Survey Spratlys before it's too late, Philippines urged China's artificial islands in the South China Sea can 'make it impossible' to settle the Philippines' historic case against the Asian giant, a US-based analyst says Paterno Esmaquel II Sep 22, 2014 The Philippines should work with Vietnam in "accurately surveying" the Spratly Islands in the disputed South China Sea before China completes its artificial islands in the area, an analyst said. In an interview published by Deutsche Welle (READ: Beijing seeking to 'change facts' in South China Sea) on Friday, September 19, Center for Strategic and International Studies (CSIS) analyst Gregory Poling explained that these artificial islands can "make it more difficult, if not impossible" to settle the Philippines' case against China. "In the meantime, the one thing this should get Manila and Hanoi to do is make a concerted effort to short-circuit China's attempts to hide the real status of features by accurately surveying them now before further reclamation works make it impossible to determine their original geography." The Philippines claims parts of the South China Sea as the West Philippine Sea. Vietnam also says it owns parts of the disputed waters. (READ: Vietnam to Philippines: United, we will win). Poling, a Sumitro Chair for Southeast Asia Studies fellow at the Washington-based CSIS, made his suggestion as China continued its reclamation activities in the South China Sea. Philippine leader questions intent of China ships By MATTHEW PENNINGTON Associated Press - 13 hours ago NEW YORK (AP) - Philippine President Benigno Aquino III said Tuesday his nation will stick up for its territorial rights in the disputed South China Sea and voiced concern that a recent mission by two Chinese survey ships could presage an attempt to drill for oil there. In an interview with The Associated Press, Aquino said that all nations that ply the South China Sea, a major conduit for world trade, should also be concerned about intimidatory behavior by China, which claims most of resource-rich waters for itself. At Reed Bank, which lies about 80 miles from the southern Philippine island of Palawan, Aquino said China had sent two hydrographic ships in June. He said the Philippines was uncertain of their purpose, but wondered if China was planning to dispatch an oil rig that was sent earlier this year to waters claimed by Vietnam, causing a spike in tensions. He said perhaps China was just mapping terrain for its submarines. "What is clear is that there were two ships which were performing certain measurements in this feature which is part of the Philippines EEZ. At UN, Philippines slams China for 'dangerous, reckless, forceful' expansionist acts By: InterAksyon.com September 30, 2014 9:27 AM MANILA – Without mentioning China by name, the Philippines took the General Assembly podium on Monday (New York time) to accuse it of embarking on expansionist territorial claims that violate its rights. China builds another island in South China Sea James Hardy, London and Sean O'Connor, Indiana - IHS Jane's Defence Weekly 30 September 2014 ![]() Airbus Defence and Space imagery shows Chinese activity in Gaven Reefs in the Spratly Islands. China built an artificial island between March and August 2014. (CNES 2014, Distribution Astrium Services / Spot Image S.A / IHS) IHS Jane's has obtained satellite imagery that further illustrates the extent of China's building of new islands in the Spratly Islands. The latest image shows a new island on Gaven Reefs, known in the Philippines as the Burgos Reef, in Vietnam as Dá Ga Ven and Dá Lc and in China as Nanxun Jiao and Xinan Jiao. China previously built a concrete platform that sat above the reef on its western side. This structure was fortified and housed anti-air and naval gun systems, along with communications equipment. However, Airbus Defence and Space satellite imagery dated 31 March and 7 August 2014 shows that between these two dates a channel was cut out of the centre of Gaven Reefs and the resultant rubble deposited to create a rectangular island that is about 300 m by 250 m. Along with a spit that leads to the channel, about 114,000 m 2 of new land has been created. As with Johnson South and Cuateron reefs - other sites of recent Chinese reclamation in the Spratlys - workers have enclosed the island with a concrete sea wall. The dredging and reclamation were most likely carried out by Tian Jing Hao, a 6,017-tonne, 127 m-long cutter suction dredger that is believed to be the largest of its type in the Asia-Pacific region. IHS Jane's previously reported that Tian Jing Hao was present at Gaven Reefs from 24 May to 15 June 2014. Based on the 7 August image, construction of the island at Gaven Reefs has not progressed as far as that at Johnson South or Cuateron reefs. For example, there are no piers or roll-on/roll-off (ro-ro) docks or foundations for buildings at Gaven Reefs, although there are barracks, ISO containers and construction materials. The seawalls at Cuateron, Gaven and Johnson South reefs all suggest that plans to build airstrips at any of the sites are secondary to establishing the islands' structure before typhoon season in late summer to autumn. In previous land reclamation activities in the South China Sea, such as in the Paracel islands, China has been content to expand each feature's footprint gradually. We do have funds for the improvement of Pagasa airport, - but this is now held in abeyance because of the case we have filed in the international arbitration court. 'Phl stopped work on Pagasa airstrip' Christina Mendez (The Philippine Star) October 4, 2014 MANILA, Philippines - There is a Palace-ordered freeze in infrastructure work - including repairs - on military and air facilities on Pagasa Island, Defense Secretary Voltaire Gazmin said yesterday. The freeze, Gazmin told the Senate finance subcommittee, was meant to keep the Philippines on a "moral high ground" in its arbitration case against China regarding the latter's disputing Manila’s sovereignty over Pagasa and other land forms in the West Philippine Sea. "We got the specific instructions from the President to serve the status quo as stated by the legal opinion of attorney Batino. We do have funds for the improvement of, for example, the Pagasa airport but this is being held in abeyance because of the case that we have filed. It might affect the case that we have filed. However, the DND continues to perform mandates as much it can under these legal constraints, in maintaining awareness in the West Philippine Sea... in order to guide the DFA in the issuance of policies." - Voltair Gazmin, Defense Secretary Defense Undersecretary Pio Lorenzo Batino also heads the Philippine panel involved in the crafting of an Enhanced Development Cooperation Agreement (EDCA) with the United States. Batino told the Senate subcommittee that the government strategy was to exercise maximum restraint in dealing with the West Philippine Sea.
