While this tangent on the past catalysts for his behavior is amusing, we should go back to topic.

"....Unlike in the past administration where the measures were publicized, this time the government will limit information given on the strategies regarding the issue....".

Due to the limited information provided during the GMA adminstration regarding the matters in WPS, we were all shocked and constrained that there had been alot of Chinese permissions in WPS that provided 90% benefits to China and 10% benefits to PH. And now, is this happening again, inspite UNCLOS ruling, which our lawyer President does not want to follow law.

Mr. Duterte and Xi held a bilateral meeting in the Great Hall of the People after the two-day Belt and Road Forum for International Cooperation here.

Mr. Duterte said the Philippines and China would start bilateral talks on May 19 to settle their dispute.

‘Joint dev’t with China means PHL conceding sovereignty over isles’

Carpio made the remark after special envoy Jose De Venecia proposed in China over the weekend that the Philippines and its giant neighbor undertake joint exploration in the Spratly Islands.

President Rodrigo Duterte on Tuesday morning said he wanted to see the benefits of joint exploration for the Philippines before signing off on any such activity in the disputed territories.

Carpio pointed to an entry in the Chinese foreign ministry's website that indicated any nation must first concede sovereignty first before it could have joint projects with China in disputed territories.

"You will see there the concept of joint development and it has several elements. But the most important element with having a joint development with China at the South China Sea is one, you must concede sovereignty to China," Carpio said.

76. In fact, China's initiative of "pursuing joint development while shelving disputes" regarding the South China Sea issue was first addressed to the Philippines. In a June 1986 meeting with Philippine Vice President Salvador Laurel, Chinese leader Deng Xiaoping pointed out that Nansha Qundao belongs to China, and when referring to the matter of differences, stated that, "This issue can be shelved for now. Several years later, we can sit down and work out a solution that is acceptable to all in a calm manner. We shall not let this issue stand in the way of our friendly relations with the Philippines and with other countries." In April 1988, when meeting with Philippine President Corazón Aquino, Deng Xiaoping reiterated that "with regard to the issue concerning Nansha Qundao, China has the biggest say. Nansha Qundao has been part of China's territory throughout history, and no one has ever expressed objection to this for quite some time"; and "For the sake of the friendship between our two countries, we can shelve the issue for now and pursue joint development". Since then, when handling the relevant South China Sea issue and developing bilateral ties with other littoral countries around the South China Sea, China has all along acted in keeping with Deng Xiaoping's idea: "sovereignty belongs to China, disputes can be shelved, and we can pursue joint development".

MANILA - The Philippines and China will hold their first meeting on the West Philippine Sea dispute on Friday.

Philippine Ambassador to China Chito Sta. Romana said the Bilateral Consultative Mechanism (BCM) will be held in Guiyang, China.

"We will discuss areas where we have differences and try to understand each other's position and try to explore ways of managing it or further easing the tensions in the South China Sea in order to prevent escalation or any possible confrontation or conflict or misunderstanding," Sta. Romana explained.

The BCM, he said, will also be a venue to increase mutual trust and confidence and to find possible areas of cooperation.

Philippine President Rodrigo Duterte said on Friday Chinese counterpart China Xi Jinping had warned him there would be war if Manila tried to enforce an arbitration ruling and drill for oil in a disputed part of the South China Sea.

In remarks that could infuriate China, Duterte hit back at domestic critics who said he has gone soft on Beijing by refusing to push it to comply with an award last year by the Permanent Court of Arbitration in The Hague, which ruled largely in favor of the Philippines.

Duterte said he discussed it with Xi when the two met in Beijing on Monday, and got a firm, but friendly warning.

"We intend to drill oil there, if it's yours, well, that's your view, but my view is, I can drill the oil, if there is some inside the bowels of the earth because it is ours," Duterte said in a speech, recalling his conversation with Xi.

Esperon admitted that there was a “restricted meeting between the two presidents . “I knew what was discussed but that was not the tone of discussion. “ (Hindi niya sasabihin yun. Bakit naman niya sasabihin yun. Negative. Basta nagkarooon ng “restricted meeting ang dalawang presidente. Ang pinag-usapan ay mga projects.”
