10-12 Chinese vessels patrolling West PH Sea By Chiara Zambrano, ABS-CBN News 06/18/2014 3:19 PM MANILA - As many as 10 to 12 Chinese government and military vessels are patrolling the West Philippine Sea including areas claimed by the Philippines as part of its territory, the Philippine Air Force revealed Wednesday. Lt. Gen. Jeffrey Delgado, the Commanding General of the Philippine Air Force, said this is among the information that the Air Force regularly provides the rest of the Armed Forces, as they monitor and plan out their next moves in the disputed waters. "There are times that they number - in the whole of the West Philippine Sea - ten to twelve. But it also trickles down to three or four," he said. Delgado said the Air Force's role in the territorial defense of the West Philippine Sea is to provide the necessary air intelligence. "We provide the information necessary as far as patrols are concerned - what things we see from above as we conduct air patrols," he said. He said the Air Force conducts daily maritime patrols above the West Philippine Sea. He said photographs of reclamation activities by China is part of the output they provide to the national government. ABS-CBN |

PH no match for China air power Posted at 06/18/2014 2:38 PM MANILA - The head of the Philippine Air Force admits the country's air assets are no match for the People's Liberation Army Air Force's formidable fleet of jet fighters. Lt. Gen. Jeffrey Delgado said that while the Philippine Air Force is now buying more planes, it cannot match the number of aircraft of the People's Liberation Army Air Force in the next five years. A Pentagon report earlier said the PLAAF is the largest Air Force in Asia and third largest in the world. The report noted the PLAAF is made up of "approximately 330,000 personnel and more than 2,800 total aircraft, not including unmanned aerial vehicles (UAV)." ABS-CBN |

Hitches in repair of PH air field in Spratlys Carmela Fonbuena Published 4:53 PM, Jun 18, 2014 Air Force chief Lieutenant General Jeffrey Delgado says they have to be 'careful' in proceeding with the repair considering the escalating tension in the West Philippine Sea. ![]() PROVOCATIVE? The Philippines is set to repair the damaged Rancudo Air Field in Pag-Asa island in the Spratlys "We are addressing that (repair of runway). Nagkaroon lang ng mga hitches during the previous years. May time na kinulang yung funds. We looked for funds but now may pondo na naman..... Bottomline, we need to repair that. The requirements are being addressed now. We have to be careful... We have to clear it again with the national government if we can pursue this one. Right now, there are still plans but we still have to clear this." - Lieutenant General Jeffrey Delgado, Air Force chief The Department of National Defense allocated last year P480 million to upgrade Navy and Air Force facilities in the island. A winning bidder was declared for the first stage of the project, covering dredging activities to provide ships an approach to the island so construction material can come in. The repair of the runway will follow. "The second part of the project is for the runway itself so right now we are content with the navy project first, and hopefully it will be finished this year." - Major General Edgar Fallorina, PAF chief of air staff. Philippines Plays Catch-up in Developing Disputed Isle Simone Orendain June 17, 2014 ![]() Manila artist and historian Carlos Celdran holds up a hand-written sign as demonstrators outside the Chinese consulate in Manila protest China's reclamation activity at Johnson South Reef, locally known as Mabini Reef, in the South China Sea, June 12, 2014 About 150 people chanted, "Get out China!" at a recent rally in Manila's business district protesting China's reclamation activity at several reefs in the Spratly Islands. Carlos Celdran, a Manila artist and historian who was among them, says the ongoing dispute between China and the Philippines is all about tapping the resources in the South China Sea. "We completely dropped the ball when it came to developing Pagasa shoal and the Kalayaan Islands. It's completely unsustainable. It's an empty island with no water, no infrastructure, no electricity. So the threat of people leaving that island and leaving it empty for [China] to come in is really high." - Carlos Celdran A few months ago, Celdran and a small group of friends created a fledgling project to support Thitu. Their goal is to bolster its infrastructure and education system, which Celdran says is "totally doable." They plan to send water filtration and solar power systems. So far, they have delivered elementary schoolbooks to the 30 children attending the one-room school. Kalayaan Mayor Eugenio Bito-onon had the school built two years ago. "But if we have facilities, relevant facilities like a good airport, a civilianized airport and there are regular flights and then we have a nice harbor and good sea craft, everything will just go normal. No problem." - Eugenio Bito-onon But Ian Storey, a senior fellow at Singapore's Institute of Southeast Asian Studies says the Philippines is simply "playing catch-up" to its neighbors. Some of them have well-developed infrastructure on their claimed islands. "It's one thing to repair a runway or to add... what the Philippines is doing, maybe adding a school, that kind of thing. It's quite another to do reclamation work." - Ian Storey Storey points out under a non-binding agreement between the 10-member Association of Southeast Asian Nations and China there is nothing that prohibits upgrading of existing features. However, he says reclamation stretches the limits and "violates the spirit" of the declaration. Another analyst, Sam Bateman with the S. Rajaratnam School of International Studies in Singapore, says how the reclamation work will be used to justify maritime claims in the future could stir tensions further. He says the Philippines non-military goals at Thitu help strengthen its claims. Voice of America Edited by Hong Nam, Jun 18 2014, 11:48 PM.

Philippines to repair airstrip on disputed island in S. China Sea Kyodo News International June 18, 2014 The Philippines will repair a damaged airstrip and naval facilities in the disputed Spratly Islands in the South China Sea, a senior Philippine air force officer said Wednesday. Maj. Gen. Edgar Fallorina said the military plans to dredge the anchorage area to allow the entry of vessels that will bring construction materials to Thitu Island. The military hopes to finish the dredging project by yearend. Known locally as Pag-Asa, Thitu Island is the seat of government of Kalayaan -- a town of about 95 islands, cays, shoals and reefs the Philippines claims in the disputed Spratly Archipelago. A moratorium in which China will certainly ignore. Although I am not privy to what's really going on... I'd say go on with the diplomacy while getting ready to improve those facilities and possessions in your hands. That's because this would never work as the Chinese have proven so many times in the past. "Get ready to jump the gun!" Edited by Hong Nam, Jun 20 2014, 02:44 PM.

NATO urges China to be 'responsible power' in sea row By Camille Diola (philstar.com) June 19, 2014 MANILA, Philippines - Albeit hesitant to get entangled in the South China Sea issue, the North Atlantic Treaty Organization (NATO) urged China to project itself as a "responsible major power" in the region. NATO Secretary General Anders Fogh Rasmussen said China has a "particular responsibility" as a permanent member of the United Nations Security Council to uphold international law, rules and norms despite differences with its smaller neighbors including the Philippines. He said that the 28-nation NATO is not involved in Asia, but its member states are concerned about the escalating tension in East Asia. Philstar |

DFA lectures China: Your reclamation, PH airstrip upgrade different By Matikas Santos INQUIRER.net Thursday, June 19th, 2014 MANILA, Philippines - The Department of Foreign Affairs (DFA) lectured China on the "big difference" between the Philippines' plan to upgrade its facilities in islands in the West Philippines Sea (South China Sea) and the reclamation work that China is doing to the reefs there. "I would like to point out the big difference in what we are doing and what China is doing. What we are doing in our airstrip on Pag-asa island, it is the maintenance and repair work for the safety of our people there. We are not trying to change the nature or character of the maritime feature there. We are not doing reclamation work that could harm the environment. China, by its reclamation work that they are doing, they are trying to change the character of the maritime feature." - Charles Jose, DFA spokesman Inquirer Edited by Hong Nam, Jun 21 2014, 12:23 AM.
