The first is domestic law. According to Philippine law, the Bay can only be used as a foreign base when the Philippines rents it to US military forces, and foreign military stations are not allowed. Secondly, the former American naval facility has been abandoned for more than ten years. It will cost nearly million of US dollars to rebuild it,"[/i][/b][/color] said rear admiral Yin Zhuo from Chinese PLA Navy.

The government, PN and SBMA has been utilizing it for government and commercial use... in case the US rebuild these bases, it's only to keep up with the current technologies that their ships and vessels have...

First, China's media strategy must change. Beijing must demonstrate a slow and subtle shift away from grandiose statements or wishful claims to more "win-win" statements.

Removing the needless banter and well-worn nationalistic catch phrases could go a long way to forging stronger ties. An alternative or complimentary media strategy could also see Beijing declare an "economics first" strategy.

But a change in tone is only a first step. An adjustment in actions is also needed. Sending non-naval maritime assets or troops near disputed territory is only counterproductive.

Sending assets to peruse territorial claims that could potential draw in the United States at a time when China's military is still developing is of dubious strategic value. There is no piece of disputed territory that is worth an accidental great power war. Period.

Allowing domestic point scoring thanks to cheap nationalistic rhetoric on all sides can only make matters worse over the long term, and is counter to the region's long term interests - especially China's.

DFA refuses to ‘dignify’ Chinese general’s comments

THE Department of Foreign Affairs (DFA) on Friday "refused to dignify" with comments the statements made by a Chinese general who called the Philippines a "troublemaker" in the West Philippine Sea.

"Well, I just talked to the Secretary [Albert del Rosario] about this and he said, 'this is my response: we refuse to dignify the statements made by the Chinese general," Raul Hernandez, Foreign Affairs spokesman, said in a press briefing.

Major General Luo Yuan, a Chinese military official known for his nationalist views, took swipes at the United States and Philippines regarding the territorial disputes in the West Philippine Sea.

In the reports, he called the Philippines a "troublemaker" and tagged the United States as "biased" for adding "fuel to the fire" by supporting Manila's actions in the region.

Luo also warned India for stirring up trouble in the long-running border dispute between Beijing and New Delhi. India, he said, is the only country in the world who admitted to beefing up its military because of Chinese threat on its territory.
