Australia endorses 'code of conduct' for South China Sea
February 20, 2014, 8:52 pm
AFP

Manila (AFP) - Australian foreign minister Julie Bishop on Thursday voiced her support for the completion of a "code of conduct" aimed at reducing tensions amid China's aggressive claim to almost all of the South China Sea.

Bishop, who is on a visit to the Philippines, said she discussed the matter with her Filipino counterpart Albert del Rosario.

Bishop said Australia favoured the push by the Association of Southeast Asian Nations (ASEAN) to craft a "code of conduct" to better manage the issues.

Southern air defence zone 'crucial for China in long term', PLA expert says
PUBLISHED : Saturday, 22 February, 2014, 4:51am

Establishing a second air defence zone - this time over the South China Sea - was in China's long-term interest, a senior People's Liberation Army researcher said yesterday.

Senior colonel Li Jie , of the PLA Navy's Military Academy, said a senior US intelligence officer's remarks last week about China's intention to declare another air defence identification zone (ADIZ) were meant to deter China from making such a move.

Captain James Fanell, director of intelligence and information operations at the US Pacific Fleet, predicted China would set up such a zone over the South China Sea by the end of 2015.

Li said it was too early to predict when the zone would be announced. International relations experts have said China does not intend to further upset its neighbours with another zone. But tensions in the South China Sea are not letting up.

PLA Officer: China Must Establish South China Sea ADIZ
A Chinese military officer has said that establishing a South China Sea ADIZ is necessary to China's national interest.

By Zachary Keck

A senior researcher and officer in China's People's Liberation Army said that establishing an Air Defense Identification Zone (ADIZ) is essential to China's national interest.

"The establishment of another ADIZ over the South China Sea is necessary for China's long-term national interest," Senior Colonel Li Jie, a researcher at the PLA Navy's Military Academy and frequent media commentator, said on Friday, according to a report in Reuters.

Li's comment seemed to be slightly inconsistent with a statement from China's Foreign Ministry back in February, which dismissed Japanese media reports that said China was preparing to establish a South China Sea ADIZ. That statement, however, seemed to leave open the possibility that China might do so in the future.

When initially announcing its East China Sea ADIZ, Chinese officials readily admitted that they intended to establish other ADIZ over other areas in the future.

China sends new envoy as PH steps up case on South China Sea
FEBRUARY 22, 2014
By TESSA JAMANDRE

CHINA is sending a new ambassador to Manila at a time of strained Philippine-Chinese relations, with the Philippines preparing to step up its territorial claims against China before the international arbitral tribunal.

Ambassador Zhao Jinhua, a 48-year-old diplomat who carved his career from the Asian Affairs Department of China’s Foreign Ministry, is arriving Sunday (Feb. 23) to take up his new post.

A tough challenge awaits Zhao in the Philippines, which is embroiled in a territorial dispute with China over a cluster of isles, reefs, shoals and atolls in the South China Sea. The two countries, along with Vietnam, Malaysia, Brunei and Taiwan, have overlapping claims there.

Manila says it will respond militarily if China uses force against Filipinos around disputed island
By Raul Dancel, Philippines Correspondent In Manila

The Philippines said on Monday it would respond militarily if China uses force to drive away Filipinos fishing in waters around a disputed island in the South China Sea.

General Emmanuel Bautista, head of the Armed Forces of the Philippines (AFP), issued this warning as a response to reports that ships from China's Coast Guard drove away Filipinos fishing in areas around Scarborough Shoal using water cannons on Jan 27.

Diplomacy vs. deterrence: Why PNoy is risking confrontation with China (gmanetwork.com)
February 23, 2014
Quote:

The Aquino administration has stood out among Southeast Asian governments for its often-explicit criticisms of China. Its fiery rhetoric has even raised eyebrows among certain neighbors, even those with existing territorial disputes with Beijing, who have adopted a more cautious, low-key approach.

Foreign policy isn’t about matters of good and evil, but about fundamentally employing the most effective strategy to defend our national interest within the purview of prevailing international norms. And engagement and deterrence are the two indispensable weapons at our disposal. I assumed the Aquino administration was aware of this cardinal truth. So, naturally, I was quite confounded by Aquino’s recent decision to liken China to Nazi Germany, risking permanent estrangement with China – if not potential conflict.

Knowing China’s sensitivity to external criticism, especially from neighboring countries, Aquino was well aware of how provocative his statement would be to Beijing. In effect, he undermined his months-long effort at finding a new opening in Philippine-China relations.

On the surface, one can claim that Aquino only sought to speak truth to power and recognized the futility of reaching out China. The Philippines’ refusal to withdraw its arbitration case at The Hague against China’s notorious nine-dash line doctrine has prevented any rapprochement.

Sensible article.

But I don't agree with the above. Do they really care? Tiananmen Square, Tibet, Mischief Reef, Scarborough Shoal, Vietnam - the Paracels massacre... The list goes on.

It seems to be the otherwise. Or is it simply just because they cannot take criticism from a country of which they have such a low regard of?

Strong words! Not that I disagree nor agree. It has already been said and no amount of criticism can take it back. So, I would just post my opinion on the positive side as I am an optimist.

This would get them (PROC) thinking and perhaps give pause:

1) Is this a bluff? - They didn't hesitate to shoot on the Taiwanese of whom they have better relations.
2) Is there something that we don't know about? - Has a deal been struck with the Americans and possibly Japan?
3) Do they realize that our chances at the ITLOS/UNCLOS proceedings are quite slim to nothing? - Arbitration starts next month.
4) Why had Indonesia recently taken a stand against us? - They have quietly stood by the sides until now.
5) Have we pushed them too far? Is this the limit? - Pres. Aquino on saying "When do we say enough?"
