China has been requesting relevant countries to pull all the personnel and facilities out of China's islands and reefs that they have occupied."

Dealing with the Chinese pushback

After deciding to stand up to China in defending the national interest, President Aquino and his administration now face a daunting challenge: how to deal with the Chinese pushback.

The Philippines had no choice but to go for international arbitration. The Chinese, however, misinterpreted it as an unfriendly act, a challenge to their claimed sovereignty over the Spratlys and Panatag Shoal. With their Confucian-influenced mind-set, they also perceived it as an insult, a public loss of face.

We have seen a pushback from China over the past year or so. First, it attempted to blockade Ayungin Shoal (Second Thomas Shoal) and prevent resupply missions for Filipino Marines stationed on a grounded vessel there. Then, even more disturbing, the Chinese initiated reclamation work to transform some of the reefs and shoals under their control into artificial islands in an effort to assert their territorial and maritime claims and undermine the arbitration process.

Under these circumstances, it is conceivable that China may try at some point to extend the reclamation work to Panatag Shoal or even deploy an oil rig at Recto Bank, as it recently did in the Paracels.

China's behavior is driven by its domestic political and economic needs, and Xi Jinping - who is consolidating his position and cannot afford to look weak as a Chinese leader - is doing what plays well inside China.

President Aquino is also doing what plays well inside the country by protecting the country's interests in the West Philippine Sea. When territorial and maritime disputes become the focus of attention in bilateral relations, it is to be expected that the public in each country will support their respective governments, resulting in the rise of suspicion, if not hostility, toward each other.

The Philippines should be prepared for a difficult period in its relations with China while waiting for the arbitral tribunal's decision and dealing with a calibrated Chinese pushback. One certainly hopes for a clear-cut legal victory but one needs to be prepared that even a positive outcome could lead to a new and potentially more challenging phase.

In the end, the challenge for President Aquino is to have a strategic view in upholding the nation's long-term interests and ensure that Xi Jinping's "Chinese dream" will not become a nightmare for the Philippines.

It could buy you some time. As long as there is hope for compromise, then perhaps the bully would tone things down a bit.

WESCOM-Palawan welcomes back on-rotation troops from Kalayaan

PUERTO PRINCESA CITY, July 22 (PNA) - Lieutenant General Roy Deveraturda, commander of the Western Command (WESCOM) in Palawan led Monday the ceremony that welcomed back troops assigned in the disputed West Philippines Sea (WPS) for five months at the Philippine Navy Tide Pole in this city.

Deveraturda and other ranking WESCOM officials welcomed back a number of troops stationed in Kalayaan to take care of eight detachments located in the islands of Panata, Likas, Rizal Reef, Parola, Lawak, Pag-Asa, Kota, and Patag all in the contested region.

He said troops, who are staying on a navy vessel in Ayungin Shoal are not included in the group that has returned to mainland Palawan.

The WESCOM commander said the troops are back for the first time in five months, and they were ferried to Puerto Princesa by BRP 550.

Deveraturda lauded the troops, whose number he will not say for security purposes, and told them that the Welcome Ceremony is the country's way of saying it is proud of them for accepting the special task to take care of its territories off in the WPS.

He told the returning troops that they should not think their sacrifices have not paid off because they did. Giving the welcome ceremony, he added, will continue for troops on-rotation in the West Philippines Sea - a small token for a happy return.

The troops will be given more than two weeks of vacation to be reunited with their families, as well additional allowances so they may enjoy their much-needed respite.

A new batch of troops will also be sent to the Kalayaan Group of Islands, but he did not say when they will leave.(PNA)

BEIJING (Reuters) - China can build whatever it wants on its islands in the South China Sea, a senior Chinese official said on Monday, rejecting proposals ahead of a key regional meeting to freeze any activity that may raise tensions in disputed waters there.

Yi Xianliang, deputy head of the Chinese Foreign Ministry's Boundary and Ocean Affairs Departments, told reporters that China had every right to build on its islands as a way of improving basic living conditions there.

"The Spratly Islands are China's intrinsic territory, and what China does or doesn't do is up to the Chinese government. Nobody can change the government's position. Why is it that when other countries wantonly build airports, nobody says a word? But China has only this year started small and necessary construction, to raise living conditions on the islands - and so many people raise doubts."

Proposals for a "freeze" on tension-raising activities were not helpful, and could be seen as an effort to undermine drawn-out efforts by China and the Association of Southeast Asian Nations (ASEAN) for a code of conduct in the South China Sea by acting as a replacement for the code.

If the United States had come up with such a proposal then he had not seen it, Yi said, adding that in any case the South China Sea was an issue for those countries directly involved.

Senator Ferdinand Marcos Jr. said Philippines should enter into bilateral talks with China to resolve the growing tension in West Philippine Sea.


"The conflict is between China and Philippines. Only the ones who can resolve this territorial dispute are China and the Philippines, not the United States, and not any other third country."

"I cannot see why we don't do that. This problem cannot be fixed unless the two parties talked. How will you come to an agreement if you're not even talking? We know that China wanted all kinds of energy products. So let's take advantage of that, they're rich and willing to pay as they have shown all around the world. They're willing to put billions in Africa to acquire their minerals. Australia did not have a recession because of all the mineral exports. Even in the Philippines, everything we're mining goes to China."

"That's an opportunity for us. Sit down, have a table and have a talk. Lay out the problems one by one. The Chinese are very pragmatic. They will listen to sense if you have a sensible and reasonable proposal."

I believe the honorable Sen. Marcos needs to read some news first or consult with the government or fellow lawmakers before dishing out.

Yes, I think they will listen if the Philippines concedes all it's WPS claims to China, remove all the structures and soldiers/personnel/civilians on the Philippine-claimed islands, declare that China has "indisputed sovereignty over all WPS", and bow down to them as our lord and master... I'm certain they will be ALL EARS...

We have the raw materials here, mining everywhere....this is the right time to put up industries in our country rather than put those mining materials in China...creating more jobs for our kababayans and increase our exported products(and not raw materials) DI B ALAM NI BONGBONG YAN!!! What a SENATOR HE IS!!! :headbang:
