of course he didnt have to openly contradict Ramos, but he could have written/spoken about some of what he has been saying now. You dont exactly hear all officials of this current administration speaking with one voice do you? He could even have just explained about the need for a better coast guard not only for better domain awareness but also for rescue in times of disasters, but as i recall he was pretty much silent about the matter back then. |

China hastening work on reclamation projects in disputed waters - DFA By Matikas Santos - INQUIRER.net Friday, August 29th, 2014 MANILA, Philippines - China is working double time on their reclamation projects in the South China Sea in order to complete their expansion agenda before the arbitration case is concluded, the Department of Foreign Affairs (DFA) said Friday. Japanese news agency NHK recently reported that China has built military facilities on several disputed reefs in the Spratly Group of Islands where they have done land reclamation. They showed aerial photographs obtained from Philippine military sources showing the development of helicopter landing pads, radar facilities, and even machine gun platforms. "The photos of Mischief Reef taken in April show solar panels, radar facilities, and what look like machine guns. They show that the facilities have been modernized and more militarized over the past 4 years," the report said. "Photos of Fiery Cross Reef show a heliport and what look like agricultural greenhouses and gun platforms. On Subi Reef, a white spherical object believed to be a large radar facility can be seen," it said. The DFA has previously showed a series of aerial photographs showing the progression of the reclamation work China has undertaken from 2012 up to early 2014. This latest development in China’s reclamation however was seen as "quite significant." "When we released the pictures in May, we were able to show the progress of the reclamation work starting 2012 up to 2014. Why Is China Building Islands in the South China Sea? A BBC report confirms China's extensive land reclamation projects in the South China Sea. What does Beijing gain? By Shannon Tiezzi September 10, 2014 The Philippine government has been doing its best to call attention to China's land reclamation projects in the South China Sea, part of Manila's attempt to win over international opinion. The Philippines calls such actions provocative, a unilateral attempt to change the status quo. Back in May, the Department of Foreign Affairs protested the land reclamation in a statement and released before-and-after photos of the construction. At the recent ASEAN Regional Forum, Manila proposed a freeze on provocative moves in the South China Sea, including land reclamation projects. Beijing dismissed the proposal before the ARF even convened. Part VII of UNCLOS specifies that "Rocks which cannot sustain human habitation or economic life of their own shall have no exclusive economic zone or continental shelf." Under this provision, even if China were to gain control over the Spratlys, its control would be limited to the 12 nautical mile territorial waters, without an accompanying exclusive economic zone. If China can create "islands" on top of previously submerged features and create conditions for these new islands to "sustain human habitation," then China would have strongly bolstered its claims to the South China Sea. This is exactly what the Philippines objects to. In an interview for the BBC report, Department of Foreign Affairs spokesman Charles Jose called China's claims in the South China Sea "outrageous, excessive, and without basis under international law." He also accused China of trying to change the status quo to strengthen its claims before the arbitration court hands down its ruling on the Philippines' case. If there is anything to be gleaned from Hua's response, it is that China does expect to have people living and working on the islands.
