MANILA - The Philippines intends to submit more ancient maps to the United Nations arbitral tribunal to strengthen its case against China's so-called Nine-Dash-Line map, the Foreign Affairs chief said on Thursday.

China has been claiming about 90 percent or the whole West Philippine Sea citing its nine-dash-line of its ancient map. "If you look at the historical maps and the maps you've seen here, for instance, Scarborough Shoal is very much a part of the Philippines," Del Rosario stressed.

Scarborough Shoal is more than 500 nautical miles from China's Hainan Island.

In an interview, Department of Foreign Affairs Secretary Albert del Rosario said that this office will hold several consultations to see if the Philippine side can add more evidence to the Merorial or the written argument that has been submitted on March 30, 2014.

CHINA REACTS TO INCREASE MILITARY SPENDING OF PH, JAPAN, VIETNAM

In a press conference conducted by Chinese Foreign Ministry, a journalist asked a topic regarding the increase in military spending of three countries involve in maritime spat with China.

"There is a review saying that countries like Japan, the Philippines and Vietnam have been increasing their military spending in recent years in response to China's growing military expenditure and expansion. Does China agree with this? Or are there any other reasons," the journalist asked.

Spokesperson Hua Chunyin answered:


"You mentioned that those countries expand their military in response to China's military expansion. There are several loopholes in this logic. China has reiterated that China is committed to a path of peaceful development and adopts a national defense policy that is defensive in its nature. Our national defense expenditure is transparent and moderate and meets our need to safeguard national security."

"You may find that it is not China who takes provocative and aggressive actions, but those countries you mentioned. We hope that relevant countries can view China's development with a correct attitude, work together with China and contribute positive energy to maintaining and promoting peace and stability in Asia."

not sure if all of you are aware of the squatter problems in the philippines , basically the bully is doing exactly what the illegal squatters are doing in the philippines. They move illegally into a piece of land, and unless the rightful owner physically removes them by force, they will stay on the land forever, and the squatters become the defactor owner.
the bully is betting that the small countries is not willing to spill blood so they are engaging in calculated risks. most of those reefs being reclaimed are outside the 200 mile EEZ of the philippines , one is at 205 miles away, although if my memory is right 1 is inside -about 180 miles , then there is mischief reef which is 150 miles approx. can anyone post here the approx miles away from palawan of this new artificial islands ??? the bully knows that they will for sure cross a red line within the 100 mile part of the EEZ, e.g. Reed back. the problem for the smaller countries is that the farther away into the EEZ , the more difficult it is to enforce. i believe the philippines is just waiting for iron-clad confirmation from ITLOS on its exact lines of EEZ before it will act more forcefully-

Philippines Wages 'Mapfare' Against China
With a new map exhibit, the Philippines tries to repudiate China's historical claims to South China Sea territories.

On Thursday, the Philippines took aim at China's capacious claim to almost the entirety of the South China Sea by exhibiting 60 ancient maps which it claims demonstrate that Beijing's territorial assertions are recent fabrications - not immutable historical facts. To borrow a term, it seems that The Philippines is playing China's "mapfare" game, fighting fire with fire. The Philippines and China have been engaged in a protracted dispute over islets and shoals in the South China Sea.

According to Reuters, the exhibit contained maps that demonstrate that "from the Song Dynasty in the year 960 until the end of the Qing Dynasty early in the 20th century, China's southernmost territory was always Hainan island, just off the Chinese coast."

The maps in the exhibit also note that the Scarborough Shoal - the most significant disputed territory between China and the Philippines - makes no appearances on maps prior to 1636. In maps published after that date, the shoal is shown as Filipino territory.

The exhibit takes aim at China's repeated claim that its territorial claims are based on historical fact. Philippines officials are trying to cast light upon what they perceive to be "historical lies," as Philippines Supreme Court Associate Justice Antonio Carpio put it. This exhibit also follows on the heels of China revealing its new official map earlier this summer - the same map in which it "upgraded" its dashed line claim to the South China Sea to include ten lines instead of nine.

With its recent actions, including its ARF proposal and its decision to take a case to a U.N. arbitrator in The Hague, the Philippines has made it amply clear that it takes its dispute with China quite seriously. However, unlike Vietnam, it has chosen not to meet Chinese provocations by investing in asymmetric military strategy or by building its naval capacity.

"Mapfare" may seem like an ineffective response to real, kinetic assertive moves by China in the South China Sea, but it plays in important role in defining the parameters of the Filipino government's narrative.

Additionally, it makes matters thornier for Beijing as it effectively means the Philippines is willing to play China's game.

It isn't defending its claim to these territories by means of the U.N. Convention on the Law of the Sea (UNCLOS), or international norms. It sends the message that Filipino officials reject China's historical justification for irredentism.

“It is in the interest of the international community to ensure that the rule of law is protected whenever confronted by forces that do not respect it. The international community must uphold the rule of law for the sake of global peace, security, and stability,” Aquino told Rajoy in their 30-minute meeting at the Palacio de la Moncloa here.

Gaoli was the keynote speaker at the 11th Caexpo trade and business fair for Asean countries. The summit was strategically held in this city, as it is located along the South China Sea.

This is just a bluff!

The Philippines should be extra careful not to bite this bait coming from China, for this is just part of their "delaying tactics" and might produce unwanted technicalities with regards to PH, ITLOS case against China.

There is an existing DoCC agreement already since 1997(?) but, China never followed the NORM, the rules and continued to disrespect it's neighbouring Countries Sovereignty with their illegal activities, intrusion violations, territorial grabbing etc. and so on...

IMO, I think it's much better to tell China, to face PH head on @ the UN/ ITLOS and answer our protests, to wait and accept, FOLLOW, whatever the final decisions/ ruling will be.. since the Philippines is the only ASEAN member that has cases filed against China.

THIS IS WHAT CHINA SHOULD BE WORKING ON..
So, technically, there isn't anything to talk about with regards to the DoCC, EXCEPT FOR CHINA TO STOP ALL THEIR ILLEGAL ACTIVITIES, LEARN TO OBSERVE and FOLLOW the RULES of DoCC, UN and the NORMs of the WORLD.

we have a surreal situation in the west philippine sea. who would have thought that another big power will be so brazen and bully weaker countries. Last time this happened was in World War 2. Even the soviet union during the cold war was civilized compared to this uncouth, crude bully.

one big reason is that the previous and current generation of bully leaders came from poor peasant stock who went through a lot of hardship and suddenly became rich. This, and coupled with their life experiences dealing with state internal enemies and power struggles within has taught them to believe that power, respect and privilege comes from the barrel of the gun. We are dealing here with bully leaders who have a limited, skewed view of reality amplified by a censored press that only promotes narrow interests of the bully leaders. This is different from the reality we perceive that is based on the free marketplace of ideas and freedom.
