President Duterte has expressed willingness to temporarily set aside the ruling to improve the Philippines’ ties with China. But he promised to bring up the tribunal’s decision before Chinese leaders within his term.

But remember that one of China's pre-conditions: Recognize that SCS within the 9-dash line is China's ownership and control.

MANILA - China has assured the Philippines it will not occupy new features or territory in the South China Sea, under a new "status quo" brokered by Manila as both sides try to strengthen their relations, the Philippine defence minister said.

Philippine Foreign Secretary Alan Peter Cayetano also said the Philippines was working on a "commercial deal" with China to explore and exploit oil and gas resources in disputed areas of the South China Sea with an aim to begin drilling within a year.

The defence minister, Delfin Lorenzana, told a congressional hearing the Philippines and China had reached a "modus vivendi", or a way to get along, in the South China Sea that prohibits new occupation of islands.

"The Chinese will not occupy new features in the South China Sea nor they are going to build structures in Scarborough Shoal," Lorenzana told lawmakers late on Monday, referring to a prime fishing ground close to the Philippines that China blockaded from 2012 to 2016.

Supreme Court Senior Associate Justice Antonio Carpio urged the government to act on what he called an “invasion of Philippine territory by China” as he confirmed Chinese ships were now guarding a newly created island well within Philippine territorial waters in the West Philippine Sea.

In a statement on Saturday, Carpio said two frigates, a coast guard vessel and two fishing boats of China were guarding Sandy Cay, a sandbar some 4.6 kilometers (2.5 nautical miles) from Philippine-occupied Pag-asa Island that had permanently protruded above the water.

The word used is "Virtually Occupied". Since China has seized the surrounding area and is preventing PH and Filipinos in the area, it is a prelude to occupying the Sandy Cay. It is already like controlling and occupying the area, even though China hasnt physically occupied the area.

I would highly suggest the govt to please stop assuming goodness. China strategy is to deceive PH and making us look like f00ls, making our own friendly ghost to surprise us, then soon do a blame game

I don't know what's the deal with Esperon, if Lorenzana has uttered these words, I would think Delfin would just be truthful to facts -- that the Chinese have not occupied the Sand bars, but if it were Cayetano speaking, I already know he is just downplaying the situation because he is on China's payroll.

I am leaning towards Esperon more of a Cayetano than a Lorenzana.

MANILA, Philippines - Why should he risk warmer ties with China for a lowly sandbar in the West Philippine Sea?

This was President Rodrigo Duterte's response when asked if he would protest the presence of Chinese ships in Sandy Cay, a sandbar near Pag-asa Island (Thitu Island) in the West Philippine Sea (South China Sea).

"Why should I defend a sandbar and kill the Filipinos because of a sandbar?" said Duterte on Monday night, August 21, during a dinner with media at the Malacañang grounds.

Anything new with PDU30? Why would he defend anything that China is taking? He is a lawyer who does not follow law! He knows how to hide and fool the Filipinos. He knows how to blame others for his shortcomings. He knows how to point to those who speaks the truth.

Why will he challenge China, he's a socialist/communist idealist himself. "Let China get what they want because we cannot fight them". Then he will blame the US for not helping again. China will complete a new area after his term then he will say "akala ko kasi maayos kausap ang China, eh bakit hindi nio ako tinuruan ng tama". P0t4!

Malacañang on Thursday said there was no Chinese flag on a sandbar off Kota Island, disputing an earlier claim by Magdalo Rep. Gary Alejano.

Presidential spokesperson Ernesto Abella said he got the information from a “very reliable source” whom he did not identify.

Alejano earlier said the flag was planted on the sandbar around the third week of July by a Chinese vessel.
