be rich in oil and gas, with overlapping claims from Brunei, Malaysia, the Philippines, Vietnam and Taiwan.

Recent satellite images show China has made rapid progress in building an airstrip suitable for military use in the disputed Spratly Islands and may be planning another.

Those moves, along with other reclamations, have caused alarm around the region and in Washington too, with the issue dominating a summit of Southeast Asian leaders this week, to China's displeasure.

China's reclamation activities in disputed waters of the South China Sea (West Philippine Sea) damage the environment and violate international laws, international researchers said.

"Large-scale reclamation work in the South China Sea using living coral reefs as building material is causing severe environmental damage. It is also against international law," said Youna Lyons and Wong Hiu Fung.

Let's set the record straight. There is no argument over the choice between peace and war, but there is only one guaranteed way you can have peace - and you can have it in the next second - surrender.

Admittedly there is a risk in any course we follow other than this, but every lesson in history tells us that the greater risk lies in appeasement, and this is the specter our well-meaning liberal friends refuse to face - that their policy of accommodation is appeasement, and it gives no choice between peace and war, only between fight and surrender. If we continue to accommodate, continue to back and retreat, eventually we have to face the final demand--the ultimatum. And what then? When Nikita Khrushchev has told his people he knows what our answer will be? He has told them that we are retreating under the pressure of the Cold War, and someday when the time comes to deliver the ultimatum, our surrender will be voluntary because by that time we will have weakened from within spiritually, morally, and economically. He believes this because from our side he has heard voices pleading for "peace at any price" or "better Red than dead," or as one commentator put it, he would rather "live on his knees than die on his feet." And therein lies the road to war, because those voices don't speak for the rest of us. DND: China good in concocting stories

Says local governments, citizens should be involved
MANILA - The Philippine government should include local governments and citizens in the defense of the country’s territorial sovereignty, former Senator Leticia Ramos-Shahani said.

Ramos-Shahani slammed the purely “paper protest" tack that the government is using in response to Chinese aggression in the West Philippine Sea.

During a Senate hearing on Thursday, Ramos-Shahani – a former Department of Foreign Affairs (DFA) undersecretary – criticized the government's response to recent incidents involving the harassment of fishermen in the disputed waters.

MANILA - The Philippine Coast Guard revealed Thursday more details on China's aggressive reclamation works in disputed waters in the West Philippine Sea.

Speaking before a Senate hearing , Vice Admiral Alex Lopez, head of the Western Command, said seven areas in the West Philippine Sea have already undergone massive construction.

Those areas, previously submerged, now have six-storey buildings, a permanent pier and a runway.
