China warns Philippines against shooting down drones Last Updated: Thursday, September 27, 2012, 18:03 Beijing: China on Thursday warned the Philippines against taking any military action against its drones deployed to monitor the disputed islands in the resource-rich South China Sea. Reacting to remarks by a spokesman of the Philippine Department of National Defence (DND) warning that Chinese drones may be shot at if they enter airspace of Huangyan island called by Manila as Scarborough Shoal, Chinese Defence Ministry spokesman, Yang Yujun said "China is opposed to any military provocation in the South China Sea." Yang defended China using drones to monitor disputed islands saying that move is "justified and legal,", state-run Xinhua news agency reported. China has indisputable sovereignty over Huangyan Island, the Nansha Islands and their adjacent waters, it said. "Therefore, Chinese aircraft flying in the airspace in question is justified and legal," he said. China's State Oceanic Administration said on Sunday that China will use drones to strengthen the nation's marine surveillance, and step up efforts to enhance its surveillance of the islands and islets including the Diaoyu and Huangyan. Tension flared in April when the two countries' ships faced-off over the Scarborough Shoal islands. Both sides later agreed to withdraw their boats, thereby restoring calm. China claims sovereignty over nearly all of the South China Sea, which is believed to have huge reserves of oil and gas, and is home to key shipping lanes vital to global trade. Outside the Phil. EEZ is international water. The Philippines and Vietnam should not allow any country including China to set up an oil and gas rig on it (on international waters). Why? Because whatever oil and gas China takes from outside the EEZ will be siphoned out from inside the EEZ. They are all from the same reserve. So the issue is not just keeping the EEZ, but also making sure the international zone is kept international. |

At the sidelines of the Center for Strategic and International Studies forum in Washington, DC Wednesday (Thursday in Manila), where he was invited as keynote speaker, Del Rosario said China reneged on the agreement reached sometime in June during negotiations in Manila between him and Chinese Ambassador Ma Keqing. "There was an agreement between the two countries that ships will be pulled out from the shoal. The Philippines pulled out their ship but the Chinese did not comply with the agreement," said Del Rosario during the question-and-answer portion. "We believe they (China) should do this and of course if they continue to violate Philippine sovereign rights in that area, then we will have to consider a response. We do not know what that response is just yet," he added. The Philippines insists Panatag Shoal (also known locally as Bajo de Masinloc), which is 124 nautical miles off Masinloc in Zambales, is part of its territory. A similar claim is being made by China on historical grounds. China refused to consider the Philippine position to settle the dispute by bringing the matter before an international arbitration body, saying the matter should be discussed bilaterally. Recent reconnaissance flights of the Philippine Air Force showed that China still has three government ships outside the shoal's lagoon. The Chinese have also cordoned off the shoal's entrance using ropes. President Aquino ordered the withdrawal of two government ships from the shoal last June due to bad weather. Independent fishing bans were likewise raised by Manila and Beijing over the area, supposedly to diffuse the tension but Chinese fishermen continued to fish there. Del Rosario, in his keynote speech, again called for a rules-based approach in resolving the territorial dispute in the West Philippine Sea, saying it is the only legitimate and viable way to address the issue. "Let me make it clear: our foreign policy does not seek to isolate one country, nor even force the resolution of a dispute. Our core interest lies in being able to contribute to ensuring that the global security and economic system is based firmly on the rule of law. We are firmly committed to helping build an international system that will be just and fair to all states, regardless of economic size or power," he said. Under the rules-based approach, countries would be governed by the United Nations Convention on the Law of the Sea (UNCLOS) treaty, which defines the rights and responsibilities of nations in their use of the world's oceans, establishing guidelines for businesses, the environment, and the management of marine natural resources. "We want to establish an actionable framework to define, clarify, and segregate, in accordance with the UNCLOS, the disputed and non-disputed areas of the West Philippine Sea. This would pave the way for feasible cooperation between the Association of Southeast Asian Nations and China in the medium-term," he said. Del Rosario said the Philippines is still studying the possibility of a dispute settlement mechanism under UNCLOS. As for the diplomatic track, he said Manila will continue to keep channels of discussions with China open. PH gov't, China to meet again in Manila MANILA, Philippines - The Philippines and China will finally meet again officially in Manila 6 months after the row over Scarborough Shoal erupted in April. A Philippine delegation headed by Foreign Affairs Undersecretary for Policy Erlinda F Basilio is set to hold talks with the Chinese delegation led by Vice Foreign Minister Fu Ying on October 19, the Department of Foreign Affairs (DFA) said on Tuesday, October 16. Fu will also meet separately with Philippine Foreign Secretary Albert del Rosario. "Filipino and Chinese foreign ministry senior officials will meet in Manila on October 19 to review existing cooperation and chart future direction of Philippines-China diplomatic relations," the statement noted. Genghis Khan, not West PHL Sea, discussed at Enrile meeting with Chinese official www.gmanetwork.com Senate President Juan Ponce Enrile on Thursday met with Chinese Vice Foreign Minister Fu Ying and discussed about Genghis Khan and Mongolia, but not the dispute over the West Philippine Sea. Foreign Affairs spokesman Raul Hernandez, who accompanied Fu in her courtesy call to Enrile, said the two "just talked about things, things about history. It was more of pleasantries and trying to update themselves about each others development.” Enrile said they discussed about world economy, Genghis Khan and Mongolia, where Fu came from. Fu was one of the Chinese officials Senator Antonio Trillanes IV talked to in his back-channeling efforts regarding the territorial dispute between the Philippines and China — an issue that caused a rift between him and Enrile.
