Several Philippine Coast Guard (PCG) vessels have been deployed to Huangyan Island for the first time since Chinese vessels and PCG ships faced off in the South China Sea rock formation for two weeks in mid-2012, reported Philippine Daily Inquirer.PCG spokesperson Armand Balilo said on Monday that at least two Philippine Coast Guard Ships were "on standby" at the PCG headquarters in Port Area, Manila and waiting to be sent to the South China Sea "if ordered by the higher-ups," quoted the Philippine Daily Inquirer.Balilo said they did not want to confront the Chinese Coast Guard, and that "any ship deployment to Panatag Shoal [Huangyan Island] would be done in a less provocative manner." He added that it was Philippine government policy to resolve the disputed territory peacefully and through international arbitration.

China to Foreign Fishing Boats: 'Get Out' of South China Sea

Reuters reports that Hainan Party Secretary Luo Baoming said that authorities based on Sansha city have been regularly confronting unauthorized foreign fishing vessels. It's apparently quite a common occurrence: "There's something like this happening if not every day then at least once a week," Luo said.

Luo also stressed that "the majority [of such incidents] are dealt with by negotiating and persuasion. We negotiate and dissuade as much as possible," Luo said, although from his comments it seems the 'negotiation' is actually an order. Authorities "tell them [unauthorized vessels] to get out, this is our area," according to Luo.

MANILA/BEIJING - The Philippines is planning another challenge of a Chinese naval blockade of a disputed shoal in the South China Sea by sending civilian ships with supplies to its troops stationed there, a senior military official said on Thursday.

Chinese coastguard ships patrolling waters around Second Thomas Shoal, known in China as the Ren'ai reef and in the Philippines as Ayungin, ordered the same vessels to leave the area on Sunday.

Beijing claims Manila is trying to start construction on the disputed reef after it ran aground an old transport ship in 1999 to mark its territory and stationed marines on the ship. Manila claims the shoal is part of the Philippine's continental shelf.

"We are on a humanitarian mission," said a marine colonel, who declined to be identified because he was not authorized to speak to the media. "We are sending back the civilian ships to bring food and fresh water because they are running out of supplies. Fresh water supply is critically low."

I'm glad were going to be persistant :ssalute: but I hope they won't let any CCG personnel board the ships for inspection. If that happens then its like accepting China's authority on our turf :thumbsdown: ...one question...why are we announcing the move? Won't it be more logical to keep the info so we can surprise the CCG? :dunno: Now the CCG will be on their toes looking out for the ships...unless...the ships are on its way already

TAIPEI — China’s maritime mastery of the South China Sea appears unstoppable. On March 9, Chinese coast guard vessels turned back two Philippine cargo ships attempting to resupply troops based on an eroding WW II-era vessel marooned on the Ayungin Shoal, known as the Renai Shoal to China.

The BRP Sierra Madre was grounded on the shoal sometime in 1999 where it has served as an outpost for Philippine troops and a visible symbol of Manila’s territorial claim to the shoal.

Unable to resupply by sea, the Philippines was able to resupply by air in midweek with a fixed-wing BN-2 Islander light utility aircraft. China claims the ships were carrying more than supplies, and were actually loaded with construction materials for building a larger station on the shoal.

It is unclear whether Manila will be able to maintain the small force of Philippine Marines on the derelict vessel.

Manila, Philippines - The Philippine government is counting on the "power of diplomacy" and the "power of international support" to resolve the territorial dispute with China in the West Philippine Sea.


"We should realize the power of diplomacy, the power of the international support. That's the reason why we have, shall we say, religiously resorted to the diplomatic process because this is one way of number one, avoiding violence; number two, showing the strength of our cause; and number three, to show that the community of nations believe in a rules-based approach to any conflict so that's the means by which we are exercising our voice as a sovereign nation . The nine-dash line is something we cannot accept. It's as simple as that. That's why we filed a case, an arbitration case, before the International Tribunal on the Law of the Sea. We believe in the (principle that) what is ours is ours, and so we will continue to push that, and we're doing that diplomatically."

Asked if Manila feels ignored by Beijing despite its flurry of protests, Lacierda said:


"No, it's a process that we will continue to exercise. It's putting on record our protest and putting on record their offense as we see it, as the Philippine government sees it. And so, again, this emphasizes the need for a rules-based approach to the situation in South China Sea."

If push came to shove, China is able to flex its military muscle in the area and we would just be there to watch it. Investing in access-denial strategies should've been made a priority a long time ago, but now we have the ChiComs bossing us about in our own territory. It's time to wake up and be more far-sighted. (Though that should have happened a couple of decades ago already)
