Lawmakers eye P1B to fortify Kalayaan Group of Islands

MANILA, Philippines - As the territorial dispute between the Philippines and China escalates, two Mindanao-based lawmakers have proposed a measure, seeking to appropriate P1 billion for the fortification of the structures in the Kalayaan Group of Islands.

In House Bill 4167, Cagayan de Oro City Rep. Rufus Rodriguez and his younger brother Abante Mindanao partylist Rep. Maximo Rodriguez Jr. sought the improvement, fortification, and building of structures in the areas.
The legislators said that the fund to be allocated for the Kalayaan Group of Islands would also promote the tourism industry of the region.

The proposed P1 billion appropriation would be used for the construction of a safe harbor, berthing facilities, and the repair of the Rancudo airfield on Pag-asa island.

"In order to strengthen our claim and protect our sovereignty, we need to build more structures and fortify our defense of these islands, particularly the construction of a safe harbor as well as the repair of the Rancudo airfield on Pag-asa Island. Aside from solidifying our claim, the construction of structures in the Kalayaan Islands would also improve the tourism industry there," the elder Rodriguez said.

MANILA - Philex Petroleum Corp's unit is set to drill two exploration wells in Recto Bank without the Chinese or any partner amid rising tensions between Manila and Beijing.

During the company's annual stockholders meeting, Philex Petroleum chairman Manuel V. Pangilinan said they have decided to push through with their exploration in the gas-rich Service Contract (SC) 72 in off-shore Palawan. SC 72 operated by Forum Energy Plc, which is 64.45-percent owned by Philex Petroleum.

"In the board meeting today, the board decided to start preparing for a possible drilling program of two wells, which was the original plan one or two years ago. We were told that takes about 18 months to prepare for that so the earliest we could do the actual drilling is sometime in the first quarter of 2016," Pangilinan said.

Better arm the GDP and RA properly to keep those commies away. SC 72 is quite a stretch from Palawan. The 10 PCG boats from Japan should have all come in by then.

Since they announced it out in the open.... We must wonder "Why?" - It could be a deception or a diversion. Keep them guessing and on their toes. Hopefully by 2016 the UNCLOS may have arrived with a decision. If favourable to the Philippines, bring in the media.

Keep the grey ships away. Leave it to the PCG and these ocean going tugs.

Chinese foreign policy has entered an era of greater assertiveness on territorial issues.

Early signs of these new approaches have been unfolding in the waters around China to the east and the south. The Philippines and Vietnam have grown more and more resentful of China's increased capabilities in the South China Sea.

Many analysts have been skeptical about these numbers, arguing that Chinese spending in 2013 was much higher than reported, putting it well over $200 billion.

Chinese have opted to remain opaque in this aspect. The country's secretive and fast-paced modernization has alarmed the international community and jeopardized military-to-military relations, creating distrust and unnecessary tensions.

Many Western analysts assume that China's military modernization anticipates a more aggressive stance.

Minor confrontations with the Philippines and Vietnam could turn into something more serious. These security concerns have driven the United States and the smaller countries of Southeast Asia much closer together.

Nonetheless, for its claims of a "peaceful rise" to remain plausible, China must do more to make its military budget more transparent. It must also resort to diplomacy, rather than confrontation, in its territorial disputes with neighbors.

The ambiguity of China's ultimate intentions has stimulated an arms race in the region and strengthened U.S. resolve to contain the rising hegemon. With relations around the South China Sea anything but harmonious, China can still reverse course before all the parties concerned find themselves backed against the wall.

The Philippines must invest on mobile Land Anti Ship Missiles and AAMissile defence systems, for deployment around strategic areas, particularly in Palawan area to protect and cover "RECTO Bank" area and some parts of KiG.

It is prudent in protecting our interests in the area and would be helpful pre-empting, in case of any stand offs in future, if we really mean that it will be the same like they are stepping inside "Recto Avenue" a big RED line or a NO NO.
