Is China playing aother card in this issue. For starter, they should pull out all their ships in Scarborough and Ayungin Shoals. Then totally get out of Panganiban reef.

Getting even? DFA hit for barring China, Taiwan from new visa privilege

MANILA, Philippines - When the Department of Foreign Affairs (DFA) extended the visa-free privilege of foreigners last Monday, Chinese nationals criticized the move for excluding them.

Zhuang Guotu, dean of the Research School of Southeast Asian Studies at Xiamen University claimed that the visa requirement for Chinese is Philippines' way to get even on the South China Sea territorial row.

"Both the Chinese mainland and Taiwan are embroiled in disputes with the country. Its decision to exclude people from the two regions is a retaliatory move, especially, against Taiwan," Godu told The Global Times on Wednesday.

DFA extended the 21-day visa-free privilege of 151 countries to 30 days--a list which has not included China and Taiwan since 2010.

The Philippines is also barring Taiwanese from the privilege as Taiwan already sanctioned a red travel alert against Manila over the May 9 shooting incident of a Taiwanese fisherman off Batanes.

"This is a tit-for-tat response to Taiwan's sanctions and Manila wanted to show they would not give in to pressure," Zhuang said.

What is to be done?

.... Eventually Manila must muster the political will and courage to steam back to that shoal and face off once again with the Chinese and frustrate what they are doing there. What China is doing to the Philippines at Ayungin must be done by Manila to the Chinese at Bajo de Masinloc. China will not withdraw there even if there is a favorable ruling for the Philippines from the international tribunal on the arbitration case.

Fortunately, Beijing cannot hope to control the entire Bajo de Masinloc as it is the size of Quezon City, and hence, although Chinese vessels may be present in some areas, Philippine vessels may choose to deploy in other parts of the shoal to protect Filipino fishermen who have been displaced by China's territorial grab.



Creating credible deterrence

As the buildup of assets for the PLA Navy and PLA Air Force continues at full pace brought about by single-minded determination and focus in Beijing....

The Philippines still deliberates as to what vessel to purchase and frequently finds itself hampered by the restrictive regulations on equipment purchases which itself had been brought about by earlier cases of corruption in the Philippine military.


As can also be seen in the State of the Nation Address of the Aquino administration last 22 July 2013, when the President compared the cost of purchasing a jet fighter fleet at 37.92 billion pesos to the same amount that can build more than 100,000 houses, there is still that guns and butter debate that Philippine policy makers frequently resort to without really understanding the availability of resources in government and in the private sector.

Just as an example, a single individual stands accused of allegedly pilfering 10 billion pesos or almost one-fourth of the stated price for a fighter jet fleet from the pork barrel funds of the Philippine Congress.

Also, many government units from national and local levels frequently resort to wasting funds on unnecessary projects such as repaving roads that have no damage at all just so that such money is not returned to the Treasury and to protect their subsequent budget allocations from decreasing.

Furthermore, investment in defense modernization allows the country to have the will and capability to protect its maritime interests that are worth hundreds of billions of pesos of gas fields and renewable aquamarine resources. Thus the issue of the Philippines being allegedly a poor country is conveniently used as an excuse to cover up for financial mismanagement and shortsighted practices in the national and local bureaucracies.


Thus, for Philippine initiatives to be truly effective in the WPS issue, it must be backed up by the necessary military muscle to provide the confidence to policy makers to craft more decisive measures against foreign intrusion.[/b]

Hence, if the Philippine government resorts to piecemeal acquisitions of military hardware it then creates the situation that it will realize that these very acquisitions are not enough and still resort to tasking the Department of Foreign Affairs with the mission of external defense as Manila will still not have the confidence to commit defense and security assets to protect maritime interests. The end of which will see China gobble up more pieces of Philippine maritime territory and Filipinos losing access to billions of pesos worth of economic resources and critically strategic areas.

The Philippine government must immediately pursue acquiring capabilities that will make the Chinese think twice and Filipino policymakers must realize that such purchases are very possible and will not cause economic bankruptcy or are futile because it will create the necessary confidence in government in the military's ability to protect the country as well as also staving off defeatist attitudes.


Though the current track of the DFA is correct in establishing an international consensus and alliance against China's behavior and actions in the WPS, it cannot be the sole strategy of the Philippine government.

International opinion is quite fickle and even though countries like India and Japan have expressed concern in the WPS and the South China Sea, as long as there is no formal alliance binding Manila, Tokyo, New Delhi, Hanoi, and all other countries against Chinese hegemony similar to a North Atlantic Treaty Organization, then the sustainability and cohesiveness of such an international consensus is suspect. As an example, if ASEAN cannot seem to speak with one voice over the South China Sea and WPS, what more of such an amorphous international consensus?

The mistake of previous administrations that had wasted 15 years since Mischief Reef must not be repeated this time around as the Philippines is fast running out of time to face the largest territorial grab in modern history since the end of Second World War.

fight their surveillance ship/coast guard with our own coast guard vessels instead of our navy as they make us the bad guy in their media. if they harass the pcg with their naval vessels then their the ones being framed as the bad guy. as for our navy they should stop doing the patrolling and start preparing for a possible conflict with chicom (its better to prepare for the event and not to happen than to not prepare at all and just cant do anything about it but to watch and complain like scs), lets start switching to asymmetric warfare and convert the frigate and ssw/mrv fund to procure high quality facs/opv with asuw and asw capability and corvettes (if we have some money left) in huge numbers.
imo like what i said before the hamiltons can go to the pcg for the patroling and navy goes asymmetric but other suggestion stated in this thread such as have some hamiltons in navy and pcg will also do.

DFA rejects anew China's "indisputable claim" over West Philippine Sea

"We once again redirect China to the core issue which is its claim of indisputable sovereignty over nearly all of the South China Sea under its 'nine dash line' position," said assistant secretary Raul Hernandez.

"The Philippines has asserted before the Arbitral Tribunal, to which China has been invited but has refused to participate, that the nine dash line claim is expansive, excessive and in gross violation of international law," he told reporters.



Chinese Foreign Minister Wang Yi proposed three ways to solve the territorial dispute between individual countries.

First was the bilateral talks between parties directly involved, second was for the implementation of the "Declaration of the Conduct of the South China Sea" for peace and stability, and third was to look for ways of common exploitation that would economically benefit all concerned parties.

China has repeatedly stated its objection to any arbitration of the dispute.

China patrols off Palawan, builds basketball court in reef - report

MANILA, Philippines - Chinese navy recently launched a new patrol route in West Philippine Sea and has turned Panganiban (Mischief) Reef into a naval outpost with a basketball court, a classified military document obtained by a Japan-based news agency on Monday reveals.

The report by Kyodo News said that the People's Liberation Army (PLA) Navy's South Sea Fleet established new surveillance pattern covering almost all contested territories including areas 85 nautical miles off Palawan, which China claims as within its "nine-dash line" practically covering the entire South China Sea.

"All other reefs, shoals and islands, including Second Thomas (Ayungin) Shoal, Reed (Recto) Bank and Mischief (Panganiban) Reef are, therefore, inside or covered by the patrol route," Kyodo News quoted the report as saying, referring to areas claimed by the Philippines as within its exclusive economic zone under the United Nations Convention of the Law of the Sea.

Panganiban Reef has been under China's de facto control since 1994 and has reportedly become its command center in the sea. It was also seen to have enhanced its presence near Ayungin last week.

President Aquino is ill advised in aggravating our dispute with China over the Scarborough Shoal and the Spratlys by making provocative statements.

The arrival of BRP Ramon Alcaraz, the country’s latest acquisition of hand-me-downs from Uncle Sam, was another reason for the President to make a provocative statement.

During welcoming ceremonies held at Subic Bay Freeport for BRP Ramon Alcaraz, a 3,250-ton former ship of the US Coast Guard, the President said:

“Now that the BRP Ramon Alcaraz is here, we’re certain that this would intensify the patrol of the Philippine Economic Zone, as well as our capability to overcome any threat from bad elements, respond to search and rescue operations and protect our resources.”

Referring to China as one of the “bad elements” was uncalled for.

Such a provocative statement would only add fuel to the already “hot” issue we have with China.
The President could have specified that the new Navy ship would be used in going after pirates that prowl on commercial ships passing through our country’s territorial waters.
