MANILA- Veteran lawyer Estelito Mendoza on Monday launched a primer on the Philippines' maritime area, a timely piece he hopes would clarify the law of the sea amid the unresolved South China Sea dispute.

In a press conference at the House of Representatives, Mendoza, together with her client Former President and now Pampanga Rep. Gloria Macapagal-Arroyo, launched his primer published by the University of the Philippines Law Center.

Mendoza said the primer, titled "The Ocean Space or the Maritime Area of the Philippines," highlights the country's position on the law of the sea and recognition of the Philippines as an "archipelagic state," which he attributed to Arroyo's presidency.

PAG-ASA, Philippines (AP) — The Philippine defense secretary and military chief of staff visited a Philippine-occupied island in the South China Sea on Friday to assert the country’s claim to the heartland of a disputed area where China is believed to have added missiles on man-made islands.

The trip led by Defense Secretary Delfin Lorenzana on an air force C-130 aircraft to the island Filipinos call Pag-asa will likely infuriate China, which has claimed virtually the entire sea and aggressively tried to fortify its foothold, to the consternation of rival claimant governments and the United States.

President Rodrigo Duterte has said China dissuaded him from flying to the island, also known internationally as Thitu, to raise his country’s flag when the Philippines celebrates its Independence Day on June 12.

“So because of our friendship with China and because we value your friendship, we will not, I will not go there to raise the Philippine flag,” he said in a speech last week in Saudi Arabia. He said he may send his son instead.

MANILA – The Philippines may tap diplomatic channels to call China's attention to warnings its detachment sent a Philippine aircraft carrying top defense officials approaching Pag-asa Island on Friday.

National Security Adviser Hermogenes Esperon Jr. made the statement after a Chinese station on Subi Reef in the disputed Spratlys challenged four times an aircraft carrying Defense Secretary Delfin Lorenzana, several military officials, and journalists as it approached Philippine-occupied Pag-asa Island.

The official, who also traveled to Pag-asa Island during his time as military chief, said the "challenge" was a normal occurrence, but that the Philippines may "respond appropriately."

PH troops defy China challenge

Pilots of the Airbus Military C-295 and Lockheed C-130 Hercules cargo aircraft received the challenge from Subi Reef, a Chinese-controlled atoll some 30 to 40 nautical miles away from Pagasa Island.

“We replied that we are flying over Philippine territory,” Lorenzana said when asked for details regarding the Chinese challenge. ...

Lorenzana said Friday morning the government will allocate P1.6 billion to improve the Rancudo Airfield in Pagasa Island and construct ports and beaching ramps in the locality. ...

Other improvements for Pagasa Island include the construction of a desalination plant, more solar panels and generator sets for power purposes, and the establishment of a Bureau of Fisheries and Aquatic Resources marine research and shelter center.

Philippine fishermen accuse China of firing at vessel in South China Sea

"(Princess Johann) was reportedly fired upon seven times by a Chinese speedboat with seven Chinese coast guards on board," a Philippine Coast Guard statement said. The guard said the armed speedboat approached the Filipino vessel after it dropped anchor about 3.7km off the Chinese side of the Union Banks atoll. "The crew hid and eventually cut their anchor line and fled the area," the statement added.

The representatives at the Chinese embassy in Manila could not be reached for comment on Friday. The Philippine coast guard and military are investigating the incident. "(The Union Banks) is located inside the Philippines' exclusive economic zone," Brigadier-General Restituto Padilla, military spokesman told AFP.

According to analysts, if the incident is confirmed then this would be the first hostile episode in nearly a year involving the two countries. Ever since Philippine President Rodrigo Duterte took over the office in mid-2016, both the nations have seen warming relations.

A network of underground tunnel facilities would also be useful as protection against bombardment especially when you have large number of civilians on the island. It can also serve as extra space for additional supplies in case the island undergoes a naval blockade.

Nothing wrong with DND chief's visit to Pag-asa Island

"The visit to Pag-asa is part of (Department of National Defense) Secretary Delfin Lorenzana's many responsibilities as Head of the DND. He routinely inspects all facilities under the Department's administrative supervision," DND public affairs office chief Arsenio Andolong said in a message. ....

In regards to the Chinese protest on the above-mentioned visit, Armed Forces of the Philippines (AFP) chief-of-staff Gen. Eduardo Año said it is the Department of Foreign Affairs (DFA)'s purview to deal with such matters.

"(It is) within the purview of the DFA. Foreign policy question. As far as the AFP is concern, we visited our troops manning our territory," he added.

In fact the DND chief had announced his intentions to visit as early as January. Rappler
